Mr. Reed presented a petition from sundry inhabitants of Indiana, Westmoreland and Allegheny counties, praying that commissioners may be appointed to review that part of the state road leading from the town of Indiana to Pittsburg, from where it crosses Kiskaminitas river to the town of Pittsburg; and Said petition was read and referred to the committee to whom was referred on the 26th January a similar petition. Mr. Shearer presented the petition and documents of Joshua Comly, Samuel Swift, John Worthington and James Paul, jun. guardians of the minor children of Edward Swift, deceased, praying that they may be authorized to make sale of certain real estate devised to the said minors by their grandfather John Swift; and Said petition was read and referred to Mr. Shearer, Mr. Morgan and Mr. Shoemaker, with leave to report by bill or otherwise. Mr. Welles presented two petitions of similar tenor from sundry inhabitants of the counties of Lycoming, Potter and McKean, praying that a company may be incorporated to make an artificial road from Jersey Shore to Coudersport, and thence to Cerestown in M'Kean county, and that the Governor may be authorized to subscribe on behalf of this commonwealth towards the stock of said company; and Said petitions were read and laid on the table. Mr Reed presented the petition and documents of Mathew Stevenson and William Gibson, guardians of the person and estate of John Gibson of Westmoreland county, a lunatic, praying that they may be authorized to sell and convey certain real estate for the payment of the debts of said lunatic; and The same was read and referred to Mr. Reed, Mr. Maghee and Mr. Jarrett. Mr. Morgan presented a petition from sundry officers in the late regiment of Pennsylvania volunteer artillery in the service of the United States, praying certain alterations and amendments in the militia law, so far as it relates to that description of troops; and Said petition was read and laid on the table. Mr. Morgan presented a petition from the select and common councils of the city of Philadelphia, praying that they may be authorized to sell a certain lot of ground situate on the south side of Lombard street, and between Ninth and Tenth streets in said city; and Said petition was read and laid on the table. Mr. Morgan presented a petition from sundry ship owners and merchants of the city of Philadelphia, remonstrating against the passage of a law to increase the rates of pilotage on vessels arriving at, and departing from the port of Philadelphia; and Said petition was read and laid on the table. Mr. Morgan presented a petition from the president and managers of the company for building a permanent bridge over the river Schuylkill at the Upper Ferry in the county of Philadelphia, praying that they may be authorized to raise by way of lottery a sum of money sufficient to enable them to discharge their debts, or that the legislature will grant them such other relief as may to them seem most proper; and Σ Said petition was read and referred to Mr. Morgan, Mr. G. Weaver, Mr. Rogers, Mr. Baily and Mr. Shannon. Mr. Biddle from the committee appointed for the purpose on the 3d inst. reported a bill, entitled An act to provide for the better accommodation and increase of the library of this commonwealth,' which was read the first time. Mr. Graham from the committee to whom was referred on the 2d inst. the petition of the president and trustees of Dickinson college, on leave given, reported a bill, entitled An act for the relief of Dickinson college,' which was read the first time. The bill, entitled An act relating to the sale of a tract of land by the sheriff of Greene county to William T. Hays, in trust for the use of the commonwealth,' was read the third time, and Resolved, That this bill pass. Ordered, That the clerk present said bill to the House of Representatives for concurrence. The bill from the House of Representatives, entitled An act to enable the representatives of Thomas Allibone late of the city of Philadelphia, deceased, who are of full age, and the guardian of those who are minors, to convey and assure a lot of ground in the Northern Liberties of the city of Philadelphia, was read the third time, and Resolved, That this bill pass. Ordered, That the clerk return said bill to the House of Representatives with information that Senate have passed the same with one amendment, in which the concurrence of that house is requested. The bill, entitled An act providing for the sale of the State House and the lot of ground attached thereto, in Philadelphia,' was read the second time, as reported by a committee of the whole on the 2d inst. Sect. 1. being under consideration, A motion was made by Mr. Morgan and Mr. Maghee, To postpone the further consideration of said section for the present, for the purpose of proceeding to the consideration of section 8, which was disagreed to, and On the question, Will Senate agree to said section? The yeas and nays were required by Mr. Morgan and Mr. Reed, and are as follow, to wit. So it was determined in the affirmative. Section 2. was considered and agreed to. A motion was made by Mr. Frailey and Mr. Rogers, To amend the same by striking from line 4 the word 'two, and inserting in place thereofone,' which was agreed to, and the section as amended agreed to. Sections 4, 5 and 6. were severally considered and agreed to. Section 7. being under consideration, A motion was made by Mr. I. Weaver and Mr. Reed, To amend the same in line 6, by striking therefrom $70,000, and inserting $ 125,000 in lieu thereof. Whereupon, A division of the question was called for to end with striking out, and On the question, Will Senate agree to strike out $70,000? It was determined in the negative. A motion was then made by Mr. Frailey and Mr. Morgan, 6 To amend said section by striking therefrom all that follows the word simple' to the end of the section, and inserting in lieu thereof the following, viz. Provided always nevertheless, and it is hereby declared to be the true intent and meaning hereof, that no part of said ground lying to the southward of the State House within the wall, as it is now built, be made use of for erecting any sort of buildings thereon, but that the same shall be and remain a public green and walk forever; which was agreed to. A motion was then made by Mr. Morgan and Mr. Maghee, Further to amend the section by striking therefrom these words with provision that the said square shall remain a public lot for the use of the citizens of said city and vicinity forever.' And the same being under consideration, A motion was made by Mr. I. Weaver and Mr. Lowrie, To postpone the further consideration of said amendment, tagether with the section and bill for the present, which was agreed to. The clerk of the House of Representatives being introduced, presented for concurrence two bills, entitled as follow, viz. An act to revive and extend certain acts therein mentioned, relative to the building of bridges over the Monongahela and Allegheny rivers opposite Pittsburg, and to authorize the Governor to subscribe for a certain number of shares to the stock of the same.' An act authorizing James Wilson of York county, to convey the right to a tract of land of Mary Wilson a lunatic, and for other purposes. He returned the bills, entitled as follow, viz.
