having neglected, during the pendency of the question upon his claims. before the canal commissioners, to file his demand and procure a certificate of indebtedness from the auditor general: And whereas, The construction put upon the eighth section of the act of the eighth of April, one thousand eight hundred and forty-three, is such as to prevent the issuing of any certificate of indebtedness, since December last; therefore,

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the auditor general be and he is hereby authorized and required to enter a credit on the books of his office, in favor of Charles Fuller, for the amount of retained per centage, due to him for work done on section number one hundred and eighty-three, on the North Branch extension of the Pennsylvania canal, and to issue a certificate for the same to the said Charles Fuller, to have the same value, force and effect, as if issued previous to the first of December last, in pursuance of the resolution passed seventh April, eighteen hundred and forty-two, entitled "A Resolution relative to the payment of interest to domestic creditors." AN ACT

Regulating election districts.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the qualified voters of the township of Fox, in the county of Clearfield, shall hereafter hold their general and township elections, at the house of John J. Bundy, in said township.

SECTION 2. That the qualified voters of the township of Gaskill, Jefferson. in the county of Jefferson, shall hereafter hold their general and township elections at Miller's district school house," in said township.

SECTION 3. That the qualified voters of the township of Cherry, in Butler. the county of Butler, shall hereafter hold their general and township elections at the house of John Thompson, in said township.

SECTION 4. That the qualified voters of the township of Deerfield, Warren. in the county of Warren, shall hereafter hold their general and township elections at the house of Joshua Turner, in said township.

SECTION 5. That the township of Eldred, in the county of Warren, shall hereafter be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Noah Hand, in said township.

SECTION 6. That the township of Ceres, in the county of M'Kean, shall hereafter be a separate election district; the qualified voters thereof, shall hereafter hold their general and township elections at the house of F. W. Leonard, in said township.

SECTION 7. That the qualified voters of the township of Halifax, in the county of Dauphin, shall hereafter hold their general and township elections at the North ward school house, in the town of Halifax.

SECTION 8. That the township of Jackson, in the county of Monroe, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Joseph Felker, in said township.

SECTION 9. That the township of Beaver, in the county of Union, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Simon Frank, in Beavertown, in said township.

SECTION 10. That the township of Lewis, in the county of Northumberland, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Michael Reader, in Turbetville, in said township.

SECTION 11. That the township of Turbet, in the county of Northumberland, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Abraham Kissinger, in said township.

SECTION 12. That township of Delaware, in the county of Northumberland, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Henry Reader, in McEwensville, in said township.

SECTION 13. That the qualified voters of the township of Davidson, in the county of Lycoming, shall hereafter hold their general and township elections at the school house, near the forks of Big Muncy creek, in said township.

SECTION 14. That the borough elections of the borough of Muncy, in the county of Lycoming, shall hereafter be held on the third Friday of February, of each year.

SECTION 15. That the qualified voters of the township of Concord, in the county of Erie, shall hereafter hold their general and township elections at the house now occupied by Simeon Stewart, in said township.

SECTION 16. That the township of Warwick, in the county of Chester, shall be a separate election district; and the qualified voters thereof, shall hold their general and township elections at the Warwick school house, in said township.

SECTION 17. That the qualified voters of the township of Limestone, in the county of Warren, shall hereafter hold their general and township elections at the school house, near Henry M'Gee, in said township.

SECTION 18. That the qualified voters of the township of Red Bank, in the county of Armstrong, shall hereafter hold their general and township elections at the house of John Thompson, in said township.

SECTION 19. That the qualified voters of the township of Franklin, Armstrong. in the county of Armstrong, shall hereafter hold their general and township elections at the house of John M'Donald, Esquire, in the town of Worthington, in said township.

SECTION 20. That the township of Cogan House, in the county of Lycoming. Lycoming, shall be a separate election district; and the qualified voters thereof, shall hold hereafter their general and township elections at the house now occupied by Joseph Stryker, in said township.

