AN ACT to enable the board of education of union free school district number one, of the town of Wheatfield, Niagara county, to borrow money to enlarge their school-house and to issue the bonds of the district therefor. Upon a vote, expressing their consent, by majority of the resident taxpayers of union free school district number one of of tax-pay- the town of Wheatfield, county of Niagara, who shall be present at a of educa public meeting to be called for that purpose by the clerk of said district, upon a previous notice of at least one week; to be published in all newspapers which are published in said district for that time, the board of education of said district are hereby authorized to borrow fourteen thousand five hundred dollars to enlarge their present schoolhouse, and to issue the bonds of the district therefor, signed by the president and clerk of said board of education, the same to be made payable as follows, namely, five hundred on the first day of April, in the year of our Lord one thousand eight hundred and eighty-three, and the remaining fourteen thousand dollars in fourteen annual installments thereafter, of one thousand dollars each, and an additional sum sufficient to pay the annual interest which shall have accrued upon any of said bonds unpaid at the time each or any number of Tax to pay them shall become due. And said board of education shall, at the time they make out their annual tax-list, incorporate in said tax-list same. such sums over and above other sums to be raised, as may be necessary to pay such bonds and interest as they shall become due, and shall collect the same as, and with the other taxes collected, according to the law for such case heretofore made and provided, and shall with said money collected pay such bonds and interest as they shall become due. § 2. All persons as now are or may hereafter become mem- Corporatbers of the Dutch-Friesian Herd Book Association of America, organ- ors. ized at Brookfield, state of New York, on the eighth day of December, one thousand eight hundred and seventy-seven, shall be and are hereby constituted a body corporate by the name of the Dutch-Friesian Herd Name and Book Association of America, for the purpose of improving the breed purpose. of North Holland or Friesian black and white piebald cattle ascertaining, preserving and disseminating as provided by its by-laws all useful information and facts as to their pedigrees and desirable qualities, and the distinguishing characteristics of the test specimens, and preparing, publishing and supplying all necessary volumes of the Dutch-Friesian Herd Book, and generally for promoting and securing the best interests of importers, breeders and owners of said cattle, and thereby the public generally, and for the purposes and to attain the objects aforesaid, said corporation is hereby given all necessary power, authority and rights, including the powers and subject to the liabilities prescribed by title three, chapter eighteen of part one of the Revised Statutes. §2. The officers of said association for the year eighteen hundred officers. and eighty-two shall be C. R. Payne, president; A. H. Gebbic, W. J. Beal, H. F. Slade, F. H. Mann, and L. C. Payne, vice-presidents, A. F. Cole, treasurer; S. Hoxie, secretary; S. Said by-laws may be amended, altered or repealed at any annual meeting by a like vote of its members. §6. At the first annual meeting of said corporation its members shall agree upon and adopt its corporate seal. 87. All property, rights and interests, of said Dutch-Friesian association formed at Brookfield, state of New York, on the eighth day of December, one thousand eight hundred and seventy-seven, of every name and nature shall by virtue of this act vest in and become the property of this corporation. § 8. No debts or pecuniary obligations shall be incurred by this corporation except duly authorized by previous majority vote of all its members. § 9. This act shall take effect immediately. Annual tax. AN ACT to authorize a tax of forty-two one-hundredths of a mill per dollar of valuation to provide for a deficiency in the sinking fund under article seven, section three of the constitution. PASSED May 23, 1882; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows: SECTION 1. There shall be imposed for the fiscal year beginning on the first day of October, eighteen hundred and eighty-two, a state tax of forty-two one-hundredths of mill on each dollar of valuation of the real and personal property in this state subject to taxation ; which tax shall be assessed, levied and collected by the annual assessment and collection of taxes for that year, in the manner prescribed by law, and shall be paid by the several county treasurers into the treasury of this state, to be held by the state treasurer for appropriation to the purposes designated in the second section of this act. § 2. The whole of the tax levied and collected in pursuance of the preceding section shall be paid into the treasury of this state to the credit of the canal fund, and is hereby appropriated and shall be applied as follows: For the payment to the sinking fund under section three of article seven of the constitution, the sum of one million and five thousand seven hundred dollars and fifty-nine cents, to supply the deficiency which existed in said sinking fund on the thirtieth day of September, eighteen hundred and eighty-one, in consequence of a failure in the revenues of the canals to meet the appropriations therefrom to said sinking fund. For the payment to said sinking fund the further sum of eighty thousand four hundred and fifty-six dollars and five cents, being interest on the aforesaid deficiency to the time when the same will be realized from the tax to be levied in pursuance of the first section of this act.
