Makers neglect ing to do fo.

firmly and permanently fix or caufe to be fixed with warm Pafte, made of Glue, Flour and Water only, a Label made of a certain kind of Paper called Tiffue Paper, of at leaft Four Inches fquare, and of a different Colour from the Cover or Wrapper of the Ream, to and upon One of the Sides of the Cover or Wrapper of each and every Ream of Paper, and over the Knot formed by tying together the Two Ends of the String thereof; and fhall firmly and permanently fix or caufe to be fixed as aforefaid, on each and every Parcel of Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard, a Label made of the faid Paper called Tiffue Paper aforefaid, of at leaft Nine Inches fquare, over the Knot formed by tying together the Two Ends of the String thereof, and to and upon another larger Piece of Paper of a different Colour placed on the Top or Bottom of fuch Parcel, and beneath fuch Knot, and between the String and outer Sheet of fuch Parcel of Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard respectively; and fhall write or print, or cause to be written or printed, on each and every fuch Labels refpectively, in diftinct and legible Characters, immediately after the fame has been fo affixed as aforefaid, and has become perfectly dry, the progreffive Number of the Ream or Parcel, and in Words at Length the Clafs or Denomination and Sort or kind of the Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pasteboard, and if the Paper has been fo divided as aforefaid, the Number of Pieces into which the original Sheet fhall have been divided as aforefaid, and the Weight of fuch Ream or Parcel as aforefaid; and fhall alfo write, print or mark thereon the Number or Letter by which the Mill at which fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard has been manufactured, fhall be diftinguished by the Book or Paper delivered to fuch Maker or Makers and then in ufe as herein before mentioned; and on which Label, when perfectly dry but not before, shall also be impreffed by the Officer, after he has weighed fuch Paper, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, Part of the Stamp to denote the Charge of Duty, the other Part thereof being impreffed upon the Wrapper of the Ream of Paper, or upon the larger Piece of Paper to which fuch Label is affixed, upon each Parcel of Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard as aforefaid; and if any Maker or Makers of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, fhall not, as foon as any Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, has been made and tied up as is by Law in that behalf directed, and before it is by him, her or them produced to the proper Officer of Excife to be weighed and ftamped to denote the Charge of Duty, firmly and permanently fo fix or cause to be fo fixed with warm Pafte, made of Glue, Flour and Water only, fuch Label as aforefaid to and upon One of the Sides of the Cover or Wrapper of each and every Ream of Paper, and over the Knot formed by tying together the Two Ends of the String thereof, or fhall not firmly and permanently fo fix or cause to be fo fixed as aforefaid, on each and every Parcel of Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard, fuch Label as is before in that behalf mentioned, over the Knot formed by tying together

the Two Ends of the String thereof, and to and upon another larger Piece of Paper of a different Colour placed on the Top or Bottom of fuch Parcel, and beneath fuch Knot, and between the String and outer Sheet of fuch Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pasteboard, or shall not write or print, or cause to be written or printed on fuch Labels respectively, immediately after the fame shall have been fo fixed and become perfectly dry as aforefaid, in diftin&t and legible Characters, the progreffive Number of the Ream or Parcel, and in Words at Length the Clafs or Denomination and Sort or kind of the Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, of which fuch Ream or Parcel confifts, and if fuch Paper has been fo divided as aforefaid, the Number of Pieces into which the original Sheet fhall have been divided as aforefaid, and the Weight of fuch Ream or Parcel, and also the Number or Letter by which the Mill at which fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard has been manufactured, shall be diftinguished as aforefaid, every such Maker and Makers refpectively fo offending fhall, for each and every fuch Offence, forfeit the Sum of Two hundred Pounds.

VII. And be it further enacted, That all and every Maker and Makers of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper, or Pafteboard, fhall, when and fo often as he, the or they fhall receive or have delivered at or on his, her or their entered Premifes any Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, which has been made or charged with Duty at any other Mill or Manufactory, or which has been returned to him, her or them, from any Customer or Cuftomers, or other Perfon or Perfons, mark, write or print on and diftinguish every fuch Ream or Parcel of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard refpectively, with the Number or Letter by which the Mill is dif tinguished as aforefaid, and at which the fame was manufactured, and from whence received, or with the Words "Returned Paper" repectively, as the cafe may happen to be, and fhall keep all fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard, separate and apart from each other, and from all other Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard, on pain of forfeiting for each and every such Offence the Sum of Fifty Pounds.

