Resolved, That in regard to the applications and remonstrances from sundry subordinate Encampments of the state of Virginia, for and against a charter for a Grand Encampment, that a charter for a Grand Encampment be granted by this Body, if applied for by a majority of the subordinate Encampments, in such form as is prescribed by the Grand Lodge of the United States.

Rep. Leidy, of Pennsylvania, from the Committee on the State of the Order, submitted a report and resolutions, relative to the Regalia of the Order, which was ordered to lie on the table.

The hour of 12 o'clock having arrived, the Grand Lodge proceeded to the installation of the Grand Officers elect, when P. G. E. JOHN A. KENNEDY, the Grand Sire elect, being presented, divested of regalia, by P. G. Sires' Glazier and Wildey, at the foot of the Chair, was met by the R. W. Grand Chaplain, examined by him, as to his grade in the Patriarchal Order, and solemnly qualified in the O. B. N. of his office. Grand Sire Kennedy having now been clothed with the regalia of office, was formally conducted to the Chair, by Past Grand Sires' Glazier and Wildey, the of ficiating masters of ceremony, and proclaimed the duly installed M. W. Grand Sire, of the Independent Order of Odd Fellows of America, after the ancient form and ceremony.

Deputy Grand Sire HORN R. KNEASS, P. G. M.-Grand Recording and Corresponding Secretary JAMES L. RIDGELY, P. G. M., and Grand Treas urer ANDREW E. WARNER, P. G. M., were then duly installed in their respective offices, by Grand Sire Kennedy.

The ceremony of installation being closed, the Grand Sire appointed the following Grand Officers, by and with the advice and consent of the Grand Lodge, as required by the Constitution.

The Grand Lodge resumed the consideration of business, when P. G. Sire Glazier, of Delaware, moved that the Grand Lodge now take up the appeal of the late Representative of Delaware, from the decision of the Chair, which determined that it was competent for the Grand Lodge at any time during the session, to entertain a motion to re-consider any of its acts during the session, which appeal was now laying on the table.

The question being put by the Chair, will the Grand Lodge take up and consider the said appeal? it was decided in the affirmative.

And the question being put, "Shall the decision of the Chair (P. G. Sire Glazier then presiding,) stand as the judgment of the Grand Lodge?" it was decided in the affirmative, by yeas and nays, as follows:

YEAS-Rep's Marley, Warner, Leidy, McKeldon, Hull, Taylor, Lucas, Bayley, and P. G. Sire Glazier-9.

NAYS-Rep's Cook, Davids, Neilson, Ridgely, and P. G. Sire Wildey

Rep. Bradley, of Connecticut asked and obtained leave to be excused from voting.

So the decision of the Chair was sustained, and the Grand Lodge decided that it was competent to entertain a motion to re-consider a vote adopting an amendment to the Constitution, during the same session in which the amendment was adopted.

Rep. Bradley, of Connecticut, then asked and obtained leave to withdraw the resolution offered by him, to re-consider the vote adopting the amendment to the Constitution, under consideration.

The motion to re-consider was renewed by Rep. Bayley, of Missouri, who voted in the affirmative, upon adopting the amendment to the Constitution; but no Representative who was qualified by the character of his vote, appearing to second the motion of Rep. Bayley, of Missouri, the motion was declared out of order by the Chair.

Rep. Marley, of Maryland, seconded by Rep. Warner, of Maryland, moved that the Grand Lodge re-consider the vote taken, rejecting the appeal of Rep. Kennedy, of Delaware, from the decision of the Chair, when the vote by states being required, appeared as follows:

YEAS-Rep's Marley and Warner, of Maryland; Cook and Davids, of New York; Neilson, of Indiana; Wildey, of Mississippi; and Bradley, of Connecticut-7.

NAYS-Rep's Hopkins and Liedy, of Pennsylvania; McKeldon, of District of Columbia; Hull, of Virginia, 2 votes; Lucas, of Louisiana; Taylor and Ridgely, of Ohio; Bayley, of Missouri; and P. G. Sire Glazier-10.

So the Grand Lodge refused to re-consider the vote, by which the decision of G. Sire Glazier had been sustained.

On motion, the Grand Lodge adjourned to three o'clock, this afternoon.

