Meal time shall be any one hour between 11 a. m. and 1 p. m. When men are required to work more than 5 consecutive hours without an opportunity to eat, they are paid time and one-half of the straight or overtime rate, as the case may be, for all time worked in excess of 5 hours without a meal hour. Wages.—The basic rate of pay for longshore work shall not be less than 95 cents per hour for straight time nor less than $1.40 per hour for overtime, provided, however, that for work which is now paid higher than the present basic rates, the differentials above the present basic rates shall be added to the basic rates established in this paragraph. Hiring.-Longshoremen are hired through halls maintained and operated jointly by the union and the respective employers' associations and are dispatched through one central hiring hall in each of the ports of Seattle, Portland, San Francisco, and Los Angeles with such branch halls as the labor relations committee may decide. All expenses of the hiring halls are shared equally by the union and the employers. Each longshoreman registered at any hiring hall, who is not a member of the union, is required to pay to the labor relations committee a sum equal to the pro rata share paid by each union member toward the expense of the hall. The personnel for each hiring hall is determined and appointed by the labor relations committee for the port except the dispatcher is selected by the union. Preference of employment is given to union members whenever available. However, this statement should not be construed as depriving the employers, members of the labor relations committee, of the right to object to unsatisfactory men in making additions to the registration list, and shall not interfere with the making of appropriate dispatching rules. Holidays.—The following holidays are observed: New Year's Day, Lincoln's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Armistice Day, Thanksgiving Day, General Election Day, Christmas Day, or any other legal holiday that may be proclaimed by State or National authority. When a holiday falls on Sunday the following Monday is observed as a holiday. Election day.-On election day the work is so arranged as to enable the men to vote. Labor relations committee.-The labor relations committee is composed of three representatives designated by the employers' association of the port and three representatives designated by the union.
