SCHEDULE;-PART THE FIFTH.

ALLOWANCES on the Purchase of STAMPS.

To any Perfon who fhall bring Vellum, Parchment or Paper to the Stamp Office in Dublin to be ftamped, or who shall buy any ftamped Vellum, Parchment or Paper at the faid Stamp Office, the Duties whereof respectively fhall amount to Twenty Pounds or upwards, (fave and except Vellum, Parchment and Paper to be ftamped with any Duty of Ten Pounds or upwards, or with any Number of Stamps amounting in the whole to Ten Pounds, on One Piece of Vellum, Parchment or Paper,) an Allowance after the Rate of One Pound and Ten Shillings for every One hundred Pounds, upon prompt Payment of the faid Duty upon fuch Vellum, Parchment or Paper fo brought or ftamped.

To Stationers or Shopkeepers who fhall purchase Stamps for Receipts to the Amount, at one and the fame time, of Five Pounds, in Confideration of their making no Charge to the Public for the Paper ftamped for Receipts, but actually and bona fide felling the fame for the Price of the Stamp Duty only, Seven Pounds Ten Shillings for every One hundred Pounds of the Amount of the Duty on such Stamps for Receipts, and fo in Proportion for any greater or lefs Sum not under the Sum of Five Pounds: this Allowance being over and above the Allowance on the prompt Payment of the Stamp Duties to the Amount of Twenty Pounds and upwards.

CAP. LVII.

An Act to grant certain Rates, Duties and Taxes in Ireland, in refpect of Fire Hearths, Windows, Male Servants, Horfes, Carriages and Dogs, in lieu of former Rates, Duties and Taxes, and to provide for the more effectual Collection of the faid Rates, Duties and Taxes. [20th June 1816.]

WHEREAS it expedient to repeal the feveral Rates, Duties

and Taxes payable in Ireland in refpect of Houfes, Fire Hearths, Windows, Male Servants, Carriages, Horfes and Dogs, ' under and by virtue of the several A&ts hereinafter mentioned, and 'to grant new Confolidated Rates, Duties and Taxes in lieu thereof, and to amend the Laws now in force for regulating and fecuring 'the Collection of all fuch Rates, Duties and Taxes; Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That from and after the Fifth Day of January One The following thoufand eight hundred and fixteen, the feveral Rates, Duties and Acts, granting Taxes on Houses, Fire Hearths, Windows, Male Servants, Car. Duties on riages, Horfes and Dogs, granted in and by the several Acts here- Hearths, Wininafter recited, or fuch of the faid Rates, Duties and Taxes as were in force in Ireland immediately before the paffing of this Act, and all Regulations and Directions contained in or made by the faid Acts or any of them, for the Collection of the faid Rates, Duties and Taxes, or fo much and fuch Parts of any of them as are or were fo in force, fhall ceafe and determine, and shall be and the same are hereby repealed; (that is to fay), in and by an Act made in the Forty feventh Year of His prefent Majefty's Reign, intituled An 47 G. 3. c. 18. Taxes in Ireland, and to allow certain Drawbacks in refped thereof, in lieu of former Duties of Excife, Taxes and Drawbacks; and also in and by another A&t made in the faid Forty feventh Year of His prefent Majefty's Reign, intituled An A& to provide for regulating and fecuring the Collection of certain Rates and Taxes in Ireland, in refped of Dwelling Houfes, Fire Hearths, Windows, Male Servants, Horfes, Dogs and Carriages; and alfo in and by an A&t made in the Forty eighth Year of His prefent Majefty's Reign, intituled An A to grant to His Majefty certain Duties and Taxes in Ireland, in refped of Carriages, Dogs, Fire Hearths, Horfes, Male Servants and Windows, in lieu of former Duties and Taxes in refpect of the like Articles; and alfo in and by an Act made in the Forty ninth Year of His prefent Majefty's Reign, intituled An Ad to provide for the better Collection of the Duties and Taxes on Carriages, Servants, Horfes and Dogs in Ireland; and alfo in and by Three feveral A&ts made in the laft Seffion of Parliament, that is to fay, One Act, intituled An Act to grant to His Majefty certain increased Rates, Duties and Taxes in Ireland in refpect of Windows, Male Servants, Carriages, Horfes and Dogs, in lieu of former Rates, Duties and Taxes in respect of the like Articles; and One other Act, intituled An Act to grant to His Majefty certain Duties and Taxes in Ireland, in refpe of certain Male Servants, Carriages and Horfes kept to 55 G. 3. c. 140. be let to hire; and One other Act, intituled An Act to make further

Duties specified in Schedules annexed to be paid.

