any doctor or other person knowingly not to report a case of smallpox, diphtheria or scarlet fever which may come to their knowledge; making it compulsory upon cities, boroughs and townships to furnish to any quarantined person or persons medical care and attention, nursing and the necessaries of life, and providing a method whereby citizens may petition the court to correct any abuses therein; providing penalties for the violation of any section of this act."