SECTION 21. That the township of Fairfield, in the county of Lycoming, shall be a separate election district; and, the qualified voters thereof, shall hold their general and township elections at the public house now occupied by William Tomlinson, in Monturesville, in said township.

SECTION 22. That the qualified voters of the township of Mifflin, in Lycoming. the county of Lycoming, except those residing within the bounds of the Laris creek election district, shall hereafter hold their general elections in the borough of Jersey Shore, at the place now authorized by law for holding the general elections in said borough.

SECTION 23. That the qualified voters of the township of Hanover, Luzerne. in the county of Luzerne, shall hereafter hold their general and township elections at the house now occupied by Isaac G. Gulich, in said township, (that being the ancient place of holding said election.)

SECTION 24. That the qualified voters of the township of Hopewell, Beaver. in the county of Beaver, shall hereafter hold their general and township elections at the house now occupied by Daniel M'Allister, in the town of Independence, in said township.

SECTION 25. That on the third Friday in March next, the qualified Philadelphia. voters of the Lower ward of the township of Germantown, shall at the

township election of said ward, elect three commissioners, as specified Township of Gerin the thirteenth section of an act, entitled "An Act regulating election mantown. districts," passed on the twenty-second day of January, one thousand eight hundred and forty-four; and the commissioners so elected shall meet on the first Monday in April next, between the hours of one and three o'clock, P. M., at the place of holding the elections of said ward, Classification of and then and there divide themselves by lot into three classes, one to serve one year, one to serve two years, and one to serve three years; and the voters shall annually thereafter, commencing on the third Friday in March, one thousand eight hundred and forty-five, elect one commissioner to serve for three years, commencing from the first Monday in April following the election; and that so much of the thirteenth and fourteenth sections of an act, entitled "An Act regulating election districts," passed the twenty-second day of January, one thousand eight hundred and forty-four, as conflicts with the provisions of this section, be and the same is hereby repealed.

SECTION 26. That the qualified voters of North Penn township, in Philadelphia. the county of Philadelphia, shall hereafter hold their general and township elections at the Lamb tavern, in said township.

SECTION 27. That the qualified electors of Halfmoon township, Cen- Centre. tre county, shall hereafter hold their general and township elections at the school house, near the town of Walkersville, in said township.

SECTION 28. That the qualified voters of the township of Miles, in Centre. the county of Centre, shall hereafter hold their general and township elections in the school house in the town of Rebersburg, in said town

SECTION 29. That the qualified voters of the township of Cattawissa, in the county of Columbia, shall hereafter hold their general and township elections at the house of Stacy Marjoram, in the town of Cattawissa.

SECTION 30. That the qualified voters of the township of Armenia, in the county of Bradford, hereafter shall hold their general and township elections at the house of Wightman Pierce, in said township.

SECTION 31. That the township of Carroll, in the county of Washington, shall be a separate election district; and the qualified voters thereof, shall hereafter hold their general and township elections at the house of Thomas Collins, in said township.

SECTION 32. That the qualified electors of the township of Union, in the county of Berks, shall hold their general election in October next, at the public house of Ezekiel Beard, in said township; and the said electors shall then determine, by ballot, whether their future general and township elections shall be held at the public house of Harman Umstead, or at the public house of Ezekiel Beard; and each qualified voter may put in a ballot, on the outside of which shall be written or printed. the words "election district," and on the inside, "house of Harman Umstead," or "house of Ezekiel Beard;" and the said elections shall thereafter be held at the place the majority may vote for, until otherwise determined by law: the result of said election shall be certified by the judge and inspectors of the election, and filed in the court of quarter sessions of the county aforesaid.

SECTION 33. That the qualified voters of the township of Conewago, in the county of York, shall hold hereafter, their township elections, at the house of Frederick Hake, innkeeper, in said township.

SECTION 34. That the qualified voters of Red Bank township, in Clarion county, shall hereafter hold their township and general elections, at the house of Archibald McKillip, in said township.

SECTION 35. That the qualified voters of the township of Tyrone, in the county of Fayette, shall hereafter hold their general and township elections, at the public school house nearest to the centre of said township.

