With the enactment of Title VII of the Civil Rights Act of 1964, the Equal Employment Opportunity Commission was created and was given the task of eliminating certain practices of employment discrimination based on race, color, religion, sex, or national origin made unlawful by the Act.

This legislation represents a significant step in the development of the body of law dealing with employment discrimination. I am pleased to make available this legislative history of Titles VII and XI, and hope that it will promote a full understanding of our law and of our work.
