JOURNAL OF THE SENATE.

At a General Court of the Commonwealth of Massachusetts, begun and holden at Boston on the first Wednesday, being the fourth day of January, in the year one thousand nine hundred and five, and the one hundred and twenty-ninth of the independence of the United States of America, the following-named members-elect of the Senate, having been duly summoned by the Executive, assembled at eleven o'clock A.M., in the Senate Chamber, to wit:

Quorum.

Qualification of Senators.

President.

And were called to order by the Hon. John P. Munroe
of the Second Worcester District, the senior senator-elect.
Prayer was offered by the Rev. Charles A. Skinner,
D.D., of Cambridge.

On motion of Mr. Callender,

Ordered, That a committee of three be appointed to wait upon His Excellency the Governor and the Council, and inform them that a quorum of the Senate is assembled and ready to be qualified.

And Messrs. Callender, Keyes and Leahy were appointed the committee.

Subsequently, Mr. Callender, for the committee, reported that it had waited upon His Excellency the Governor and the Council, and had conveyed to them the message of the Honorable Senate; and that His Excellency the Governor had asked him to say that he should be pleased forthwith to attend upon the Honorable Senate, with the Honorable Council, to administer the oaths of office.

Soon after, His Excellency the Governor, His Honor the Lieutenant-Governor and the Honorable Council came in, and the Senators-elect severally took and subscribed the oaths of office required by the Constitution and a law of the United States to qualify them for the discharge of their duties as Senators for the current political year.

The Governor, the Lieutenant-Governor and the Honorable Council thereupon withdrew.

On motion of Mr. Cummings,

Ordered, That a committee of three be appointed to receive, assort and count the votes for a President of the Senate.

Messrs. Cummings, Woods and Taylor were appointed the committee; and the votes having been collected, as

sorted and counted, Mr. Cummings, for the committee, reported as follows:

Mr. Dana was declared elected, and was conducted to the chair by Messrs. Clark and Reed, and addressed the Senate as follows: :

SENATORS: I have to acknowledge the high honor conferred upon me by my election to the presidency of this body. It is indeed an honor in which any man may take a justifiable pride, and I frankly confess my deep sense of gratitude. I thoroughly realize the responsibilities of the office, the difficulties attached to it, the many perplexities surrounding it, and the numerous vexatious problems presented by it; and I do not expect to be able to realize all your ideals, or all my own. You can rely, however, upon my resolute purpose to execute the great trust imposed in me faithfully and impartially, and without fear or favor.

I have determined to omit the usual admonitions addressed to Senators from the Chair at this time. I believe that you fully understand the importance of setting to work immediately and keeping at work diligently until the business of the session is completed. I pledge myself to do all in my power to that end, and I invite your active co-operation. I know that I shall have it.

Good government depends more upon the character of the men elected to office than upon the rules prescribing their conduct after election. If good and competent men are elected, the government will be good and competent; and if bad and inefficient men are elected, the government. will be bad and inefficient. That is why I look forward with such confidence to the deliberations of this session. I believe that we have here a body of men, who are devoted genuinely to the service of the State, and who are sincerely anxious for the preservation of its high traditions and fair name. With such a spirit animating the members, the record of this session should prove one of the most honorable and creditable in the history of the Commonwealth