VIII. And be it further enacted, That every Maker and Makers of Paper, Millboard, Button Board, Button Paper, Glazed Paper, cife Office every Sheathing Paper and Pafteboard, fhall once in every Six Weeks Six Weeks of all make a true Entry in Writing at the Office of Excife within the Paper, &c. Limits whereof fuch Paper, Millboard, Button Board, Button charged within Paper, Glazed Paper, Sheathing Paper, and Pafteboard refpectively that Period, and shall be made, of all Paper, Millboard, Button Board, Button Paper, Particulars, to Glazed Paper, Sheathing Paper and Pafteboard, charged on fuch be verified on Maker or Makers refpectively within fuch Period of Six Weeks, in Oath. which Entries the Number of Reams and Parcels of fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard refpectively, feparated into and diftinguished by the different Claffes, Denominations, Sorts and kinds of each, and the total Weight of each Day's Charge refpectively, fhall be inferted

and ftated Day by Day as the fame is or are ftamped by the Officer, to denote the Charge of Duty, and fuch Entries fhall be verified upon Oath by the Makers of fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pasteboard respectively, or his, her or their chief Workman or Servant employed in making the fame; and fuch Maker or Makers fhall thereupon further make Oath that no other Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard refpectively, than is mentioned therein, has been within fuch Period of Six Weeks (except fuch as may have been previously taken an Account of and charged with Duty) by him, her or them removed, carried or fent, or caufed, fuffered or known to be removed, carried or fent from his, her or their Premises, (which Oaths the feveral Collectors or Supervisors of Excife are hereby refpectively authorized to adminifter,) on pain of forfeiting for each and every Refufal or Neglect to keep or make fuch Entry or fuck Oath as aforefaid, the Sum of One hundred Pounds; provided that no fuch Maker or Makers fhall be obliged to go further than the Market Town next to the Place where fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard respectively, shall have been made for the making of fuch Entries as aforefaid.

IX. Provided always, and be it further enacted, That if the Quantity of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard, contained and inferted in fuch Entries, added to the uncharged Stock of fuch Maker or Makers refpectively, fhall at any time from and after the Tenth Day of October be found to be lefs than Five per Cent. under and below the Account entered and kept of the Quantity of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper and Pafteboard, which shall have been daily made, and of which an Account is fo to be kept as aforefaid, it shall and may be lawful for the proper Officer or Officers of Excife to charge fuch Maker or Makers of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard respectively, with the Duties on fuch Deficiency of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pafteboard refpectively, as fhall be below Five per Cent. as aforefaid, according to the Average Weight of the Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper, or Pasteboard fo miffing and uncharged.

• X. And Whereas a certain Drawback or Allowance is by Law ⚫ made and payable, on certain Terms and Conditions, of the Duty charged or chargeable on Glazed Paper and Prefs Papers, actually and bona fide ufed, employed and confumed in the preffing of Woollen Cloths or Stuffs; Be it further enacted, That fuch Drawback or Allowance as aforefaid shall not be made or paid, except for fo much of fuch Papers as fhall at the time of making the Oath in that behalf required of the Ufe and Employment of fuch Paper, have been produced to the Officer of Excife attending, on Forty eight Hours' Notice in Writing, fpecifying the Day, Hour and Place for fuch Attendance and Quantity of fuch Paper, given to him for that Purpose by the Perfon claiming fuch Allowance, and which fhall, after an Account taken of fuch Paper by the faid Officer, have been burnt in his Prefence.

And be it further enacted, That from and after the Tenth Makers not to Day of Odober One thousand eight hundred and fixteen, no Maker carry on the or Makers of Paper, or other Perfon or Perfons, fhall carry on the Bufiness of a Trade or Bufinefs of a Stationer or Dealer in Paper, Millboard, Mill, or within Button Board, Button Paper, Glazed Paper, Sheathing Paper or Two Miles Pafteboard, at any Paper or Pafteboard Mill respectively, nor fhall* thereof. any Maker or Makers of Paper carry on the Bufinefs of a Stationer or Dealer in Paper, in or on any Premifes within the Distance of Two Miles of any Mill or Manufactory for the making of Paper, Millboard, Button Board, Button Paper, Glazed Paper, Sheathing Paper or Pasteboard respectively, on pain of forfeiting for each and every fuch Offence refpectively the Sum of Two hundred Pounds; Penalty. and fuch Maker or Makers fhall alfo forfeit and lofe the Value of all the Paper by him, her or them made or manufactured during the time of carrying on fuch Trade of a Stationer or Dealer as aforefaid.