SECTION 36. That the qualified voters of the district of Kensington, in the county of Philadelphia, shall hereafter hold their ward elections, on the third Friday in February, in each year, and that all officers now elected on the third Friday in March, so far as relates to the Kensington district, shall be elected in accordance with this act.

SECTION 37. That the North ward, in the borough of Pottsville, in the county of Schuylkill, shall be divided into two wards; and that Centre street, in said borough, shall be the dividing line; the ward lying eastwardly of Centre street, shall be called the North-east ward; and the ward lying westwardly of said Centre street, shall be called the Northwest ward. The qualified electors of the North-east ward, shall hold their general elections at the house now occupied by Maximilian Dorflinger; and the qualified electors of the North-west ward, shall hold their elections at the house now occupied by Nathaniel J. Mills.

SECTION 38. That the farm of Jacob G. Devore, of Londonderry township, Bedford county, be and is hereby attached and connected, and shall hereafter form a part of Harrison school district, in said county, with all the rights and subject to all liabilities of the farms of other citizens of said district.

SECTION 39. That the first section of an act, entitled "An Act re- Perry. gulating election districts," passed January nineteenth, one thousand eight hundred and forty-four, be and the same is hereby repealed.

SECTION 40. That no person elected or appointed to serve as judge, Wyoming. inspector, or clerk of any general or township election in the county of Wyoming, shall be entitled to, or receive any compensation for conducting the same; and any person so elected or appointed, who shall refuse to serve as judge, inspector, or clerk as aforesaid, shall forfeit and pay to the overseers of the poor, for the use of the poor of the township, the sum of ten dollars, to be recovered as sums of like amount are by law recoverable: Provided, That no person shall be compelled to serve as judge, inspector, or clerk of any township or general election, more than once in every term of five years; and that the return judges of the several districts, in said county, shall be entitled to receive one dollar each, for carrying in the returns of their respective districts.

SECTION 41. Hereafter, the township of Cecil, in the county of Wash- Washington. ington, shall be a separate election district, and the general elections shall be held at the house of Robert Johnson, in said township.

SECTION 42. Hereafter, the township of West Beaver, in the county Union. of Union, shall be a separate election district, and the qualified electors shall hold their general and township elections at the public house of Andrew Ulsh, now occupied by Isaac Fees.

SECTION 43. Hereafter, the qualified electors of the township of Alli- Clinton. son, in the county of Clinton, shall hold their general and township elections at the brick school house in Flemington, in said township.

SECTION 44. Hereafter, the qualified electors of South Huntingdon Westmoreland. township, in the county of Westmoreland, shall hold their general and township elections at the house of William Fulton, in said township.

SECTION 45. That from and after the passage of this act, the town- Clinton county ship elections, in and for the county of Clinton, aforesaid, shall be held elections. on the second Friday of March, in each year, at the proper place for holding township elections; and the supervisors of roads and highways, overseers of the poor, assessors, assistant assessors, and fence viewers, elected agreeably to this section, shall enter upon the duties of their respective offices, on the first day of April, in each year hereafter, first having taken and subscribed an oath or affirmation before some judge of the court of common pleas, or justice of the peace of said county, to discharge their duties with fidelity.

SECTION 46. That hereafter it shall be lawful for the qualified voters Columbia. of the township of Cattawissa, in the county of Columbia, annually, to elect two supervisors and one constable, of the said township; and the seventeenth section of the act of the seventh of March, one thousand eight hundred and forty, entitled "An Act relative to the election of borough and township officers, and for other purposes," is hereby repealed.

SECTION 47. That the borough of Manchester, in the county of Allegheny, shall hereafter be a separate election and school district, and the qualified voters shall hold their elections at the public school house in said borough.

SECTION 48. That the township of Franklin, in the county of Lu- Luzerne. zerne, shall hereafter be a separate election district, and the qualified voters thereof shall hold their general and township elections at the house of Jacob Shales, in said township.
