THURSDAY, February 22, 1816. Mr. Barnitz presented a petition and documents from James Cross, stating that in the year 1794 he marched to Pittsburg, having the command of a rifle company, and that before he com menced his march he was obliged to make certain advances for the equipment of his men, &c. and praying that said advances may be reimbursed to him; and Said petition was read and referred to the committee on claims. Mr. Lowrie presented a petition from sundry inhabitants of Westmoreland and Indiana counties, praying that a company may be incorporated to make a turnpike road from Martin Reigers' to New Alexandria, and that another company may be incorporated to make a turnpike road from New Alexandria to Pittsburg, and a third company to make a turnpike from New Alexandria to Greensburg; and Said petition was read and laid on the table. The Speaker laid before the Senate a letter from William Smiley, resigning his situation as a director of the Philadelphia Bank. On motion of Mr. Baily and Mr. Morgan, The said resignation was accepted. Whereupon, on motion, Ordered, That the election of a director of the Philadelphia Bank in the place of William Smiley resigned, be the order of the day for to-morrow. Mr. Frailey obtained leave to withdraw from the files of the present session the petition of George Snell, and the documents in support of the prayer of the said petitioner. Mr. Murray obtained leave to withdraw from the files of the present session, the documents in opposition to the claim of George Snell. Mr. Forster presented a petition from sundry lot holders in the town of Portsmouth, in the county of Dauphin, stating that the proprietor of said town when he laid out the same, reserved ten dollars on each lot, to be paid by the purchasers and applied to the erection of a bridge over the Swatara and other purposes; and praying that proper persons may be authorized by law to collect the said money, and apply the same to the erection of said brid ge; and Said petition was read and referred to Mr. Forster, Mr. Hopkins and Mr. Shearer. The Speaker laid before the Senate an abstract of the accounts of the Coshecton and Great Bend turnpike company, submitted by Jason Torrey treasurer, in obedience to law; Which was read and laid on the table. Mr. Baily from the committee to whom was referred on the 5th January, a petition from sundry inhabitants of Chester and Lancaster counties, on leave given, reported a bill, entitled An act authorizing a review of a road laid out from West Chester to M'Call's ferry bridge, and for other purposes,' which was read the first time. 'The clerk of the House of Representatives being introduced, presented for concurrence, the bills, entitled as follow, viz. 'An act to erect the town of Indiana in the county of Indiana, into a borough." A supplement to the act, entitled, an act to incorporate the city of Philadelphia, passed the 11th day of March one thousand seven hundred and eighty-nine.' And informed, That the House of Representatives have concurred in the. amendments by Senate, to the bill, entitled A supplement to the act, entitled, an act to enable the Governor to incorporate a company for the purpose of making an artificial road from the Philadelphia and Lancaster turnpike road between the twenty-three mile stone and the Admiral Warren tavern, to the point where the Reading road intersects the Morgantown road to the west of Jones's tavern in Berks county.' The bills presented for concurrence were read the first time. The Senate proceeded to the consideration of the report of the committee of the whole, negativing yesterday the first section of the bill, entitled A supplement to an act, entitled, an act to establish a board of wardens for the port of Philadelphia, and for the regulation of pilots and pilotages, and for other purposes therein mentioned,' and On the question, Will Senate agree to said report? It was determined in the affirmative, and the bill lost. "An act to enable John S. Roulet, executor of the last will and testament of Victor Moreau, deceased, to sell and convey certain real estate therein mentioned,' was read the second time as reported by a committee of the whole yesterday, considered by section and agreed to. Ordered, That said bill be transcribed for a third reading. The resolution from the House of Representatives, Relative to the capture of two British ships of war by captain Charles Stewart of the United States frigate Constitution," was read the second time, considered and adopted. Ordered, That the clerk return said resolution to the House of Representatives with information that Senate have passed the same with amendments, in which the concurrence of that house is requested. The amendments were verbal. Agreeably to order, The Senate resolved itself into a committee of the whole, Mr. Jarrett in the chair, on the bill, entitled An act for the relief of William Hamilton, late a lieut. colonel in the service of the United States." And