MEMORANDA ON APPROVED BILLS

Memorandum filed with Senate bill Int. No. 1080, Printed No. 1665, entitled:

"AN ACT to amend the public service commission law, generally."

APPROVED:

I have carefully considered the objections which have been raised to the amendment of subdivision one of section 49 of the public service commission law made by this bill, which has the effect of preventing any increase of fare prescribed by contract, grant or franchise by the Transit Commission "except as a part of and as may be provided in" the plan of readjustment, and in my opinion those objections are untenable.

In the public interest agitation over fare increases in New York City should stop. The Transit Commission has shown the way to the proper solution of the entire transit problem. It should have the cooperation of the city administration and the companies in developing its plan. The plan should be adopted and an end put to the long continued and intolerable squabbling over the transit question. The plan proposed, with such modifications as further study may suggest, will lay the foundation for improvements and extension of service and for new lines under a unified system which will serve the entire community and meet the rapidly expanding necessities of the city. No one has proposed any other plan.
