calls for a continuity of treatment and training programs under one service. Funds
were appropriated in 1970 for the construction of a maximum security unit to provide
this continuity of services for all youth act offenders regardless of their behavior.

This request for 1971 covers the equipment required for this facility.

of the present 593-man-capacity D. C. Jail into a medium security facility.
D. C. Jail will become available for this purpose when a new 1800-capacity
Detention Center is constructed in the District.

Conversion of the old Jail into a medium security facility will provide space for sentenced prisoners who cannot in the future be accommodated in the Lorton institutions. The conversion of the old facility will effect major economies by avoiding acquisition of a new site and by providing physical plant at about one-half the cost of new construction. There will be an added advantage because location in the District will improve the rehabilitative effect of the facility through easier accessibility of essential community facilities and services.

Justification: ...The refrigeration and icemaking plant at the reservation Supply Unit was installed during the 1930's and is now inadequate to meet our needs. All perishable foodstuffs for the reservation institutions are stored in the unit and are issued to

institutional kitchens as ordered. Frequent breakdowns have caused considerable spoil-
age of foodstuffs, i.e., meats, fresh vegetables, eggs, cheese, etc. The replacement of
antiquated equipment and construction of a new facility to accomodate present and future
requirements would include facilities for a complete meat processing operation. Procure-
ment of meats in bulk, rather than packaged form would be more economical. Vocational
training for cooks and career food service personnel is a vital factor in the rehabili-
tation training process for the sentenced offender upon release.

Estimated savings per year have been projected as high as $60,000. Even estimating
conservatively, this project will pay for itself. No additional production staff will
be required. The use of this facility for vocational training will require the addi-
tion of a vocational training instructor-supervisor.