FRIDAY, 3 o'clock, P. M.

The Grand Lodge met pursuant to adjournment: Present, the Officers and a due representation.

On motion of Rep. Neilson, of Indiana, leave of absence was granted to Rep. Leidy, of Pennsylvania, for the remainder of the session.

On motion of Rep. Bradley, of Connecticut, the following was adopted: Resolvet, That the yearly P. W. to be forwarded by the Grand Sire, go into use on the 1st day of January, annually; and in the contingency that no communication of this Grand Lodge be held in the interim, the Grand Sire shall, nevertheless, forward a P. W., as in the above case made and provided.

On motion of Rep. Leidy, of Pennsylvania, it was

Resolved, That the sum of fifty dollars be allowed hereafter to the Grand Treasurer, until otherwise ordered.

Rep. McKeldon, of District of Columbia, offered the following:

Whereas, The amendment to the Constitution, adopted at the present session, providing for the representation of Grand Encampments in the Grand Lodge of the United States, upon the basis of the representation of state Grand Lodges, it is believed was passed without due deliberation, and ought, therefore, be again submitted to the consideration of the Grand Lodge of the United States; therefore,

Resolved, That it be recommended to the Grand Lodge of the United States, at its next session, to strike from the Constitution the said amendment.

The vote by states being required upon the passage of the same, appear ed as follows:

YEAS-Rep's McKeldon, of District of Columbia; Hull, of Virginia, 2 votes; Taylor and Ridgely, of Ohio; Neilson, of Indiana; Wildey, of Mississippi; and Bayley, of Missouri-8.

NAYS-Rep's Marley and Warner, of Maryland; Cook and Davids, of New York; and Bradley, of Connecticut-5.

So the preamble and resolution was adopted.

Rep. McKeldon, of District of Columbia, seconded by P. G. Sire Glazier, offered the following proposition to amend the Constitution, which was ordered to lie on the table until the next Annual Session, as required by the Constitution, viz:

"That the Constitution be so amended, as to strike out so much therefrom as authorizes a representation from Grand Encampments upon the same terms as state Grand Lodges are now represented."

On motion of Rep. Hull, of Virginia, the Grand Lodge proceeded to elect by ballot, an Editor for "The Covenant and Official Magazine of the Grand Lodge of the United States."

Rep. McKeldon, of District of Columbia, nominated P. G. M. James L. Ridgely, of Maryland.

Rep. Bayley, of Missouri, nominated P. G. Rev. Isaac D. Williamson, of New York.

The Chair appointed Rep's Wildey, of Mississippi, and Bayley, of Missouri, as tellers, who having received the ballots of the Representatives and P. G. Sires, as they were respectively called, and counted the same, reported that P. G. M. James L. Ridgely had received a majority of all the votes taken.

Whereupon, the Grand Sire announced that P. G. M. James L. Ridgely, of Maryland, was elected Editor of the "Covenant and Official Magazine, of the Grand Lodge of the United States."

On motion of Rep. Davids, of New York, the Grand Lodge proceeded to the election of an "Agent," as provided for in the resolution, accompanying the report of the committee on the Covenant heretofore adopted.

Rep. Davids, of New York, nominated P. G. Sire Wildey, of Maryland. Rep. Hull, of Virginia, nominated P. G. McCabe, of Virginia.

The Chair appointed Rep's Davids of New York, and Bayley, of Missouri, as tellers, who having received the ballots of the Representatives and P. G. Sires as they were respectively called and counted the saine, reported that P. G. Sire Thomas Wildey, had received a majority of all the votes taken.

Whereupon the Chair announced that P. G. Sire Thomas Wildey, of Maryland, was duly chosen Agent for the "Covenant and Official Magazine of the Grand Lodge of the United States."

On motion of Rep. Cook, of New York, the Grand Lodge proceeded to the election of the Board of Supervision of the "Covenant," of the first class, to serve one year, pursuant to the resolution accompanying the report of the committee on that subject, when it appeared that

On motion of Rep. Taylor, of Ohio, the Grand Lodge proceeded to the election of the Board of Supervision of the second class, to serve two years, when it appeared that

G. M. Richard Marley, of Maryland,

were duly chosen, the Board of Supervision, of the second class of the "Covenant and Official Magazine of the Grand Lodge of the United States."

