Whereupon the said Certificates were directed to be duly executed He also presented the following report of Captains making default in reporting passengers,

The Attorney respectfully reports, that the following Captains of Vessels having been written to for not reporting their [223] passengers according to Law, did thereupon report, and they having paid the Costs, the remission of the penalties is respectfully recommended,

Whereupon his recommendations was agreed to and the penalties were remitted

He also presented the following Report with a Grant to Thomas H Smith for Water Lot at Brooklyn

The Attorney herewith respectfully reports for execution a Water Grant at Brooklyn to Thomas H Smith, for the land between high and low water in front of his property between Jay and Pearl Streets, prepared agreeably to the Report of the Finance Committee on the Subject, but not for all the premises embraced in such report, it having since been discovered that the grant between Pearl and Adams Streets has already been made to R & S Bowne [224] from whom Mr Smith purchased

He also presented a Deed to the Heirs of Marselis Van Giesen for a gore of Land

The Attorney herewith submits for execution a Deed of a Gore or strip of Land to the heirs of Marselis Van Geisen, prepared agreeably to a report of the Finance Committee on that subject

The Street Commissio', presented a return of delinquents on the Assessment for paving Rutgers Slip and for repaving a part of Cherry St. Whereupon a Warrant was directed to issue to Morris DeCamp to Collect the same,

The Street Commissioner also presented an Assessment for regulating and paving Beekman Street from Pearl to Water Street [225] which was confirmed and Morris DeCamp was appointed Collector

He also presented an Assessment for pitching and paving Gouverneur Slip which was confirmed and Morris DeCamp was appointed Collector.

He also presented Abstract returns of the Commissioners Report in the case of Opening and extending Greene & Wooster Streets from Bleecker to Fourth Streets, conferred by the Supreme Court and suggested the propriety of appointing a Collector thereto-Whereupon Noah Jarvis was appointed Collector.

He also presented the following with a remonstrance of the Heirs of John Lawrence deced and a remonstrance of Wm Hunter and others Lessees of Lots on Grand & Sheriff Sts

The Street Commissioner having in conformity with the directions of the Common Council, advertised for the Opening of a Street, from the East river to Grand Street, and thence to form a Junction with Sheriff Street-herewith incloses two several remonstrances against the Continuing of such projected Street further than Grand Street. [226] Which is respectfully submitted

The Report of the Street Committee which was laid for consideration on the 22nd November last was called up and being read was in the words following

The Street Committee to whom was referred the petition of sundry Owners of property between Scamel Street and Walnut Street, praying

that a Street may be Opened from Grand Street to the East river. Report, that they have had the subject under their deliberate consideration, and are of the opinion that the Interest and convenience of the public generally and of that section of the City in particular requires that a more direct communication should be afforded between that growing and already populous Neighbourhood northerly of Grand Street-The ground which is required for the Street is vacant (excepting Six Lots, on which are buildings of small value) and that if the Street is not now opened-Buildings and other permanent improvements will in a short time be made thereon, and the opening at some future period rendered very expensive as well to the public, [227] as to individuals in that vicinity-for the foregoing considerations, Your Committee are induced to recommend the adoption of the following resolution.

Resolved, That a Street, be opened fifty feet in width, between Scammel St. and Walnut Street and from Grand Street to the East river agreeably to a Map or plan thereof herewith presented-and that the Council to this Board, take the necessary measures for having the same carried into effect

Alderman Ireland presented the following which was adopted, Resolved that it be referred to the Market Committee to enquire into the propriety of erecting a Building for the accommodation of the Fishermen in the Washington Market and that they report their Opinion thereon at the next meeting of the Board.

[231] Mr Ostrander presented the following which was adopted Resolved, That the Superintendant of Repairs be requested to repair the Bulkhead of Broome St Slip and that the same be done under the direction of the Committee [on] Wharves Piers and Slips

Alderman Zabriskie presented the following which was adopted. Resolved, That it be referred to the Canal Committee to inquire into the expediency of causing the Culverts to the sewer in Chapple St. to be constructed on a plan similar to those attached to the Canal St. Sewer or in such other manner as the said Committee may think proper.

Alderman Zabriskie presented the following Resolution recommending the observance of the 21st Inst the day set apart by the Governor of the State as a Day of Thankgiving and prayer, which was adopted.

Whereas his excellency the Governor has by a proclamation dated the 18th of November last set apart tuesday the 21st Inst to be observed as a day of public prayer and thanksgiving

Resolved, That the Common Council [231A] recommend to their fellow Citizens the due observance of the day, and to this end that they be hereby requested to abstain from their respective ordinary occupations and employments.
