Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That the county court of Hardin county be exempted from the provisions of the statute requiring the erection of fire-proof vaults or safes for the preservation of public records.

§2. This act to take effect from its passage.

AN ACT to repeal an act, entitled "An act to amend the charter of the town of Marion, in Crittenden county."

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That an act, entitled "An act to amend the charter of the town of Marion, in Crittenden county," approved March 29th, 1873, be, and the same is hereby, repealed. § 2. This act to take effect from and after its passage. Approved January 30, 1874.

CHAPTER 148.

AN ACT for the benefit of John E. Brooks, late sheriff of Greenup county.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That John E. Brooks, late sheriff of Greenup counAllowed further ty for the years 1869 and 1870, shall have the further time time to collect fee of two years, from and after the passage of this act, within which to list and collect all of his unpaid fee bills, and those of his deputies, and all arrearages and unpaid taxes in and for said years: Provided, Said sheriff shall be liable, as now provided by law, for all unlawful fee bills and all illegal distress or action in collection thereof.

§ 2. This act shall be in force from its passage. Approved January 30, 1874.

CHAPTER 149.

AN ACT to amend the charter of the town of Stanford.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That the trustees of the town of Stanford, in the county of Lincoln, be, and they are hereby, authorized salary. and empowered, in their discretion, to allow the marshal of said town a reasonable salary, not exceeding twentyfive dollars per month.

The trustees of said town are also hereby authorized and empowered to appoint and employ special employ special policemen when, in their discretion, the public peace and quietness of said town demand it; and said policemen may do all such ministerial acts as are required by law of other peace officers; and pay said policemen a reasonable compensation.

CHAPTER 151.

AN ACT for the benefit of E. D. Kennedy, clerk of the Garrard circuit

court.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That E. D. Kennedy, clerk of the Garrard circuit court, shall have the further time of two years within which to issue, collect, and distrain, as now provided for by law, for such fees as may be due him for services as such: Provided, however, That said clerk shall be liable and responsible for issuing or collecting illegal fee bills under this act, as provided for by law for such offense under the general laws.

§ 2. This act shall take effect from its passage.

CHAPTER 152.

AN ACT to supply the county clerk s office with public books in Rockcastle county.

WHEREAS, On the night of the 15th day of August, 1873, the county court clerk's office at Mt. Vernon, in Rockcastle county, was destroyed by fire, together with all the Statutes of Kentucky and Codes of Practice, Reports of Decisions of the Court of Appeals and Digests

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That it shall be the duty of the Secretary of State Secretary of to buy and furnish, for the use of the county court of certain books to Rockcastle county, the first and second volumes of the Revised Statutes, one copy of the General Statutes of Kentucky, one copy of Myers' Supplement, one copy of the Code of Practice, Cofer's Digest, Monroe & Harlan's Digest, a full set of the Decisions of the Court of Appeals, and all the Digests of the same. For the cost of said books, and the transportation of the same, the Secretary shall make out an account and exhibit the same to the Auditor of Public Accounts, and he shall draw his warrant to pay warrant on the Treasurer of the State for the same, who shall pay it.

CHAPTER 153.

AN ACT to legalize the official acts of the assessor and surveyor of Liv. ingston county as deputies to the county clerk, and to authorize them to act as deputies for the Livingston county clerk.

WHEREAS, E. J. Ross, assessor, and A. D. Vick, surveyor of Livingston county, have each been acting as deputy for John L. Vick, clerk of the Livingston county court; and the citizens of said county desiring that they each be authorized still to act in the capacity respectively of assessor and surveyor and deputy clerk of the county court; now, therefore,

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

§ 1. That all acts heretofore performed by E. J. Ross, Acts as deputy assessor, and A. D. Vick, surveyor, in the capacity of deputy clerk for John L. Vick, clerk of the Livingston county court, be, and the same are hereby, declared to be legal and binding as if done by the clerk.

CHAPTER 154.

AN ACT to incorporate the Collins district school, in Henderson county.

Be it enacted by the General Assembly of the Commonwealth of Kentucky:

Willingham's home tract; thence a direct line to the corner of the lands of S. S. Mills and Arelia Priest, on the bank of Green river; thence up Green river to the beginning, shall be, and is hereby, incorporated as a school district, which shall be under the control and management of a board of trustees, consisting of J. B. Collins, A. S. District incorpoChaney, and J. H. Newman, who shall hold their offices until their successors are elected and qualified as hereinafter provided.

Said trustees shall constitute and be styled the Board of Trustees of the Collins Public School; and by that name shall be known as a body-politic and corporated; and may sue and be sued, contract and be contracted with; may buy and sell and convey real and personal estate; and the title to all school property in said district shall vest in said board and their successors forever.

3. The said trustees, before entering upon their duties, Trustees to take shall take an oath faithfully to perform their duties; and shall, within one month after the incorporation of this, the said school district, meet and organize; the president of said board shall be one of their own number, selected by themselves, at their first regular meeting.

§4. Said board shall appoint one suitable person to act as secretary, and another to act as treasurer, each of whom shall hold their offices for one year, and until their successor are appointed and qualified, and shall perform such duties generally as pertains to their respective positions of secretary and treasurer, and all such duties as may be prescribed by the board.

5. The said board of trustees shall, as soon as practicable after the passage of this act by the Legislature, call an election, submitting this proposition to the legal white voters of said district; and also, at the same time, three

§ 6. § 8. A majority of said board shall constitute a quorum for the transaction of business; they shall meet at least once in three months, and fix the time of their meeting, and may meet as often as to them may seem necessary for the transaction of business.

§ 10. The board of trustees shall appoint all teachers and other persons necessary to successfully carry on said school, and prescribe all rules for their government, and fix their compensation or salaries, and may dismiss or suspend any teacher or other person appointed by them; prescribe the branches of education to be taught in the school; grade the schools and classes, and prescribe the necessary qualifications and mode of examination of pupils or persons applying for admission to the school.

$11. All white children over six years of age within said district shall have equal rights to admission to said school, and no fees or tuition shall ever be charged.

§ 12. No catechism, or other form of religious belief, No religious shall be taught or inculcated, nor shall any class-books be tenets to be taught used or adopted for said school which reflects upon any religious denomination, nor shall any class or classes be
