"SEC. 3319. (a) The Commission shall appoint a Direc

tor who shall be paid at a rate not to exceed the rate of basic 9 pay in effect for level V of the Executive Schedule (5 U.S.C.

5316).

"(b) The Commission may appoint and fix the pay of 12 such additional personnel as it deems necessary.

"(c) (1) The Commission may procure temporary and 14 intermittent services to the same extent as is authorized by 15 section 3109 (b) of title 5, United States Code, but at rates 16 for individuals not to exceed the daily equivalent of the 17 annual rate of basic pay in effect for grade GS-15 of the 18 General Schedule (5 U.S.C. 5332).

19 "(2) In procuring services under this subsection, the 20 Commission shall seek to obtain the advice and assistance of 21 constitutional scholars and members of the historical, 22 archival, and journalistic professions.

"(d) Upon request of the Commission, the head of any 24 Federal agency is authorized to detail, on a reimbursable 25 basis, any of the personnel of such agency to the Commission

1 to assist it in carrying out its duties under sections 3315

2 through 3324.

"POWERS OF COMMISSION

"SEC. 3320. (a) The Commission may, for the purpose

of carrying out its duties under sections 3315 through 3324,

hold such hearings, sit and act at such times and places, take 7 such testimony, and receive such evidence, as the Commis8 sion may deem desirable.

"(b) When so authorized by the Commission, any mem10 ber or agent of the Commission may take any action which 11 the Commission is authorized to take by this section.

"(c) The Commission may secure directly from any 13 department or agency of the United States information nec14 essary to enable the Commission to carry out its duties under 15 section 3315 through section 3324. Upon request of the 16 Chairman of the Commission, the head of such department 17 or agency shall furnish such information to the Commission.

"SUPPORT SERVICES

"SEC. 3321. (a) The Administrator of General Services 20 shall provide to the Commission on a reimbursable basis such 21 administrative support services and assistance as the Com22 mission may request.

"(b) The Librarian of Congress and the Archivist of 24 the United States shall provide to the Commission on a 25 reimbursable basis such technical and expert advice, consulta26 tion, and support assistance as the Commission may request.

"REPORT

"SEC. 3322. The Commission shall transmit to the Pres

3 ident and to each House of the Congress a report not later 4 than December 31, 1975. Such report shall contain a de5 tailed statement of the findings and conclusions of the Com6 mission, together with its recommendations for such legisla7 tion, administrative actions, and other actions, as it deems 8 appropriate.

"TERMINATION

"SEC. 3323. The Commission shall cease to exist sixty 11 days after transmitting its report under section 3322.

"AUTHORIZATION OF APPROPRIATIONS

"SEC. 3324. There is authorized to be appropriated 14 such sums as may be necessary to carry out section 3315 15 through section 3324.".

16 SEC. 3. The table of sections for chapter 33 of title 44,

17 United States Code, is amended by adding at the end thereof

18 the following new items:

"3315. Definitions.

"3316. Establishment of Commission.

"3317. Duties of Commission.

"3318. Membership.

"3319. Director and staff; experts and consultants.

"3320. Powers of Commission.

"3322. Report.

"3323. Termination.

To provide for public ownership of certain documents of elected public officials.

1 Be it enacted by the Senate and House of Representa2 tives of the United States of America in Congress assembled,

3 That this Act may be cited as the "Public Documents Act". SEC. 2. (a) Title 44, United States Code, is amended

"(1) 'elected official of the United States' means the President, Vice President, Senator, and Member of (or Resident Commissioner or Delegate to) the House of Representatives, including any individual holding such office for any period by reason of appointment to such office or succession to such office; and

"(2) 'public documents' means, with respect to an elected official of the United States, the books, correspondence, documents, papers, pamphlets, models, pictures, photographs, plats, maps, films, motion pictures, sound recordings, and other objects or materials which shall have been retained by an individual holding elective office under the United States and which were prepared for or originated by such individual in connection with the transaction of public business during the period when such individual held elective office and

which would not have been prepared if that individual had not held such office; except that copies of public documents preserved only for convenience of reference,

and stocks of publications and of public documents previously processed under this title are not included.

"Within one hundred and eighty days after an elected
