On motion, unanimously carried, the report was approved and adopted and the persons named who have succeeded to membership were duly elected members, and their admission as such was ratified, and the applicants for new membership named in the report were duly elected members of the Association, and the districts within which they are respectively required to furnish news were fixed as recommended

As it appeared that the violation was unintentional a fine of $100 was imposed.

The Secretary reported that he had cited Mr. C E. L. Wingate, of the Boston (Mass.) Journal, for vio lation of release order in the premature publication of the address of Hon. John Hay, Secretary of State, at Jackson, Mich. As it appeared that the violation was unintentional a fine of $100 was imposed.

On motion, a year's salary due to Henry J.Middleton, a correspondent of The Associated Press, who died at Liaoyang, Manchuria, in the performance of his duty, was voted to his mother.

The Secretary submitted the application of Mr. O. B. Selfridge, of the Lima (Ohio) Times Democrat, for a reduction in assessment. After full consideration it was, on motion:

Resolved, That the assessment being in accordance with the general plan of assessments, the Board sees no reason why a change should be made.

The Secretary reported that Mr. Armand Capdevielle, of the New Orleans (La.) L'Abeille, desired to be permitted to withdraw from membership, his resignation to take effect at once without giving the customary six months' notice. On motion, Mr. Capde vielle's resignation was accepted.

On motion the Board adjourned.
