To authorize appropriations for the fiscal year 1989 amended budget request for

military functions of the Department of Defense and to prescribe military personnel levels for such Department for fiscal year 1989, to amend the National Defense Authorization Act for Fiscal Years 1988 and 1989, and for other purposes.

MARCH 28, 1988 Mr. Aspin (for himself and Mr. DICKINSON) (both by request) introduced the

following bill; which was referred to the Committee on Armed Services

A BILL

To authorize appropriations for the fiscal year 1989 amended

budget request for military functions of the Department of Defense and to prescribe military personnel levels for such Department for fiscal year 1989, to amend the National Defense Authorization Act for Fiscal Years 1988 and 1989, and for other purposes.

5 The Armed Forces are authorized end strengths for active

6 duty personnel as of September 30, 1989, as follows:

13 SERVE.—(a) The Armed Forces are authorized strengths for

14 Selected Reserve personnel of the reserve components as of

15 September 30, 1989, as follows:

(1) The Army National Guard of the United

(5) The Air National Guard of the United States,

1 (b) The Secretary of Defense may waive the end 2 strength prescribed by subsection (a) by not more than 4

3 percent.

(c) The end strengths prescribed by subsection (a) for

5 the Selected Reserve of any reserve component shall be pro

6 portionately reduced by

7

(1) the total authorized strength of units organized

8

to serve as units of the Selected Reserve of such com

9

ponent which are on active duty (other than for train

(2) the total number of individual members not in

12

units organized to serve as units of the Selected Re

13

serve of such component who are on active duty (other

14

than for training or for unsatisfactory participation in

15

training) without their consent at the end of the fiscal

17 Whenever such units or such individual members are released

18 from active duty during any fiscal year, the end strength pre19 scribed for such fiscal year for the Selected Reserve of such

20 reserve component shall be proportionately increased by the

21 total authorized strength of such units and by the total

22 number of such individual members.

SEC. 403. END STRENGTHS FOR RESERVES ON

24 ACTIVE DUTY IN SUPPORT OF THE RESERVES.— Within

25 the strengths prescribed in section 411, the reserve compo

1 nents of the Armed Forces are authorized, as of September

2 30, 1989, the following number of Reserves to be serving on 3 full-time active duty or, in the case of members of the Na

4 tional Guard, full-time National Guard duty for the purpose

5 of organizing, administering, recruiting, instructing, or train

6 ing the reserve components: 7

(1) The Army National Guard of the United

(a) SENIOR ENLISTED MEMBERS.—The table in section

19 517(b) of title 10, United States Code, is amended to read as
