THE "CONSOLIDATION ACT," Chapter 410 of of the laws of 1882, is entitled, “An act to "consolidate into one act and to declare "the special and local laws affecting public "interests in the City of New York," and contains the greatest part of the laws relating to the government of the city. THE BOARD OF ESTIMATE AND APPORTIONMENT, composed of the Mayor, Comptroller, President of the Board of Aldermen, and the President of the Department of Taxes and Assessments, has large powers in city government, supervision of various boards and departments, regulates appropriations for them, and in.short, acts as a balance wheel in the machinery of city government.
