fury of the United Kingdom of Great Britain and Ireland for the time being, and fhall be from time to time applied, under the Direction of the Commiffioners for the Reduction of the National Debt, in the Purchase of such Capital Stock, Funds, Debentures or Annuities, or towards any public Loan either in Great Britain or Ireland, as shall feem moft expedient to the faid Commiffioners for the Reduction of the National Debt of the United Kingdom; and that the Orders of the faid Commiffioners for the Reduction of the National Debt of the United Kingdom shall at all times be fufficient Authority to the Governor and Company of the Bank of England and of the Bank of Ireland, for paying any Part of the Money from time to time remaining in the Bank of England or Bank of Ireland, on account of the Commiffioners for the Reduction of the National Debt of the United Kingdom, to any Perfon or Perfons, in order to its Remittance from one Part of the United Kingdom to the other, for the Purposes of this A&t; and alfo for the Application of any fuch Money to the Purchase of any Stock, Funds, Debentures or Annuities, or towards any Public Loan in Great Britain or Ireland, any thing in any Act or Acts to the contrary in anywife notwithstanding. XIV. And be it further enacted, That in confequence of the Increase of Business which will refult from the Provifions of this A&t, it fhall and may be lawful for His Majefty to nominate and appoint Two Perfons to be Commiffioners of His Majefty's Treafury of the United Kingdom of Great Britain and Ireland, and to fit and act as fuch, with and in addition to the Number of Commiffioners which may now by Law be appointed for the executing the Office of Treasurer of the Exchequer of Great Britain, with a yearly Salary not exceeding for each of fuch Commiffioners fuch Salary as is now received by each of the faid Commiffioners for executing the faid Office of Treasurer of the Exchequer of Great Britain, to be paid to fuch Two Commiffioners out of the Revenues appropriated to His Majefty's Civil Lift Establishment in Ireland; any thing in an Act made in the Sixth Year of the Reign of Queen Anne, intituled An At for the fecuring of Her Majefly's Perfon and Government, and of the Succeffion to the Crown of Great Britain in the Proteftant Line, or in any other A&t or Acts to the contrary in anywife notwithstanding.

XV. And be it further enacted, That from and after the Fifth Day Lieutenant equi- of January One thousand eight hundred and seventeen, in all cafes not otherwife fpecially provided for by this Act, where, under the Provifions of Act or Acts in force immediately before the paffing of any this Act, any Warrant, Licence, Order or Document, has been recontin Revenue quired to be figned by the Commiffioners for executing the Office of Lord High Treafurer of Ireland (except in cafes relating to the Revenue of Ireland) a Warrant or other proper Document, as the cafe may be, figned by the Lord Lieutenant or other Chief Governor or Governors of Ireland for the time being, fhall be of like Validity, Force and Effect, as any such Warrant, Licence, Order or Document of fuch Commiffioners, to all Intents and Purposes whatfoever; and that in all cafes where by any Act or Acts in force in Ireland, the Approbation of the faid Commiffioners for executing the Office of Lord High Treafurer of Ireland has been required or made neceffary (except as aforefaid), the Approbation of the Lord Lieutenant or other Chief Governor or Governors of Ireland, fignified by his or

their Chief Secretary, or in the Abfence of fuch Chief Secretary, by the Under Secretary for the Civil or Military Department, as the cafe may require, fhall be of like Validity, Force and Effect as the Approbation of fuch Commiffioners to all Intents and Purposes whatfoever.

XVI. XVII. XIX. And be it further enacted, That the Quarterly Accounts of Quarterly Acthe Receipts, Iffues and Remains of the Exchequer of Ireland, as prepared by the Auditor General of the Exchequer of Ireland, and heretofore examined and figned under the Provifions of the faid recited figned by Vice Act of the Thirty fifth Year of His prefent Majefty's Reign, by the Treasurer, and Commiffioners for executing the Office of Lord High Treasurer of certified by him Ireland, fhall, from and after the Fifth Day of January One thoufand to Treafury of eight hundred and feventeen, be examined and figned by the Vice Treafurer for Ireland; and that certified Abstracts of all fuch Accounts fhall be by him from time to time regularly transmitted to the Lord Kk 2

Accounts to be laid annually before Parliament.

