funds of the state, entrusted to their care, was not a subject of enquiry.

The committee offer no reasons in favor of their right to en quire, nor any apology for having discharged their duty. An an swer to their enquiry was obtained, its competency is referred without comment to their constituents.

The same questions were proposed to the officers of the Bank of Philadelphia. They unhesitatingly answered in the negative, and exhibited the minutes of their proceedings on that subject, from which the following is extracted:

"Philadelphia Bank, May 8, 1815. "The following preamble and resolution was laid before the board and taken into consideration, viz..

"Whereas frequent applications have of late been made at this bank to exchange other specie for Spanish milled dollars, no doubt with the view of exporting the same, and it appearing to this board that it is their duty, and particularly at this time, to avoid every measure which might have a tendency to weaken public confidence in banking institutions, Therefore,

"Resolved, That the cashier be, and he hereby is instructed to withhold the exchange of Spanish milled dollars.

"On the question being taken on the above resolution, it was unanimously agreed to."

To the same questions proposed to the officers of the Farmer's and Mechanic's Bank, they answered in the negative. fe

The committee further state, that there is an account opened in the books of the Pennsylvania Bank, under the head of commissions received for transacting the business of the United States, under which a credit is entered in favor of the bank for upwards of 4000 dollars.

The committee have given the state of the respective banks at various periods, from the time of the suspension of specie payments, which was about the 30th of Aug. 1814) to the present time, with a view of exhibiting the influence of that circumstance on their operations.

All which is respectfully submitted.

Mr. Morgan from the committee to whom was referred on the 220 December, the petition of sundry inhabitants of Wayne county, on leave given, reported a bill, entitled

An act to authorize the Governor to incorporate a company for erecting a permanent bridge over the river Delaware at Stockport in Wayne county w which w was read the first time.

A motion was made by Mr. I. Weaver and Mr. Shearer, and read as follows, viz.

An act authorizing the Governor to incorporate a company for making an artificial road from Martin Regars in Cambria county, to intersect the road from the bank of the river opposite Harrisburg to Pittsburg, at or near Greensburg,' was read the second time as reported by a committee of the whole yesterday, considered by section and agreed to.

Ordered, That said bill be transcribed for a third reading.
On motion of Mr. Frailey and Mr. Murray,

The Senate proceeded to the consideration of the report of the committee of the whole negativing yesterday, the bill from the House of Representatives, entitled

The Senate resolved itself into a committee of the whole, Mr. Biddle in the chair, on the bill from the House of Representatives, entitled

An act authorizing Elizabeth Deal and Charles Albrecht, executors of the last will and testament of Jacob Deal, deceased, to sell and convey the estate therein mentioned.

And after some time,

The committee rose, reported progress and asked leave to sit again; leave was granted, and

Mr. Ross presented the petition of sundry inhabitants of Luzerne county, praying that a law may be passed to authorize the Governor to incorporate a company for the purpose of improving the navigation of Lackawanna creek; and

The same was read and referred to Mr. Ross, Mr. Rogers and Mr. Shannon.

Mr. Graham presented a petition from sundry inhabitants of Greenwood and Buffaloe townships in the county of Cumberland, praying that they may not be annexed to a new county to be erected from part of Mifflin county; and

The same was read and laid on the table.

Mr. Baily presented the petition of John Thompson of Chester county, stating that a certain Richard R. Williams was arrested on a charge of having stolen from the petitioner the sum of 294 dollars in bank notes, that the said Williams and Joseph Jackson severally entered into recognizances for the sum of 300 dollars each, for the appearance of the said Williams at the next court of quarter sessions; that he did not appear, and that the recognizances of the said Williams and Joseph Jackson were accordingly forfeited to the commonwealth. The petitioner therefore prays that the legislature will grant him relief; and

Said petition was read and referred to Mr. Baily, Mr. Power and Mr. Welles.

The Speaker laid before Senate a letter from the Auditor General, transmitting a report,* submitted in pursuance of the Act regulating Banks,' which was read, and with the report, Ordered, To lie on the table.

On motion of Mr. Biddle and Mr. G. Weaver,

Ordered, That 300 copies of said report be printed for the use of the members.

Mr. M Sherry from the committee to whom was referred on the 4th inst. the bill from the House of Representatives, entitled

An act enabling the Governor to incorporate a company for making an artificial road from the state line, near the town of Emmetsburg, in the state of Maryland, through Waynesburg, Greencastle and Mercersburg, to intersect the Chambersburg and Bedford turnpike road, at or near the east end of M'Connelsburg, reported said bill as committed; which was read the first time.
