ubcommittee had under consideration the following bill:

30.-AN ACT To define, regulate, and punish trading with the enemy, and for other purposes.

Be it enacted by the Senate and House of Representaes of the United States of America in Congress assembled, at this Act shall be known as the "Trading with the any Act."

SEC. 2. That the word "enemy," as used herein, shall deemed to mean, for the purposes of such trading and of Act-

(a) Any individual, partnership, or other body of ividuals, of any nationality, resident within the territory cluding that occupied by the military and naval forces) any nation with which the United States is at war,