XX. And be it further enacted, That the feveral Weekly Ab. ftracts or Certificates of Receipts, Iffues and Remains in the Treasury of Ireland, required by the faid recited Act of the Thirty fifth Year of His prefent Majefty's Reign, to be made by the Auditor General, Clerk of the Pells and Teller of the Exchequer of Ireland, to the Lord High Treasurer of Ireland, or to the Commiffioners for executing the faid Office, and also the Weekly Declaration or Abstract of the Receipts and Payments on account of the Teller of the Exchequer, required by the faid Act to be made out by the Governor and Company of the Bank of Ireland, and tranfmitted to the faid Lord High Treasurer or Commiffioners for executing the faid Office, fhall from and after the Fifth Day of January One thousand eight hundred and feventeen, be made out and tranfmitted Weekly to the Vice Treafurer for Ireland; and that Copies or Duplicates of all the aforefaid Weekly Abstracts, Certificates and Declarations, together with all other Returns, Certificates, Abstracts, Accounts or Declarations, which by the faid recited A&t are directed to be furnished or tranfmitted to the Lord High Treasurer of Ireland, or to the Commiffioners for executing the faid Office, fhall from and after the faid Fifth Day of January Öne thousand eight hundred and feventeen, be made out and tranfmitted to the Lord High Treasurer, or to the Commiffioners of His Majesty's Treasury of the United Kingdom of Great Britain and Ireland, at and for fuch Periods as are required and directed in and by the faid recited A&t, with refpect to all fuch Abftracts, Accounts or Declarations refpectively.

XXI. Provided always, and be it enacted, That it fhall and may be lawful for the Vice Treasurer for Ireland for the time being, by Warrant under the Hand of fuch Vice Treasurer, directed to the Anditor General of the Exchequer of Ireland, to order the Iffue and Payment out of the faid Exchequer of all fuch Duties or Taxes as fhall have been actually paid into the faid Exchequer for any Local or Special Purposes in Ireland, under or by Authority of any A&t or Acts in force in Ireland, and fuch Iffue and Payment shall be made to all Bodies Politic or Corporate, or other Perfons authorized by Law to receive the fame accordingly.

XXII. And be it further enacted, That from and after the Fifth Day of January One thoufand eight hundred and eighteen, the Commiffioners of His Majefty's Treasury of the United Kingdom of Great Britain and Ireland for the time being fhall annually caufe an Account of the Total Income of the faid United Kingdom, including all Duties of Cuftoms, Excife, Stamps and Incidents in Great Britain and Ire land refpectively, and all other the ordinary Revenues and extraordi nary Refources of the faid United Kingdom, to be prepared and made out for One Year, ending on the Fifth Day of January in each Year, together with an Account of the Income of the Confolidated Fund of the faid United Kingdom, for every fuch Year; and alfo of the actual Payments thereout within the faid Year, and of the future annual Charge upon the faid Fund as the fame flood on that Day; and also an Account of the Net Produce of all the permanent Taxes of the faid United Kingdom within the faid Year; and alfo an Account of the Arrears and Balances due from all public Ac countants on the faid Fifth Day of January in each Year; and alfo

an Account of the Exports and Imports of the faid United King dom, and of the Shipping registered in or belonging to the several Ports of His Majefty's Dominions within the faid Year; and alfo an Account of the Public Expenditure of the faid United Kingdom within the faid Year; and alfo an Account of the Public Funded Debt of the faid United Kingdom, and the Reduction thereof; and also an Account of the Unfunded and Outstanding Debt of the faid United Kingdom, as the fame ftood refpectively on the Fifth Day of January in each Year; and alfo an Account fhewing how the Monies given for the Service of the faid United Kingdom for the Year preceding the faid Fifth Day of January have been difpofed of, and that the faid Commiffioners fhall in each Year caufe fuch Accounts to be laid before both Houses of Parliament on or before the Twenty fifth Day of March in each Year, if Parliament shall be then fitting, or if Parliament shall not then be fitting, within Fourteen Days after the next Sitting of Parliament.

XXIII. And be it further enacted, That from and after the Fifth Day of January One thousand eight hundred and eighteen, the Vice Treasurer for Ireland for the time being shall annually cause an Account to be prepared and made out for One Year, ending on the Fifth Day of January in each Year, fhewing the Amount of all Warrants which have paffed through his Office in the Course of fuch Year, diftinguishing the fame under the feveral Heads fet forth in the Accounts of Public Expenditure, required by Law to be annually laid before Parliament; and that the faid Vice Treasurer fhall caufe fuch Accounts to be laid before both Houses of Parlia ment on or before the Twenty fifth Day of March in each Year, if Parliament fhall be then fitting, or if Parliament fhall not be then fitting, within Fourteen Days after the next Sitting of Parliament.

