The Unemployment Compensation Interpretation Service, Benefit Series, is published monthly, supplemented by annual cumulative indexes and digests, under authority of Public Resolution No. 57, approved May 11, 1922 (42 Stat. 541), as amended by section 307, Public Act 212, Seventy-second Congress, approved June 30, 1932. Publication is approved by the Director, Bureau of the Budget, as required by Rule 42 of the Joint Committee on Printing.

The Unemployment Compensation Interpretation Service, Benefit Series, is prepared in the Bureau of Employment Security, of which Ewan Clague is Director, and is under the editorial supervision of Stuart Morrison. It contains benefit decisions made by courts and by unemployment compensation appeal tribunals, commissions, and boards of review, and opinions of States' attorneys general. The Benefit Series also includes selected benefit decisions made by State agency appeal tribunals under title V of the Servicemen's Readjustment Act of 1944. During the war, opinions and decisions concerning coverage are not being published.

Decisions and opinions which set forth new principles and policies in a State are selected for publication. Subsequent decisions from appeal tribunals in the same State on the same issue are omitted unless they reverse or modify a previously published decision. Decisions of a court or higher administrative tribunal may be published whether or not they either reverse or affirm previously published decisions or policies of lower tribunals. The Benefit Series thus includes: (1) decisions and opinions dealing with a fact situation previously unreported for the State; (2) decisions and opinions dealing in a new way with a fact situation previously reported for the State. Publication of any decision or opinion does not indicate approval or endorsement by the Bureau of Employment Security or the Social Security Board.

A limited number of copies will be distributed without charge to agencies directly concerned with the administration of the Social Security Act.

Coverage decisions were included in the Benefit Series from 1941 until August 1944. Since then they have been omitted due to lack of space. Before 1941, coverage topics were published in volumes 2, 3, and 4 of the State Series (discontinued in 1940).

Beginning with Vol. 8, No. 4 (April 1945), the Benefit Series also includes benefit decisions made by State appeal tribunals under title V of the Servicemen's Readjustment Act of 1944.

The following brief description of the main features of the Benefit Series may help the reader in locating cases:

Master Code.-The Master Code contains all the code lines used in the
Benefit Series. There have been three Benefit Series Master Codes:
First: Vols. 1-3 (see Cumulative Code, Vols. 1-3);

Second: Vols. 4-6 (see Cumulative Index and Digest, Vol. 4, Nos. 1-12);
Third: Vol. 7 (see Master Code (Revised) in Cumulative Index and Digest,
Vol. 6, which Master Code also appears in Cumulative Index and Digest,
Vol. 7).

The Cumulative Code, Vols. 1-3, contains a conversion table of code numbers from the first to the second master code. The Cumulative Index and Digest, Vol. 6, contains a conversion table of code numbers from the second to the third master code.

Digests. The Digests contain syllabi for all published cases arranged by subject and code line. The first Digest covered cases published in volumes 1-3 and was incorporated as a part of the Cumulative Index, Vol. 4, Nos. 1-6. The Digest for all cases published in volume 4 was incorporated as part of the Cumulative Index, Vol. 4, Nos. 1-12. Beginning with volume 5, the Digest is cumulated as a part of the Cumulative Index. Descriptive Word Index.-The Descriptive Word Index, arranged by keyword entry, shows the code lines where a particular factual situation may be coded in the Master Code.

Conversion Tables.-These tables contain court cases listed by names of parties, and administrative decisions by State number, and show the published number assigned to each. Conversion tables appear in each monthly and cumulative issue, except that the court cases were first listed by name in the Cumulative Index and Digest, Vol. 4, Nos. 1-12, and servicemen's readjustment allowance decisions first appear in the Benefit Series, Vol. 8, No. 4.

Table of Affirmances and Reversals.-This table gives the latest available information only on subsequent appeals affecting unemployment compensation cases published in the Benefit Series. The information is listed by published number. Second or subsequent appeals on servicemen's readjustment allowance cases are not published in the Benefit Series. This table was first issued as a part of the Cumulative Index, Vol. 4, Nos. 1-6, and is kept current by tables published in subsequent cumulative indexes.
