year, appropriations were made for the use of the respective committees, sections, etc., not exceeding the following amounts:

The American Bar Association notes with interest the efforts of the Louisiana Bar Association to purchase and preserve as a shrine and memorial to the memory of Chief Justice Edward D. White, his birthplace near Thibodaux, Louisiana, and approves the project and wishes the Louisiana Bar Association every success in the accomplishment of the purpose it has in view.

AMENDMENTS TO CONSTITUTION AND BY-LAWS.

The committee recommends to the Association the following amendments to the Constitution and By-Laws of the Association, publication thereof having heretofore been made in the May, 1923, JOURNAL:

Amend Article III of the Constitution by adding a paragraph at the end of said article, reading as follows:

1. "(f) Any person eligible for membership in this Association and nominated and elected as above provided, and any mem

ber of the Association heretofore elected, may become a life member of this Association upon written notice to the Treasurer and payment of the sum of $200 for such life membership. Such payment when made shall be in full of all dues to this Association during the life time of such member. A life member shall have all the privileges of an active member of this Association. All sums paid for life memberships in the Association shall be invested by the Treasurer and the income therefrom shall be used. for the general purposes of the Association unless otherwise provided by further amendment hereto."

2. Amend Article IV of the Constitution by striking out the word "and" in the third line of the second paragraph of said article and inserting in said line immediately after the word "Treasurer" the following: " and the Editor-in-Chief of the AMERICAN BAR ASSOCIATION JOURNAL."

3. Amend Article IV of the Constitution by adding after the provision for the election of a General Council consisting of one member from each state, the following words:

"The members of the General Council shall be nominated by the state bar associations of the respective states, either by vote at a session of such associations respectively, or if no action shall have been taken at such session, then by the Executive Committee or other governing body having power to act between sessions. Notice thereof shall be given by the Secretary of the Association making such nomination to the Secretary of this Association not less than sixty days previous to the Annual Meeting and shall be published in the JOURNAL. The nominee shall be a member in good standing of this Association and of the association making such nomination. Should such nomination not be made and notice of the same given to the Secretary within the time herein limited, or if the nominee shall not have appeared and registered previous to the convening of the first session of the Annual Meeting, the members of the Association from such state present at the meeting, shall place in nomination a member who is present and registered."

The first two amendments above proposed originated with the committee. The third amendment was recommended by the Special Committee on Co-Ordination between State and Local Bar Associations.

The committee disapproves the proposed amendment to Article IV of the Constitution, creating a " Section of American Citizenship" as recommended by the Special Committee on American Citizenship, and heretofore published in the July JOURNAL, for the reason that this committee (which created the special committee) is of the opinion that the activities entrusted to such special committee can best be performed by the continuance of the committee. It is therefore recommended that such proposed amendment be not adopted, but that the committee be continued. Respectfully submitted,
