AN ACT to amend chapter seven hundred and seventeen of the Laws of eighteen hundred and sixty-eight, entitled "An act making appropriations for certain expenses of government, and for supplying deficiencies in former appropriations."

Passed January 16, 1869; three-fifths being present. The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. Chapter seven hundred and seventeen of the Laws of eighteen hundred and sixty-eight, entitled, "An act making appropriations for certain expenses of government, and for supplying deficiencies in former appropriations," is hereby amended at page sixteen hundred and two, after the word "dollars" in the twenty-eighth line on said page, so as to read as folEducation lows: "and for the education and maintenance of the tenance of pupils in said institution, the sum of thirty thousand New York dollars, the same to be paid in installments to the treasurer of said commissioners, upon his draft, not exceedthe Blinding the sum of ten thousand dollars at any one time; and the expenditure of each installment shall be accounted for to the Comptroller before any succeeding installment shall be paid.

AN ACT authorizing the building of a new bridge in the town of Rathbone, in the county of Steuben, and directing the levy of a tax to pay for the same.

2. The board of supervisors of the county of Steuben are hereby authorized and directed, at their annual meeting in the year eighteen hundred and sixty-nine, to cause to be levied upon the taxable property of said town of Rathbone, and collected in the same manner as other town charges are by law directed to be levied and collected, the amount of said bond, including the interest thereon; and such sum shall, by the collector of said Payment town, be paid over to the supervisor thereof, who shall therewith pay and procure the cancellation of said bond, at such time as it shall fall due.

3. AN ACT to amend chapter five hundred and sixty-one of the Laws of eighteen hundred and sixty-eight, entitled "An act to enable the electors of the town of Hamilton, in the county of Madison, the town of Vienna, Oneida county,. and of the town of Clifton Park, Saratoga county, to vote by districts for town officers;" passed May fourth, eighteen hundred and sixtyeight.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. Section four of chapter five hundred and sixty-one of the Laws of eighteen hundred and sixtyeight, entitled "An act to enable the electors of the town of Hamilton, in the county of Madison, the town of Vienna, Oneida county, and of the town of Clifton Park, Saratoga county, to vote by districts for town officers," is hereby amended so as to read as follows:

"Section 4. In the third line of section four of said tion boards act, strike out the words "days succeeding" and insert in lieu thereof the words "Tuesday, two weeks preceding," so that the supervisors, assessors and town clerks of said town shall meet at the town clerk's office of their respective towns on the Tuesday two weeks preceding the time of holding the annual town meeting in said counties.

§ 2. This act shall take effect immediately.

wholesome water," passed April twenty-fifth,
eighteen hundred and sixty-seven, and sup-
plementary thereto.

The People of the State of New York, represented in
Senate and Assembly, do enact as follows:

SECTION 1. The water commissioners of the city of Water Binghamton, shall have power to borrow, from time to sioners time, upon the credit of the city of Binghamton, in my boraddition to the sum of the one hundred thousand dollars $25,000. named in the tenth section of the act entitled "An act to supply the city of Binghamton with pure and wholesome water," passed April twenty-fifth, eighteen hundred and sixty-seven, a sum not to exceed the sum of twenty-five thousand dollars, upon such terms of credit, not exceeding thirty years, and at a rate of interest not exceeding seven per cent per annum, as shall seem to them for the best interest of said city; and to secure May issue said loan, said commissioners are authorized to make, execute and deliver bonds, certificates, or other written obligations, which shall be signed by them, or any three of them, as such commissioners, which said bonds, certificates, or obligations, shall be made payable, in such respective amounts, and at such respective times as such commissioners shall deem best; not exceeding thirty years, and at a rate of interest not exceeding seven per cent per annum, and the same and the interest thereon shall be a valid lien against said city, and the credit of said city is pledged for the payment of the same; and the money so borrowed shall be appropriated by said Money, commissioners to the payment of the indebtedness creat- expended. ed by them in excess of the one hundred thousand dollars already expended by them in supplying said city with water, and to the payment of such further expenditures as they shall deem necessary, in the proper discharge of their duties as such commissioners, agreeably with the provisions of the aforesaid act.

Chap. 6.

AN ACT to authorize the adoption of an Academical Department in the Union School District of the village of Owego.

Passed January 23, 1869; three-fifths being present.

The People of the State of New York, represented in Senate and Assembly, do enact as follows:

SECTION 1. The board of commissioners of the "Union School District of the village of Owego," established and organized under and by virtue of an act entitled, "An act to consolidate the several school districts within the corporate limits of the village of Owego, and to establish free schools in the same," passed April twenty-third, eighteen hundred and sixty-four, and an act entitled "An act to amend an act entitled 'an act to consolidate the several school districts within the corporate limits of the village of Owego, and to establish free schools in the same,'" passed March seventeenth, eighteen hundred and sixty-five, shall have the same Academic powers to establish an academical department in said Union School District, or to adopt the Owego Academy -an academy existing within the said district-as an academical department of said district, as if the said Union School District of the village of Owego had been organized and established under the provisions of title nine, entitled "Of Union Free Schools," of the act entitled "An act to revise and consolidate the general acts relating to public instruction," passed May second, eighteen hundred and sixty-four. And the same proceedings, and with like effect, may be had for the establishment of, or the adoption of the said.Owego Academy as an academical department of said district, as are authorized by said title nine of said last mentioned act; and the provisions of said title nine, so far as they are appropriate, are hereby made applicable to such proceedings as have been, or may be had, for such establishment, or adoption of such academy as an academical department of said district.
