ter ending March 31, 1976, and (D) the unadjusted Consumer Price Index for the calendar quarter ending March 31, 1980, with the highest of (i) such index for the calendar 8 quarter ending March 31, 1979, (ii) such index for the 9 calendar quarter ending March 31, 1978, (iii) such index for 1) the calendar quarter ending March 31, 1977, or (iv) such 11 index for the calendar quarter ending March 31, 1976. The 12 unadjusted Consumer Price Index for any calendar quarter 13 shall be the arithmetical mean of such index for the three 14 months in such quarter. The increases provided under clauses 15 (A), (B), (C), and (D) of this subsection shall be effec15 tive on June 1, 1977, June 1, 1978, June 1, 1979, and June 1, 1980, respectively.

"(h) (1) The amount of the annuity provided under 19 subsections (a) through (d) of this section of an individual 20 who (A) will have (i) rendered service as an employee to 21 an employer, or as an employee representative, during the 22 calendar year 1974, or (ii) had a current connection with 23 the railroad industry on December 31, 1974, or at the time 24 his annuity under section 2 (a) (1) of this Act began to ac25 crue, or (iii) completed twenty-five years of service prior to

1 January 1, 1975, and (B) will have (i) completed ten 2 years of service prior to January 1, 1975, and (ii) been 3 permanently insured under the Social Security Act on De4 cember 31, 1974, shall be increased by an amount equal to 5 the amount by which (C) the sum of (i) the primary insur6 ance amount to which such individual would have been en7 titled, upon the attainment of age 65 (or, if later, for Janu8 ary 1975), under the provisions of the Social Security Act 9 as in effect on December 31, 1974, if his service as an em10 ployee after December 31, 1936, and prior to January 1, 11 1975, were included in the term 'employment' as defined in 12 that Act and if he had no wages or self-employment income 13 under that Act other than wages derived from such service

as an employee, and (ii) the primary insurance amount to 15 which such individual would have been entitled, upon the 16 attainment of age 65 (or, if later, for January 1975), under 17 the provisions of the Social Security Act as in effect on De18 cember 31, 1974, on the basis of his wages and self-employ19 ment income derived from employment and self-employment 20 under that Act prior to January 1, 1975, exceeds (D) the 21 primary insurance amount to which such individual would 22 have been entitled, upon the attainment of age 65 (or, if 23 later, for January 1975), under the provisions of the Social 24 Security Act as in effect on December 31, 1974, on the basis 25 of his wages and self-employment income derived from em

1 ployment and self-employment under that Act prior to Janu2 ary 1, 1975, and on the basis of compensation derived from 3 service as an employee after December 31, 1936, and prior 4 to January 1, 1975, if such service as an employee had been 5 included in the term 'employment' as defined in that Act. "(2) The amount of the annuity provided under sub7 sections (a) through (d) of this section to an individual 8 who (A) will not have met the conditions set forth in sub9 clause (i), (ii), or (iii) of clause (A) of subdivision (1) of 10 this subsection, but (B) will have (i) completed ten years 11 of service prior to January 1, 1975, and (ii) been perma12 nently insured under the Social Security Act as of December 13 31 of the calendar year prior to 1975 in which he last 14 rendered service as an employee to an employer, or as an 15 employee representative, shall be increased by an amount 16 equal to the amount by which (C) the sum of (i) the pri17 mary insurance amount to which such individual would have 18 been entitled, upon the attainment of age 65 (or, if later, 19 for January 1975), under the provisions of the Social Secu20 rity Act as in effect on December 31, 1974, if his service as an employee after December 31, 1936, and prior to January 22 1. 1975, were included in the term 'employment' as defined 23 in that Act and if he had no wages or self-employment income under that Act other than wages derived from such 25 service as an employee, and (ii) the primary insurance

1 amount to which such individual would have been entitled, 2 upon the attainment of age 65 (or, if later, for January 3 1975), under the provisions of the Social Security Act as 4 in effect on December 31, 1974, on the basis of his wages and 5 self-employment income derived from employment and self6 employment under that Act as of December 31 of the cal7 endar year prior to 1975 in which he last performed service 8 as an employee under this Act, exceeds (D) the primary 9 insurance amount to which such individual would have been 10 entitled, upon the attainment of age 65 (or, if later, for 11 January 1975), under the provisions of the Social Security 12 Act as in effect on December 31, 1974, on the basis of his 13 wages and self-employment income derived from employ14 ment and self-employment under that Act as of December 15 31 of the calendar year prior to 1975 in which he last per16 formed service as an employee under this Act and on the 17 basis of compensation derived from service as an employee. 18 after December 31, 1936, and prior to January 1, 1975, if 19 such service as an employee had been included in the term 20 'employment' as defined in that Act.

1 railroad industry on December 31, 1974, or at the time 2 his annuity under section 2 (a) (1) of this Act began to ac3 crue, or (iii) completed twenty-five years of service prior to 4 January 1, 1975, and (B) will have completed ten years of 5 service prior to January 1, 1975, and is the wife, husband, 6 widow, or widower of a person who will have been perma7 nently insured under the Social Security Act of on December 8 31, 1974, shall be increased by an amount equal to the 9 smaller of (C) the wife's, husband's, widow's, or widower's, 10 insurance benefit to which such individual would have been en11 titled, upon attaining age 65 (or, if later, for January 1975), 12 under the provisions of the Social Security Act as in effect on 13 December 31, 1974, on the basis of such person's wages and 14 self-employment income derived from employment and self15 employment under that Act prior to January 1, 1975, or 16 (D) the primary insurance amount to which such individual 17 would have been entitled upon attaining age 65 (or, if later, 18 for January 1975), under the provisions of the Social Se19 curity Act as in effect on December 31, 1974, on the basis 20 of such individual's wages and self-employment income de21 rived from employment and self-employment under that Act 22 prior to January 1, 1975, and on the basis of compensation 23 derived from service as an employee after December 31, 24 1936, and prior to January 1, 1975, if such service as an
