Report showing the Ratio of Pauperism before the Cotton Famine, the Maximum since, and Present State.

The following table exhibits the pauperism at its marimum and in its present state. The first column of figures gives an average degree of pauperism in a period of great manufacturing activity, by showing the numbers weekly relieved in every 1000 of the population; the second column contains the actual mean of the numbers so relieved; the third column shows the highest numbers returned during the cotton famine; and the fourth column, the present numbers (Sept. 12, 1863).