On motion of Rep. Marley, of Maryland, it was

Resolved, That the Agent of the Covenant be,and he is hereby instructed to furnish each brother with a copy of the proceedings of this Grand Lodge, who shall signify his wish at the time of subscribing for the Covenant, at a charge of twelve and a halt cents for each copy, and that the Corresponding Secretary deliver to the Agent, for that purpose, such number of copies as he may require, charging him for the same. On motion of Rep. Ridgely, of Ohio, it was

Ordered, That 1500 copies of the Journal of Proceedings of the present session be printed, the whole number of which, over and above the quantity required by him for distribution to the subordinates to this jurisdiction, according to the regulation adopted at the last session, be delivered to the Agent for sale, by the Grand Secretary, taking his receipt for the same.

Rep. Neilson of Indiana, offered the following, which was adopted.

Resolved, That a blank Diploma, to be signed by the R. W. Grand Officers, be awarded to each Grand Representative of this Grand Lodge, who has not already received such certificate; the same to be filled according to the form prescribed on page 311, of the printed journal of 1840, at the expense of the holder thereof, and the Grand Sire be authorized to have an edition of one hundred copies of the Diploma struck off for that purpose, omiting the names thereon.

On motion of Rep. Ridgely, of Ohio, it was

Resolved, That if a majority of the subordinate lodges shall have united in the said application, and agreed upon the place to which the Grand Lodge of Indiana* is desired to be removed, that the Grand Sire be empowered to authorize the said removal. On motion of Rep. Cook, of New York, it was

Resolved, That the Grand Sire be authorized, upon proper application made for that purpose in the recess, to issue his dispensation for the formation of state Grand Lodges or Encampments.

On motion of Rep. Ridgely, of Ohio, it was

Resolved unanimously, That the thanks of the Grand Lodge are eminently due to P. G. Sire Zenas B. Glazier, for his efficient discharge of the duties of the office of Grand Sire for the past two years, and for the able, impartial, urbane, and courteous manner in which he has presided over the deliberations of this body, during its sessions.

Resolved further, That the Grand Secretary be, and he is hereby directed to present, on behalf of this Grand Lodge, to P. G. Sire Zenas B. Glazier, a Diploma, embodying on the face thereof, the aforegoing resolution, duly attested with the seal of the Grand Lodge, and the signatures of the Grand Officers thereof.

Rep. Wildey of Mississippi, submitted the following amendment to the Constitution, which was read and ordered to lie over until the next session, as required by the Constitution.

• Grand Lodge of Indiana.-This removal was effected in 1842.

Strike out so much thereof as requires a majority of State Grand Lodges, by Representatives or Proxies, to constitute a quorum, and substitute therefor the following words, "the Representatives or Proxies of seven states, districts or territories, may form a quorum."

Rep. Taylor, of Ohio, in obedience to instructions from that state, offered the following resolution.

Resolved, That in future no charter shall be granted to subordinate lodges, or other branches of the Order, by this Grand Lodge, or any state or territorial Grand Lodge working under the jurisdiction of this Grand Lodge, to work in any other language than the English.

The resolution being put upon its passage, the vote by states was required, and appeared as follows:

YEAS-Rep's Taylor and Ridgely, of Ohio-2.

NAYS-Rep's Marley and Warner, of Maryland; Cook and Davids, of New York; McKeldon, of District of Columbia; Hull, of Virginia, 2 votes; Neilson, of Indiana; Wildey, of Mississippi; Bayley, of Missouri, and Bradley, of Connecticut-11.

So the resolution was rejected.

On motion of P. G. Sire Wildey, it was

Ordered, That the Grand Treasurer pay to P. G. J. E. Chamberlain the usual allowance for his services as Messenger, during the present session, and his account for preparing charters and furnishing daily papers to the Representatives.

On motion of Rep. Taylor, of Ohio, it was

Resolved, unanimously, That the thanks of the Grand Lodge of the United States, are hereby presented to the Grand Lodge of Maryland for the use of their Hall, for this session of the Grand Lodge of the United States.

After prayer from the Grand Chaplain, the Grand Lodge closed the Annual Session.
