The Minutes of the last Meeting were read and approved,

A Petition from Sundry Owners of property praying that Sixth Street may be opened from Christopher Street to Broadway was read and referred to the Street Committee.

[2] A Petition of Marinus Willett was received stating that a Grant was directed to issue to Petitioner for a Water Grant extending in front of his Wharf between Broome and Delancy Streets, and terminating at a point in Tompkins Street which grant has not yet issued that Petitioner understanding that the Corporation are intending to extend the limits of the City in that quarter, to East Street, he prays his grant may be extended to East Street, and if the rights of the Corporation to the ground under water do not extend so far, that Application be made to the Legislature for an extension of the rights of the Corporation, which being read was referred to the Finance Committee.

A Petition of Wm G Buckner for relief on an Assessment of Tax imposed on his brother in Law John T. Bulow which was referred to the Committee on Assessment

A Petition of William Welsh for remission of penalty incurred by hoisting Merchandise in the Streets, was referred to the Police Committee.

A Petition of Nicholas Low for return of Seven Dollars paid by him as charges on a Lot sold for Taxes which expences he is [3] not liable to pay was referred to the finance Committee

A Petition from J S Crary for permission to erect an Iron railing across the end of his house corner of Broadway and Franklin Streets was referred to the Street Committee

A Petition of the New York and Norwalk Steam Boat Association for hiring the Dock at foot of Roosevelt Street for Steam Boat John Marshall-was referred to the Committee on Wharves piers and Slips

A Petition of Thomas R Smith Lessee of District No 4 of Public Wharves and Slips to be released from his Contract was referred to the Finance Committee

A Petition of John P Garniss and others stating they are possessed of the Ferry at Weehawk State of New Jersey and are desirous of establishing a Ferry therefrom by Steam and Team boats to the City of New York and pray a right therefor. Which was referred to the Ferry Committee

A Petition of J. Vanduzer praying relief on an assessment for a Personal Tax was referred to the Committee on Assessment.

[4] A Petition of Earl & West Brush and Bellows Makers, Stating that they have a large quantity of very heavy plank which was stored previous to the passage of the Resolution on the subject of hoisting Merchandise from the Streets, Which planks cannot be removed from the place where stored but by means of Falls that are on the out-side of Said Stores, and praying permission to make use of the Falls for their removal was read and referred to the Alderman & Assistant of Second Ward with powers

A Petition of Wilson J Hunt & Joseph Randolph was received stating that they are Lessees under the Corporation of a Lot at Corner of Fulton and West Street opposite the Public Slip-that the Law lately passed in relation to the rates of Wharfage has occasioned the removal from the slip of a great portion of the River Craft, which has materially injured their business-they therefore pray a repeal of said Law or a reduction of the Rent agreed to be paid by them-The same having been read was referred to the Finance Committee

A Petition from a number of owners of property and Residents in the Vicinity of Washington Market, Stating that the Law [5] in relation to the Rates of Wharfage has occasioned the removal of the river Craft from the public Slips and materially injured the business of that part of the City and praying said Law may be repealed was read and referred to the Finance Committee.

A Petition of Bridget Byrns was received Stating that her Husband Morgan Byrnes took out a License for a Hackney Carriage in May last which would not expire until May next-but her husband having

departed this life she is informed she must renew the License in her own name-that her husband having left her poor the payment of the fee for the license would distress her and she therefore prayed it might be renewed to her until May next without paying for the same, the same having been read was referred to his Honor the Mayor.

A Petition of Peter Gerard Stuyvesant for a Grant of the Land under Water in the East river adjoining his property and extending to the permanent line-was referred to the Finance Committee.

Petitions were received from Gilbert Badeau John Nixon, Lambson Paul and Robert Furlong for Office of Keeper of Pottersfield-which was [6] referred to the Committee on Lands & places.

A Petition of Samuel Raymond for Office of Street Inspector, was read and leave given to Petitioner to withdraw his Petition.

A Petition of Robert T Clark for Office of Measurer was read and leave given to Petitioner to withdraw his Petition.

A Petition from sundry persons praying that Cliff Street may be continued from Ferry Street to Frankfort Street was referred to the Street Committee.

A Petition from Andrew Smith Commander of Ship Montano was received stating that in the Month of Novem3 1823. he brought in said Vessel passengers from Havre de Grace, that one of said passengers having been employed as under Steward (named Siburt) he neglected to report him and has incured penalties therefor-that the omission was accidental and he prays that upon given the requisite Bond and paying all costs he may be relieved from said penalties-the Same having been read was referred to the Police Committee.

[7] A Petition of Rathbone & Fitch Lessees of Castle Garden for permission to Mortgage their Lease hold interest therein-was referred to the Finance Committee with authority.

A Petition of Cesar Gatereau for relief from a personal Tax assessed on him was referred to the Committee on Assessments.

A Petition of John Faye in behalf of himself and the other Representatives of James O'Faye deceased, was received, stating that his father the said James O Faye deca, died intestate, and that a part of the personal property which he left has been received by the Public Administrator Benjamin Prince Esqr and by him paid into the City Treasury and praying the same may be paid over to him which was referred to the Finance Committee

A Petition of Nathaniel C Griffith was received stating that he is the owner of a Bulkhead at the foot of Hammond Street on Hudson river, which was originally constructed for, and for a number of

years was used as a Site for a public ferry-and Petitioner prays that an exclusive privilege may be granted to him of Keeping a ferry within a district extending from the State Prison dock to Fort Gansevoortwhich being read was referred to the Ferry Committee

[8] A Memorial of John Woodward Esqr Clerk of the City and County was received Stating that the Jury list returned to him under the Resolution of the Corporation of the 25th October last is in no particular conformable to the 13th Section of the Act of the Legislature passed 25 Febry 1823 which prescribes that duty-The result he States to be that the Resolution of the Board is wholly insufficient-He recommends an Application to be made to the Legislature for a Law on the Subject Applicable to this City-the same having been read was referred to the Law Committee

A Memorial was received from the New York Lombard Association Stating that for purposes of public good they were desirous of placing the said Institution under the immediate protection and care of the Corporation-They therefore respectfully request that their Memorial may be referred to a Committee of the Board to whom they may submit their views on the subject-Whereupon the Same was referred to the Police Committee

A Petition of John R Soper Lessee of Public Wharves of 34 District praying relief from Losses incurred by the non-completion of a Pier at the time it was agreed to be finished when the District was leased [9] to him, was referred to the Finance Committee

A Petition of John Field sub Lessee of Lot N° 57 on Chatham St praying an extension of the term of said Lease, was referred to the Finance Committee

A Remonstrance from Sundry owners of property at Corlais Corlae[r]s Hook against the proposed establishment of a public square at that place & requesting to be heard on the subject before a Committee of the Common Council was read and referred to the Street Committee.

A Memorial was presented from a large number of proprietors of ground and Inhabitants in the vicinity of Pottersfield remonstrating against contin [u]ing that place as a Publick Burial Ground, and requesting that another place be selected for that purpose-was referred to the Aldermen & Assistants of the Eighth & Ninth Wards

Two Remonstrances from a very large number of Citizens were received Stating that while they approved of enlarging the Park and removing the Jail and Bridewell they have Seen with regret that the addition to the Park contemplated is only a strip of about Sixty feet in depth on the westerly side, and that the triangular [10] piece on
