But without some means to meet the expense incident to the proper registration of the dentists in the State, it must readily be seen that this work could not be done.

For this reason the insertion of the following clause in Form 1: "Upon receipt of a fee of one dollar, certificate of registration will be returned." The response to this request was sufficient to fully cover the expense incurred.

On September 6th, was commenced the mailing of blank forms 1 and 2 to every dentist in the State whose name could be obtained. As applications for registration were received they were transferred to the register and certificates returned to all sending the fee requested.

December 23, 1882, a second notice was mailed to all who had thus far neglected to apply for registration.

At the expiration of time allowed for registration, January 3, 1883, the number registered in accordance with section 4 of the act was

The first regular meeting of the Board was held at Iowa City on April 30, 1883. In addition to those having registered, the Board authorized the registration of three applications which failed to reach the Secretary prior to the expiration of time allowed for registration, thus making the total number registered 367.

At this meeting 18 candidates were examined, to 13 of whom licenses were issued. Five failed to pass the examination. To four of these a temporary permission was given to continue practice until the next meeting of the Board, when they are to be again examined. The other having failed was rejected.

Licenses have been issued on diplomas to eight practitioners.

The whole number of dentists in the State, either registered or licensed, as shown by the books of the Board, is three hundred and eighty-eight (388).

The work of registration has been accomplished with comparatively little opposition, and with few exceptions there has been a cheerful compliance with the law when once understood. It is conceded that a new law of any kind requires time and considerate amendments to have it approximate to a perfect law. Yet notwithstanding its limited provisions, and without expense to the State, the Board are encouraged in their labors by the visible and favorable reports of good already accomplished by the dental law. That its tendency is in the direction of the object set forth in its title, viz: "To insure the better education of practitioners of dentistry in the State of Iowa," attention is directed to the fact of there being at the present time a class numbering thirty-two in the Dental Department of the State University at Iowa City, a department in the second year of its existence. This record is unparalelled in the history of Univerity Departments in proportion to the number engaged in a profession in any State.

In addition, there are seven from this State in attendance at dental schools in other States.

The average number of dental students from this State for the five years last past has been but about two.

Attention is further directed to the fact that of those having applied for admission to practice, coming from outside this State, all but one were in possession of a diploma.

On the whole the Board are very well pleased with what has been accomplished thus far, and feel confident that a wise administration of the law must result in great good in the years to come. All of which is most respectfully submitted.

OFFICE OF THE STATE BOARD OF DENTAL EXAMINERS OF THE STATE OF IOWA.

OFFICIAL NOTICE.

To those Dentists who were in practice March 8, 1882:

Every person engaged in the regular practice of dentistry in the State of Iowa on the 8th day of March, 1882, by filling in the enclosed blank and making affidavit to the same, and having it wit nessed by two practicing physicians, is entitled to be registered in the books of the State Board of Dental Examiners; which registration must be accomplished before January 1, 1883, in order that he or she may continue practice and avoid the penalty for non-registration. Upon receipt of a fee of one dollar certificate of registration will be returned.

[Extract from Law.]

It shall be the duty of every person who is engaged in the practice of dentistry in the State, within six months from the taking effect of this act, to cause his or her name and residence, or place of business, to be registered with the said Board of Examiners, who shall keep a book for that purpose; and every person who shall so register with said Board as a practitioner of dentistry, may continue to practice the same as such without incurring any of the liabilities or penalties of this act.

Any person who shall violate any of the provisions of this act shall be liable to prosecution, before any court of competent jurisdiction, upon information, and, upon conviction, shall be fined not less than twenty-five dollars nor more than fifty dollars for each and every offense.

To those Dentists not in practice March 8, 1882:

Any person commencing the practice of dentistry in the State of Iowa AFTER March 8, 1882, who does not hold a diploma from a reputable Dental College, must secure a license from the State Board of Dental Examiners; which license can only be obtained by examination before the Board; except that a temporary license to run till the next meeting of the Board can be obtained from any member of the Board, upon the applicant passing a satisfactory examination. Graduates of Dental Colleges can obtain license upon presentation of diploma and payment of the necessary fee.
