unfair to require complainants to pay for a service which they did not receive. Their shipments were stopped en route, at shipper's request only, for inspection, for which defendant collected a separate charge. The only transportation service which should be considered in determining the reasonableness of these rates, therefore, is that incident to the through movement of the shipments from point of origin to point of destination, and for that service I submit that the best yardstick upon this record is the numerous other rates of 19.5 cents or lower which were maintained on these same commodities by this same defendant from points in the same origin territory over the same routes and to the same destinations involved in these complaints. The use of that measure impels me to the conclusion that the original findings herein are correct and should be affirmed.