after some time, The committee rose and reported said bill with amendments. On motion, Said bill was read the second time. The section and preamble were considered and agreed to. The title having been amended by striking therefrom the words for the relief of,' and inserting in lieu thereof these words to authorize the settlement of certain accounts,' was agreed to. Ordered, That said bill be transcribed for a third reading. Agreeably to order, The Senate resolved itself into a committee of the whole, Mr. Maghee in the chair, on the bill, entitled An act directing the sale of certain lots in the towns of Beas ver and Allegheny.' And after some time, The committee rose and reported said bill with amendments. On motion of Mr. Lowrie and Mr. Beale, The Senate resolved itself into a committee of the whole, Mr. McFarland in the chair, on the bill from the House of Representatives, entitled A further supplement to an act, entitled, an act to incorporate a company for making an artificial road from Harrisburg through Lewistown and Huntingdon to Pittsburg.' The Speaker laid before the Senate a petition from William Musgrave, sen. praying to be appointed librarian in case the bill for an union of the libraries of the two houses of the legislature shall be enacted into a law; and The same was read and laid on the table. Mr. Frailey from the committee to whom was referred on the 12th inst. the petition of Everard Penrose, on leave given, reported a bill, entitled 'An act to enable Everard Penrose who was trustee for Margaret Fortman, deceased, to convey a certain tract of land,' which was read the first time. Mr. I. Weaver from the committee to whom was referred on the 1st inst. a letter from the secretary of the commonwealth and also the petition of John Melish relative to a correct map of the state, on leave given, reported a bill, entitled An act directing the formation of a map of Pennsylvania,' which was read the first time. Mr. M.Sherry from the committee appointed for the purpose, made further report in part, which was read as follows, to wit.. That in conjunction with a similar committee from the House of Representatives, they have compared, and this day presented to the Governor for his approbation, the bills, entitled as fol low, viz. A further supplement to an act, entitled, an act to incorporate a company for making an artificial road from Harrisburg through Lewistown and Huntingdon to Pittsburg.' An act to enable the Governor to incorporate a company for making an artificial road from Henry Hews' in the county of Lycoming, to Aaron Bloss' in the county of Tioga,' The bill, entitled An act to authorize the settlement of certain accounts of William Hamilton, late a licut. colonel in the service of the United States,' was read the third time, and Resolved, That this bill pass. The bill, entitled An act to enable John S, Roulet, executor of the last will and testament of Victor Moreau, deceased, to sell and convey certain real estate therein mentioned,' was read the third time, and Resolved, That this bill pass. Ordered, That the clerk present said bills to the House of Representatives for concurrence. Agreeably to order, The Senate (twenty-eight members being present) proceeded to the election of a director of the Philadelphia Bank in the place of William Smiley, resigned, the clerks having been appointed tellers, the members present voted as follow, viz. Messrs. Tod, speaker, Beale, Frailey, Graham, Jarrett, Lowrie, McFarland, Poe, Power, Rogers, Ross, Shannon, Shearer, Shoemaker, G. Weaver, I. Weaver and Welles, voted for Daniel H. Miller. Messrs. Baily, Barnitz, Erwin, Ewing, Forster, Hopkins, Maghee, M Sherry, Morgan and Smith, voted for Samuel Hodgdon. Mr. Lane voted for Casper Wister. Thereupon, The Speaker declared Daniel H. Miller duly elected a director of the Philadelphia Bank for the ensuing year. A motion was then made by Mr. Frailey and Mr. Ross, That Senate proceed to the election of a director of the Bank of Pennsylvania, in the place of Joseph Reed, who declined accepting his appointment, which was agreed to. Whereupon, The same members being present as before, they unanimously voted for John Jennings. Thereupon, The Speaker declared John Jennings duly elected a director of the Bank of Pennsylvania for the ensuing year. The bill from the House of Representatives, entitled An act directing the sale of certain lots in the towns of Beaver and Allegheny,' was read the second time as reported by a committee of the whole yesterday, considered by section and agreed to. Ordered, That said bill be prepared for a third reading. The bill from the House of Representatives, entitled A further supplement to an act, entitled, an act to incorporate a company for making an artificial road from Harrisburg through Lewistown and Huntingdon to Pittsburg,' was read the second time as reported by a committee of the whole yesterday, Sections 1. to 4. inclusive, were severally considered and agreed to.