Provifions for the Collection of certain Duties on Male Servants, Carriages and Horfes, and in refped of Houfes in Ireland; and the faid Rates, Duties and Taxes granted in and by the faid recited Acts, and the Regulations contained in the faid recited Acts, and the faid recited Acts and every of them fhall be and the fame are hereby repealed accordingly, and fhall ceafe and determine, except fo far as the faid Acts or any of them repeal or repeals any former Act or Acts, and except alfo fo far as the faid recited Acts or any of them relate or relates to the charging, recovering, levying, paying or accounting for any Rates, Duties and Taxes or Arrears thereof, or may concern or relate to the profecuting, fuing for and recovering of any Fine, Penalty or Forfeiture, for any Offence against the faid Acts or any of them, or for any Offence against any A&t or Acts relating to the faid Rates, Duties and Taxes, or any of them, which fhall have been or shall be committed, on or before the faid Fifth Day of January One thousand eight hundred and fixteen; and except fo far as relates to any Suit or Proceeding which may have been commenced or inftituted or fhall be commenced or instituted at any time after the faid Fifth Day of January One thoufand eight hundred and fixteen, and before the paffing of this Act, for or in refpect of or relating to the Rates, Duties and Taxes mentioned in this Act or the Schedules thereto annexed, and which faid Suits or Proceedings fhall and may be proceeded on to Judgment and Execution, to all Intents and Purposes as if the faid Acts had not been repealed and determined.

II. And be it further enacted, That from and after the Fifth Day of January One thousand eight hundred and fixteen, there fhall be levied, raifed, collected, paid and fatisfied, unto His Majefty, his Heirs and Succeffors, upon and in refpect of the feveral Fire Hearths or other Places ufed for firing or Stoves, Windows or

Lights, Male Servants or other Male Perfons, Horfes, Mares, Geldings, Carriages and Dogs, mentioned, fpecified, defcribed and expreffed in the feveral Schedules marked (A.) (B.) (C.) (D.) (E.) (F.) (G.) (H.) (I.) and (K.) respectively to this Act annexed, the feveral Amounts, Sums of Money, Rates, Duties and Taxes as they are refpectively defcribed and fet forth in the said respective Schedules; and that the faid feveral Schedules, and all and every the Rules, Regulations, Exceptions, Exemptions and Abatements therein refpectively specified and contained, fhall be deemed and taken to be a Part of this Act to all Intents and Purposes whatsoever, and the faid Rates, Duties and Taxes fhall be in lieu and instead and in Duties in lieu full Satisfaction of all Rates, Duties and Taxes granted by any former Act or Acts of Parliament, upon and in refpect of the like Articles, matters and things, except fuch Rates, Duties and Taxes as have been or fhall or may be granted or impofed for certain local Purposes in Ireland, by any A&t or Acts of Parliament, and which Rates, Duties and Taxes are or may be appropriated to fuch local Purposes, by the Act or Acts by which the fame are or shall be granted or impofed, or by any other A&t or Acts.

III. Carriages and Dogs, or of any of them which shall have been made, and alfo every Act or Acts which shall have been done or performed by any Officer in relation to the fame, at any time fince the Fifth Day of January One thoufand eight hundred and fixteen, and before the paffing of this A&t pursuant to the Regulations and Provifions of any Act or A&ts hereinbefore recited and repealed, fhall be and the fame is and are hereby declared to be good, valid and effectual, to all Intents and Purposes whatsoever, as if the fame had been made, charged, done and performed after the Commencement and under and pursuant to the Provifions of this Act; and that it fhall and Officers authomay be lawful to and for the Officers and all other Perfons duly rized to act. authorized to act, proceed, do and perform every matter and thing on and in respect of fuch Affeffments, Charges or other Acts done and performed as aforefaid, as if the fame had been made, done, charged or performed after the Commencement and under the Provifion and the Regulations in this A&t for that Purpose contained.

