Subject: Report on the ports of Everett, Bellingham, and Grays Harbor, Wash. To: The Chief of Engineers, United States Army. 1. There is transmitted herewith a report on the ports of Everett, Bellingham, and Grays Harbor, Wash., which is a revision of the data published in 1931 as Part 3 of Port Series No. 7 and is now issued as Port Series No. 28. The present report was prepared by this Department and the United States Maritime Commission as a result of the cooperation prescribed by section 8 of the Merchant Marine Act and in furtherance of the objects entrusted to the War Department by section 500 of the Transportation Act of 1920. 2. In accordance with the agreement for cooperation between the two organizations, the information concerning each port is now presented in two parts, part 1 having been compiled by this office and part 2 by the Maritime Commission. The information compiled by this office covers port and harbor conditions, fuel and supplies, port and harbor facilities, railroad services and rates, and detailed statistics of the water-borne commerce for a 10-year period. Much of this information was supplied by the district engineer at Seattle, Wash., supplemented by data secured by representatives of the statistical division of this office who made a personal inspection of the facilities at the ports. The final report was completed and assembled by the statistical division under the supervision of Mr. Warren E. Graves, chief statistician of the board, who is in immediate charge of these studies. 3. On account of the value of the information to commerce and shipping it is recommended that the report be printed, with the accompanying illustrations.
