The Senate proceeded to the second reading and consideration of Senate bill No. 127, entitled "An act to amend the third section of an act netitled 'An act for the establishment of free public libraries in the several school districts of the Commonwealth, except in cities of the first and second class,' approved the twenty-eighth day of June, Anno Domini, one thousand eight hundred and ninety-five, providing that the tax levy for the purchase, improvement and maintenance of such libraries shall be made upon the same subjects of taxation as are assessed for school purposes and shall be included in the school tax levy."

The Senate proceeded to the second reading and consideration of Senate bill No. 128, entitled “An act amending section two of an act, entitled A supplement to the twenty-fourth section of an act, entitled An act to provide revenue by taxation approved the sev enth day of June, one thousand eight hundred and seventy-nine' approved the first day of June, one thousand eight hundred and eighty-nine, amending the twenty-fourth section by providing for the payment by the State Treasurer of one-half of the two per centum tax on premiums paid by foreign fire insurance companies to the treasuries of the several cities and boroughs within this Commonwealth."

The several sections of the bill were separately considered and agreed to.

On the question,

Will the Senate agree to the title?

A motion was made by Mr. Roberts.

To amend the same by adding to the end thereof the following, "Providing for the extension of the provisions of this act to townships of the first class."

Which was agreed to.

The title as amended was then agreed to.

The Senate proceeded to the second reading and consideration of Senate bill No. 129, entitled "An act entitled 'An act providing for the erection and maintenaance of a memorial hall at the county seat of Allegheny county, in honor of the Union soldiers and sailors from that county in the war of the rebellion, authorizing and directing the commissioners of said Allegheny county to construct and maintain said hall upon petition of fifty citizens,' approved by two successive grand juries, the court of quarter sessions, and a majority vote of the qualified voters of said county."

On the question,

Will the Senate agree to the first section?

A motion was made by Mr. Crawford,

To amend the same, by inserting after the word "hall," in line six, the words, "at the cost of the county of Allegheny"; by striking out the word "and" after the word "soldiers," in line seven; by insert

ing after the word "sailors" in the same line the words, "and marines from Allegheny county who served in the army and navy of the United States in the war for the suppression of the rebellion"; by striking out the word "and" at the end of line sixteen; by inserting after the word "sailors" at the beginning of line seventeen the words "and marines from said county;" by striking out the words "of the Union army" in the same line and inserting in lieu thereof the words "who served in the United States army and navy," and by inserting after the word "war" in the same line the words "for the suppres sion."

Which was agreed to.

The section as amended was then agreed to.

The second and third sections were then separately considered and agreed to.

On the question,

Will the Senate agree to the fourth section?

A motion was made by Mr. Crawford,

To amend the same by striking out the words "soldiers and sailors" in line four, and inserting in lieu thereof the word "said,” and by striking out the words "an architect or" in line nine..

Which was agreed to.

The section as amended was then agreed to.

The fifth section was then agreed to.

On the question,

Will the Senate agree to the sixth section?

A motion was made by Mr. Crawford,

To amend the same by inserting after the word "sailors" in line two the words "and marines from"; by striking out after the word "county" in the same line the words "in the war of the rebellion who served in the Union army," and inserting in lieu thereof the words "who served in the army and navy of the United States in the war for the suppression of the rebellion"; by striking out the word "and" after the word "soldiers" in the beginning of line five; by inserting after the word "sailors" in the same line the words "and marines"; by striking out the word "post" at the end of line six; by inserting after the word "Legion" in line eight the words "Commanderies of the Loyal Legion"; by striking out the word “suitable" at the end of line nine and inserting in lieu thereof the word "proper"; by inserting after the word "war" in line ten the words "for the suppression of"; by striking out the word "and" at the beginning of line twelve; by striking out the words "of Allegheny county" at the end of the same line and inserting in lieu thereof the words "Commanderies of the Loyal Legion;" by striking out after the word "histories" in line thirteen the words "to which Allegheny county soldiers and

sailors belonged"; by striking out the word "and" after the word "soldiers" where it occurs in lines fifteen and sixteen the words "and marines"; by inserting before the word "soldiers" in line seventeen the word "said"; by striking out the word "and" after the word "soldiers" in the same line; by inserting after the word "sailors" in the same line the words "and marines" and by inserting after the word "war" where it occurs in lines eighteen and twenty the words "for the suppression."

Which was agreed to.

Which was agreed to.