IV. And be it further enacted, That all Rates, Duties and Taxes by this Act and the feveral Schedules hereunto annexed, granted and made payable, shall be paid and payable and received and receivable according to the Amount thereof in British Currency, and that all and every the faid Rates, Duties and Taxes, the neceffary Charges of raifing and accounting for the fame being deducted, fhall be carried to and made Part of the Confolidated Fund of Ireland.

V. And be it further enacted, That it shall and may be lawful for any Officer or Officers or other Perfon who now is or are or hereafter fhall be appointed by or acting under the Orders or Directions of the Commiffioners of Inland Excife and Taxes in Ireland, for the charging, affeffing, collecting or fuperintending the charging, affeffing or Collection of the faid Rates, Duties and Taxes, or any of them at any time in the Day time, between the Hours of Eight of the Clock in the Forenoon and Sunfet, to enter into any House and into

every Outhouse, Office and Edifice appertaining thereto, and into the feveral Apartments and Places therein, and to take Information from his own View and Survey of the Number of Fire Hearths and other Places, used for Firing and Stoves therein; and also of the Number of Windows or Lights therein, and fuch House, Office or Edifice fhall be charged accordingly with the Rates and Taxes, in refpect of the Number of Fire Hearths and other Places used for Firing and Stoves, and of Windows or Lights therein; and if any fuch Officer or Officers, or other Perfon authorized as aforefaid, fhall not on Demand of Entrance, by knocking or otherwise, obtain Admittance into any fuch House, Outhoufe, Office or Edifice, or after Admittance shall not be suffered to enter into all and every the Apartments and other Places therein refpectively, it fhall and may be lawful for fuch Officer or other Perfon authorized as aforefaid, and he is required to leave a Notice at fuch House with any Perfon refident therein above the Age of Sixteen Years, fetting forth that fuch Officer or other Perfon authorized as aforefaid will attend at fuch Houfe at a certain Day and Hour, to be fpecified in fuch Notice, fuch Hour to be within the Hours of Eight of the Clock in the Forenoon and Four of the Clock in the Afternoon, and requiring to be admitted into fuch House, Outhouse, Office or Edifice, and Occupiers refuf- into every Apartment and Place therein refpectively; and if such ing Admittance. Officer or other Person authorized as aforesaid shall not at the time mentioned in fuch Notice obtain Admittance into fuch Houfe, Outhoufe, Office or Edifice, and into every Apartment and Place therein into which he fhall require to be admitted, the Occupier of fuch House or the Perfon deemed the Occupier within the Provision of this Act, as the cafe may be, shall for each Offence forfeit the Sum of Twenty Pounds; and if no Perfon fhall appear at fuch House, Outhoufe, Office or Edifice from whom such Officer or other Perfon as aforefaid can make Demand of Entrance, or on whom such Notice can be served, then fuch Officer or other Perfon as aforefaid fhall Pofting Notice. and he is hereby required to poft fuch Notice as aforefaid on the Door of fuch Houfe, Outhoufe, Office or Edifice; and if fuch Officer or other Perfon as aforefaid fhall not at the time mentioned in fuch Notice be admitted into fuch House, Outhoufe, Office or Edifice and into every Apartment and Place therein, then the Occupier thereof fhall forfeit the like Sum of Twenty Pounds.

VI. Provided always, and be it further enacted, That the Perfon who fhall attend fuch Officer or other Perfon authorized as aforefaid upon fuch Survey may refufe to admit fuch Officer or other Perfon into any Room or Apartment, except the fame be a Kitchen or a Room in an Outhoufe, upon fuch Perfon who shall fo attend confenting that the Tax in refpect of One Fire Hearth and of Three Windows fhall be charged for fuch Room or Apartment; and in fuch case every fuch Officer or other Perfon authorized as aforefaid fhall accordingly charge fuch House with the Tax for One Fire Hearth and Three Windows for every fuch Room or Apartment, and no more, unless it fhall be ascertained by such Officer or other Perfon as aforefaid, without entering into fuch Room or Apartment, that the fame contains a greater Number of Fire Hearths, Firing Places or Stoves than One, or a greater Number of Windows or Lights than Three, and fuch Tax fhall be paid accordingly.