Oath of the acting Patentee of the Office of

King's Printer fufficient, under

XII. And Whereas by an Act paffed in the Thirty fourth Year 34 G. 3. c. 20, <of the Reign of His prefent Majefty, intituled An A&t for repealing the Duties on Paper, Pafteboard, Millboard, Scaleboard and Glazed Paper, and for granting other Duties in lieu thereof, a • Drawback of the Duties upon Paper is allowed to the Universities of Oxford and Cambridge, and to the King's Printers in England and Scotland refpectively, upon all Paper ufed in the printing of < Bibles, Teftaments, Pfalm Books, Books of Common Prayer of the Church of England, the Book commonly called or known in Scotland by the Name of The Confeffion of Faith, or The Larger <or Shorter Catechifm of the Church of Scotland, upon certain Con<ditions, and upon taking and fubfcribing an Oath as therein prefcribed, which Oath is to be taken by the Chief Manager of the Prefs in the Universities, and by the King's Printers in England and Scotland refpectively: And Whereas Doubts have arifen whether the Oath prescribed by the faid Act is to be taken and fubfcribed by all and every Patentee of the faid Offices of King's Printer refpectively;' Be it therefore enacted, That the Oath of the acting Patentee of the Offices of King's Printer in England or Scot. land refpectively fhall be deemed fufficient, within the true Meaning of the faid recited Act, for all the Purposes of the faid recited Act. . XIII. And Whereas it is by the faid Act made in the Forty 42 G. 3. c. 94. fecond Year of the Reign of His prefent Majefty enacted, that § 11. no Pafteboard fhall be made in Great Britain, of or from any • Material or Materials whatever, fave and except Paper which shall have been charged with the full Duties of Excife payable thereon, and which shall not have been written or printed on, or pre⚫viously used for any Purpose whatever; and that before any Maker or Makers of Pafteboard shall begin to make any Paper into Pafte board, he, fhe or they fhall produce to the proper Officer or Officers of Excife all fuch Paper as fhall by him, her or them be intended to be made into Pafteboard in the original Covers or Wrappers in which the fame was charged, and having the Excife Duty Stamp fair and legible on each Ream thereof, and shall take the faid Covers or Wrappers from the faid Paper in the Prefence of fuch Officer, who shall thereupon take Account of such Paper, and of the Quantity and Weight thereof, and fhall deftroy the Duty Stamp on each and every of the faid Covers or Wrappers; and

to the Intent that fuch Officer may be enabled to attend and ex⚫amine and take Account of fuch Paper, every and all fuch Maker or Makers of Pafteboard fhall give to the proper Officer of Excife Twenty four Hours' Notice in Writing of his Intention to produce fuch Paper, and fhall specify in fuch Notice the true Quantity of Paper intended to be produced, and the Day and Hour when he intends fo to produce the fame: And Whereas it is expedient to confine the faid recited Provifions to Makers of Pafteboard, not being Makers or concerned or interested in the Trade or • Bufinefs of a Maker of Paper, Millboard, Button Board, Button Paper, Glazed Paper, or Sheathing Paper;' Be it therefore Refpecting Ma- enacted, That from and after the Tenth Day of October One thoufand eight hundred and fixteen, the faid recited Provifions fhall extend and apply to fuch Maker or Makers only of Pasteboard as is not nor are or fhall be a Maker or Makers or concerned or interefted in the Trade or Bufinefs of a Maker of Paper, Millboard, Button Board, Button Paper, Glazed Paper, or Sheathing Paper; and it fhall and may be lawful for all and every Maker and Makers of Paper, Millboard, Button Board, Button Paper, Glazed Paper or Sheathing Paper, to make at his, her or their entered Paper Mill any Pafteboard, fubject and liable to the Payment of the Duties refpectively hereinafter mentioned, according to the Quality thereof, from or with Paper, Millboard, Button Board, Button Paper, Glazed Paper or Sheathing Paper made by him, her or them at fuch Mill, before the same shall have been charged with the Duty impofed on fuch Paper, Millboard, Button Board, Button Paper, Glazed Paper, or Sheathing Paper refpectively, any thing in any other Act or Acts to the contrary thereof notwithstanding.

XIV. And be it further enacted, That from and after the Tenth Day of Odober One thoufand eight hundred and fixteen, the Duty of Excife payable upon Pafteboard imported from Ireland into Great Britain fhall be and the fame is hereby repealed, fave and except as to any Arrears thereof; and that there fhall be raised, levied, collected and paid unto His Majefty, his Heirs and Succeffors, the several Duties of Excife hereinafter mentioned; that is to fay, for every One Hundred Weight of all Pafteboard which shall be made in Great Britain or made in Ireland, and imported from thence into Great Britain, from Paper wholly of the Second Class or Denomination, Fourteen Shillings, and fo in proportion for any greater or leffer Quantity; for every One Hundred Weight of all Pafteboard, which fhall be made in Great Britain or made in Ireland, and imported from thence into Great Britain wholly or in part, from any Paper, Millboard, Button Board, Button Paper, Glazed Paper or Sheathing Paper, other than Paper of the Second Clafs or Denomination, One Pound Eight Shillings, and fo on in proportion for Paid by Makers. any greater or leffer Quantity; which faid Duties refpectively shall be paid by the Makers of fuch Pasteboard.

XV. And be it further enacted, That from and after the Tenth Day of October there fhall be paid and allowed to all and every Maker and Makers of Pasteboard, not being a Maker or Makers or interested or concerned in the Trade or Bufiness of a Maker of Paper, Millboard, Button Board, Button Paper, Glazed Paper or Sheathing Paper, who fhall make any Pafteboard, and be charged with the aforefaid Duties thereon refpectively, from or with Paper, Millboard,