• XXIV. And Whereas the Chancellor of the Exchequer of Ire⚫ land for the time being is by virtue of his Office a Governor, Vifitor, • Member or Constituent Part of feveral Colleges, Corporations and • Charitable and other Public Societies or Inftitutions in Ireland ;' Be it enacted, That from and after the paffing of this Act, the Vice Treasurer of Ireland fhall, in virtue of his Office, be and become a Governor, Vifitor, Member and Conftituent Part of all fuch Colleges, Corporations and Charitable and other Public Societies and Inftitutions in Ireland, of which the Chancellor of the Exchequer of Ireland hath at any time heretofore been a Governor, Vifitor, Member or Constituent Part, in Right of his Office under any A&t of Parliament, Charter, Bye Law, Ufage or Cuftom whatsoever, in force in Ireland immediately before the paffing of this Act; and it May frank and shall be lawful for the said Vice Treasurer for the time being to fend receive Letters and receive Letters and Packets by the Poft, free from the Duties of free. Poftage within the United Kingdom, in the fame manner and under fuch Restrictions as the Chancellor of His Majefty's Exchequer in Ireland has been authorized by the Laws now in force to fend and receive Letters and Packets free from Poftage.

XXV. Acquittal of

Public Account

Money, or with respect to any matter or thing within the Jurif diction of the faid Commiffioners, fhall be and remain in full force until the fame fhall be revoked or altered by the Lord Lieutenant or other Chief Governor or Governors of Ireland, or by the Lord High Treasurer, or the Commiffioners of His Majesty's Treasury of the United Kingdom of Great Britain and Ireland; and that all Records, and all Minute Books and Entries of the Proceedings of the faid Commiffioners for executing the Office of Lord High Treasurer of Ireland, and all other Books, Deeds and Papers whatsoever, now belonging to or in the Cuftody of the faid Commiffioners for executing the Office of Lord High Treasurer of Ire land, fhall be delivered over to, and shall remain in the Cuftody of the Vice Treasurer for Ireland, for the time being, under the Or ders and at the Difpofition, nevertheless, of the Lord High Treafurer, or Commiffioners of His Majefty's Treafury of the United Kingdom of Great Britain and Ireland, for the time being, in the Offices in the Caftle of Dublin, now occupied by the Commiffioners for executing the Office of Lord High Treafurer of Ireland; and the Bufinefs of the Department of the faid Vice Treasurer fhall, from and after the Fifth Day of January One thoufand eight hundred and feventeen, be tranfacted and carried on in the faid Offices and in the Apartments thereunto belonging.

XXVI. And Whereas it is expedient by producing Uniformity in all Returns and Statements to Parliament, with respect to the Public Revenues and Expenditure of the United Kingdom, that the Amount of fuch Revenues and Expenditure fhall be made to < appear in British Currency, in whatever Part of the United Kingdom fuch Revenues or Expenditure fhall have arifen or taken place;' Be it therefore enacted, That from and after the Fifth Day of January One thoufand eight hundred and feventeen, all Accounts of all Receipts and Payments which fhall be made out of any of the Public Revenues, Duties or Taxes in Ireland, and alfo all Accounts of all Payments into and Iffues out of the Receipt of the Exchequer in Ireland, fhall be kept in fuch Form and Manner, that the total Amount of all Sums under each refpective Head of Account, in all Accounts and Papers relating to Accounts to be laid before Parliament, fhall be ftated in British Currency; and that it fhall and may be lawful for the Commiflioners for executing the Office of Lord High Treafurer of Ireland for the time being, at any time after the paffing of this Act, and for the Commiffioners of His Majefty's Treafury of the United Kingdom of Great Britain and Ireland, at any time after the faid Fifth Day of January One thoufand eight hundred and seventeen, to give fuch Orders and Direc tions as to them fhall feem fitting and expedient for accomplishing the Purposes hereby intended to be carried into Effect.

• XXVII. And Whereas Doubts have arifen as to the Mode of difcharging Perfons being Public Accountants in Ireland, in refpe& of Money iffued to them out of the Treasury of Ireland or otherwife, whofe Accounts have been audited by the Commiffioners of Public Accounts, or the Commiffioners of Military Accounts in that Part of the United Kingdom, and it is proper and neceffary that Provifion fhould be made for that Purpose ; Be it therefore enacted, That in all cafes where the Commiffioners for auditing the Public Accounts in Ireland, or the Commiflioners of Military Ac
