FREE TIME

Definition.-By free time is meant a specified number of days or parts thereof during which freight may occupy wharf premises before being subject to wharf demurrage charge or to removal by the authorities, at the expense of the owner of the goods.

Computing free time.—Except where limited under individual items to rot exceed a specified number of days or hours, free time is exclusive of Sundays and holidays.

Free time starts the first 7 a. m. occurring after freight is received or unloaded onto wharf from car or truck, or, in case of freight received from vessel, the first 7 a. m. occurring after vessel's complete discharge.

Free time periods.-Unless otherwise specified free time periods on freight are as follows:

Assembling time.—At option of the port of Grays Harbor assembling time up to 10 days beyond the regular free time allowance may be granted shippers for assembling lots of 300 tons or more for a particular vessel or shipment.

STEVEDORING RATES

Stevedoring rates listed under Everett, page 175, are also applicable at Grays Harbor.

LIGHTERAGE As a general rule charges for lighterage are for account of shipper, unless ordered for vessel's convenience. Open barges with a capacity of 350,000 feet board measure may be rented for $15 per day; smaller barges $6 to $12 per day.

MISCELLANEOUS CHARGES

Ship dunnage.-The charge is $5 to $8 per 1,000 feet board measure. Surveyor's fees.-The fee is $25 on in-bound and out-bound cargo. Agency fee.The usual fee is from $25 to $50.

Ship brokers' fees.—The usual fee for chartering service is 14 percent of the freight charges for each broker involved.

Customhouse brokers' fees. For entry and clearance the charge is generally $25.

Electric current.-Alternating current, 60-cycle, 110 volt (and multiples thereof) is available at the port commission terminal. Charges for current and installation are cost plus 20 percent. The basic rates for both light and power per kilowatt-hour are: First 200, 7 cents; next 200, 6 cents; over 400, 4% cents.

Water charges at the port terminal are as follows: For first 500 cubic feet or fraction thereof..

Handling equipment.—At the port terminal there are two 5-ton hammer-head cranes, one 30-ton industrial traveling crane, one 7%-ton lumber carrier, and four gas tractors. The rental charge for each of the cranes is $5 per hour; for the lumber carrier, $2.50 per hour; and

, for each of the gas tractors, $1 per hour. Rental charges for the cranes and the lumber carrier include the service of an operator.

Cartage and drayage.-Between all railroad yards, Hoquiam and Aberdeen, and port terminal, the charge is $2 per ton of 2,000 pounds,
