[334] Special Meeting. In Common Council April 4th 1825.

The Minutes of the last meeting were read and approved

A Petition of Edgar Evertson for relief from a personal Tax assessed on him-was referred to the Committee on Assessments.

[335] A Petition from Rathbone & Fitch Lessees of Castle Garden for permission to erect a Telagraph room at that place accompanied with a recommendation for that purpose from a Committee of Merchants was referred to the Committee on Lands & places.

A Petition to regulate and Pave Forsyth Street from Stanton to North St. was referred to the Street Committee.

Alderman Cowdrey rose in his place and stated that this Special Meeting of the Board had been called at his suggestion and of some of the other members of the Board in consequence of information having been received that a Bill was now pending before the Legislature for the purpose of transferring the Session of the Supreme

The same Committee on the petition of William Rhinelander to use the north side of his pier at the foot of Robinson St. for the exclusive use of Steam Boats reported against the same [as] follows.

The Committee on Wharves and piers to whom was referred the petition of William [358] Rhinelander to use the North side of his pier at the foot of Robinson Street for the [use] of Steam boats exclusively Report, That in the opinion of your Committee it would be interfering with the Law of the State. for the laying of Ships & Vessels at the wharves in this City. and inexpedient to pass an ordinance thereon and recommend the following resolution.

Resolved, That the prayer of the petitioner ought not to be granted.

All of which is Humbly Submitted

The same Committee on the petition of Owners and Agents of sundry Steam Boats to Lease Wharves for the accommodation of their Boats reported against the same as follows.

The Committee on Wharves and piers to whom was referred petitions of sundry owners and Agents of Steam Boats-to Lease Wharves for their accommodations [359] Report-That all the Wharves Piers and Slips belonging to the Corporation having been recently sold by public Auction it is not in the power of your Committee to Act on said petitions and therefore offer the following Resolution.

Resolved, That the Committee on Wharves and piers be discharged from the Consideration of the petition of Silas E Burrows E Dunscombe. Wm C Redfield, Nathaniel C Griffiths and Jonathan Peck

The same Committee on the petition of Jacob Rabbineau to Lease a Wharf for his Salt Water Bath reported against the same as follows.

The Committee on Wharves & piers to whom was referred the petition of Jacob Rabineau for permission to Locate his Salt water Bath in front of the Battery near Castle Garden-Report

That they are of Opinion such [360] Location would endanger the Wall of the Battery and likewise incommode the Inhabitants using that promonade and therefore offer the following resolution Resolved, that the prayer of the petitioner ought not to be granted Respectfully submitted

The Police Committee on the petition of Robert M Livingston for relief from certain penalties reported in favour thereof.

The Police Committee to whom the petition of Robert M Livingston was referred, respectfully report.

That Mr Livingston was by Several Ordinances of this Board directed to fill in certain sunken Lots, and not Complying with said Ordinances he was prosecuted for the penalties and petitioned for relief. The subject was referred to this Committee. Mr Livingston has now Complied with the Ordinances, and has [361] by the advise of this Committee paid the Costs of Suit. Your Committee therefore recommend that the penalties be remitted, and they beg leave to offer the following resolution

Resolved, that the above mentioned penalties be remitted and all further proceedings stayed,

The Committee on Lands and places to whom was referred the

Court now held in this City to Albany. considering that such a measure would be attended with great inconvenience and injury to the Suitors in that Court residing in this City he though [t] it would be proper in this Board to present a Remonstrance on the subject to the Legislature -He accordingly presented a Memorial which was read, adopted. ordered to be engrossed, duly authenticated and transmitted to the Legislature

[336] A Petition of Samuel Cornell to be appointed a Measurer of Grain was referred to the Committee on Applications for Office.

A Petition of Thomas Blanch Jun' for remission of fine incurred by a breach of the Health Law was referred to the Police Committee The Recorder presented the following which was adopted.

Resolved, That the Roll of Oaths taken by the Mayor Recorder and Aldermen be filed in the Office of the Clerk of the City and County.

The following Resolutions were presented and adopted,

Resolved, that the Committee on Assessments be requested to report at the next meeting of the Board on the petition of John L Bulleau [Bulow] by his Attorney Wm G Bucknor.

Resolved, also that the Clerk of this Board write to the Collector of the 8th Ward & direct him to refrain from collecting the Tax assessed on John J Bulleau [Bulow] until the further order of this Board.
