(e) any act in which the enactments hereby repealed have been applied, incorporated or referred to.

(4.) This repeal shall not revive any enactment, right, office, privilege, matter or thing not in force or existing at the passing of this Act.

BARBADOS.

An Act to consolidate and amend the Acts
of this Island relating to public health.
E it enacted by the Governor, Council,
and Assembly of this Island, and by
the authority of the same, as follows;
Short title.

1. This Act may be cited as "The Public Health Act, 1891."

BOARD OF HEALTH, POWERS AND DUTIES.
Appointment.

2. It shall be lawful for the Governor,

Governor may by commission under the seal of the Island, appoint a General by and with the consent of the Executive Board of Health. Committee, to appoint one General Board of Health for the Island, to consist of nine members, two of whom to be chosen from the Council and three from the General Assembly, any five of whom shall form a Board; and the members appointed from the General Assembly shall continue to be members of the Board in each subsequent session if returned to serve therein, and they shall also continue to act as members of the Board during the expiration, dissolution, or prorogation of the General Assembly; and the Governor in Executive Committee is hereby authorised from time to time to fill up all vacancies, and from time to time, as and when he shall think fit, by and with the consent of the Executive Committee, to annul any such commission and issue a fresh

3. The Board of Health may, if they think Health may appoint fit, appoint, from time to time, some fit and a clerk at a salary proper person to be their clerk, to attend of £100 per annum. their meetings, and take and keep minutes

Rules and Regulations.

4. (1.) The General Board of Health shall have power from time to time to make, amend, alter, and annul all such rules and regulations as to then shall seem meet for promoting the health of the inhabitants of the Island, and for removing all causes which may tend to the introduction or spread of all contagious, infectious, and other diseases, and more especially epidemic cholera; and all such rules and regulations shall be laid before the Governor-in-Executive Committee for confirmation and after confirmation and publication thereof in the Official Gazette of the Island by proclamation, such rules and regulations shall have the same effect as if the same were herein set forth and enacted.

(2.) All rules and regulations made by the Rules of the Board General Board of Health in pursuance of to be exhibited in this Act, and allowed by the Governor-in the secretary's office Executive Committee, shall be printed and and copies to be sold.

(3.) If any person shall violate any of the rules or regulations made or to be made lation of rules. Penalty for vioby the said Board of Health, such person shall be liable for every such offence to a penalty not exceeding ten pounds: Provided always, that nothing in this Act, or in any rule or regulation to be made by the said General Board of Health as hereinbefore provided, shall be construed to render lawful any act, matter, or thing whatsoever, which but for this Act would be deemed to be a nuisance, nor to exempt any person from any liability, prosecution, or punishment to which he would have been otherwise subject in respect thereof.

(5.) If any person shall violate any of the rules or regulations made or to be made
