SHERIFF.

SEC. 61. There shall be a City Sheriff, elected as hereinbefore provided. He shall, when required by the presiding judge, attend upon the District Court of Waterbury, when sitting for the transaction of civil business, and while upon such duty shall have the same powers in relation thereto as are by law held by sheriffs while acting as officers of superior courts. He shall have the same powers to serve any process within the territorial jurisdiction of said District Court and any process issued by or returnable to said court or to the City Court of Waterbury, as sheriffs have within their respective counties. He shall, when required, serve all notices and warnings of all meetings of said city and of the Board of Aldermen and of the several boards and committees of said city and of said Board of Aldermen, and all other notices, warnings, and processes required to be served by this act, or by the ordinances of said city, and shall be in attendance upon said Board of Aldermen and upon the several boards and committees of said city at every meeting of the same and perform such duties as said board may prescribe, and his compensation for such attendance and the service of said notices, warnings, and processes shall be fixed by said Board of Aldermen and he shall receive no other fees or compensation for such attendance and service; in case said sheriff is absent or unable to make service of any of said notices, warnings, or processes, or to attend upon said Board of Aldermen, said Board of Aldermen may designate some suitable person temporarily to discharge such duties and determine his compensation. He shall also serve, when requested, without extra compensation and without fees, all writs and processes legally issued in which said city is the plaintiff, except that he shall be allowed his actual cash expenditures in making such service, and all his fees legally taxable for such service in favor of said city, shall belong to said city, and it shall be the duty of the City Attorney to see that such fees are col

lected, when it is possible, and paid to the Treasurer of said city; provided, however, that for attendance upon the District Fees. Court of Waterbury and the service of all civil processes, other than those in which the city is plaintiff, he may receive the fees provided by law.

SEC. 62. Said sheriff shall give bond to the city in the Bond. sum of ten thousand dollars, for the faithful performance of

SALARIES.

SEC. 63. The salary of each of the following named officers shall be the rate herein provided: The Mayor, two thousand dollars per annum. The City Clerk, fifteen hundred dollars per annum. The Comptroller, fifteen hundred dollars per annum. The Collector, five hundred dollars per annum as full compensation for the additional duties imposed upon him by this act. The Treasurer, five hundred dollars per annum. The City Attorney, two thousand dollars per annum. Said salaries shall be in lieu of all other compensation for any services required of said officers respectively by this act, except as the same may be herein otherwise specified; provided, that if the Board of Aldermen at any meeting, by an affirmative vote of four-fifths of all the members, present and absent, shall resolve that it is expedient to increase or decrease the salary of any of the aforesaid officers to a certain specified sum, and if said resolve shall be adopted by the next Board of Aldermen by a like affirmative vote, then said board may proceed to enact an ordinance increasing or decreasing said salary to the sum specified. The compensation of all other city officials, who are entitled to compensation and the amount of whose compensation is not otherwise provided for in this act, shall be fixed and determined by the Board of Aldermen.

powers as are given it in this charter: To make such rules and regulations as shall be deemed necessary for its government and the government and control of all officers by it appointed and persons in its employ; to certify all bills and allowances and claims due to contractors of public works, and officers and persons in the employ of the board; to have the care, management, and administration of the water system, water works, mains, pumps, pipes, reservoirs, dams, hydrants (public and private), and all matters and things connected therewith, and to manage, direct, and control the building, operating, and repair of the water system and of all additions thereto; to have the management, control, and care of all streets, avenues, highways, alleys, bridges, public grounds, and parks of said city, and the opening, grading, improving, building, repairing, cleaning, sprinkling, and lighting of the same, and to prescribe the terms and the manner of opening and excavating the same for any purpose; to have charge of the construction, repair, cleaning, and general care of all sewers, drains, culverts, sluice ways, catch-basins, and manholes, of the construction, protection, repair, furnishing, cleaning, heating, lighting, and general care of all public buildings and structures, except such as are by express terms of this act under the control of some other officer or department, of making and preserving all surveys, maps, plans, drawings, and estimates relating to all works under the charge of said department; to have the superintendence of all public lands, structures, and works within the city not above enumerated, except as otherwise provided by this act; to regulate, control, and direct the location, erection, and removal of poles in the streets for telephone and telegraph wires, for electric lights and street railways and motors; to fix the location and to control and direct the laying of street railway tracks, and to require all companies building and operating such roads to conform to the street grades in all streets where the same are operated; to fix and regulate the place and manner of laying down and taking up all water, gas, steam, sewer, and other pipes, conduits, and things in, over, or under the streets and other public places in the city, in the same manner and to the same extent as are now or may hereafter be
