§ 12. Same; paying salaries of teachers of agricultural subjects; amounts; allotment of funds to States. For the purpose of cooperating with the States in paying the salaries of teachers, supervisors, or directors of agricultural subjects there is annually appropriated for the use of the States, subject to the provisions of sections 11-15 and 16-28, of this title, the sum of $3,000,000. Said appropriation shall be allotted to the States in the proportion which their rural population bears to the total rural population in the United States, not including outlying possessions according to the last preceding United States census. The allotment of funds to any State shall be not less than a minimum of $10,000 for any fiscal year. There is appropriated for each fiscal year the sum of $28,500 or so much thereof as may be necessary, which shall be used for the purpose of providing the minimum allotment to the States provided for in this section. AMENDMENTS

1960-Pub L. 86-624 substituted "$28,500" for "$27,000." EFFECTIVE DATE OF 1960 AMENDMENT

Section 47 (c) of Pub. L. 86-624 provided that: "The amendment made by paragraphs (1) and (2) of subsection (b) and paragraphs (1), (2), and (3) of subsection (d) of section 14 [amending this section and sections 14 and 328 of this title, and repealing section 29 of this title] shall be applicable in the case of fiscal years beginning after June 30, 1960."

§ 14. Same; preparing teachers of agricultural subjects; amounts; allotment of funds to States. For the purpose of cooperating with the States in preparing teachers, supervisors, and directors of agricultural subjects and teachers of trade and industrial and home economics subjects, there is annually appropriated for the use of the States the sum of $1,000,000. Said sum shall be allotted to the States in the proportion which their population bears to the total population of the United States, not including outlying possessions, according to the

last preceding United States census. The allotment of funds to any State shall be not less than a minimum of $10,000 for any fiscal year. And there is appropriated the sum of $105,200 annually, or so much thereof as may be needed, which shall be used for the purpose of providing the minimum allotment provided for in this section. EFFECTIVE DATE OF 1959 AMENDMENT

Section 47(f) of Pub. L. 86-70 provided that: "The amendments made by paragraph (1) of subsection (b) and paragraphs (1), (2), and (3) of subsection (d) of section 18 [to this section and section 238(d) of this title] shall be applicable for fiscal years beginning July 1, 1959."

§ 15. Same; studies, investigations, and reports; salaries and expenses.

§ 15i. Same; definitions.

As used in sections 15i-15m and 150-15q of this title

(1) the term "States and Territories" means the Several States, the island of Puerto Rico, and the District of Columbia;

AMENDMENTS

1960-Pub. L. 86-624 eliminated "the Territory of Hawaii," preceding "the island of Puerto Rico." 1959-Pub. L. 86-70 substituted "the Territory of Hawaii" for "the Territories of Alaska and Hawaii" in par. (1).

EFFECTIVE DATE OF 1960 AMENDMENT Amendment of par. (1) of this section by Pub. L. 86-624 effective on Aug. 21, 1959, see section 47(f) of Pub. L. 86-624, set out as a note under section 645 of this title.

EFFECTIVE DATE OF 1959 AMENDMENT Section 47 (d) of Pub. L. 86-70 provided that: "The amendments made by paragraphs (2) and (3) of subsection (b), by subsection (c), and by paragraph (4) of subsection (d) of section 18 [to this section and sections 15jj(e), 15ggg(a), 244(8), and 645(13) of this title] by subsection (a) of section 24 [to section 41(g) of Title 29]; by subsection (b) of section 28 [to section 466)(d) of Title 33]; by subsection (a), by subparagraphs (2), (3), and (4) of subsection (b), and by paragraph (2) of subsection (c) of section 31 [to sections 201(f), 274 (a), (b), (c), (e) and 291(d) of Title 42]; by paragraph (2) of subsection (c) and by subsection (d) of section 32 [to sections 410(h), (i) and 1301(a) (1), (2) of Title 42]; and except as provided in subsection (b) of this section [set out as a note under section 403 of this title] by paragraph (1) of subsection (a) of section 18 [to section 403 of this title], shall be effective on January 3, 1959."

§ 15aa. Practical nurse training; appropriations. There is authorized to be appropriated for the fiscal year ending June 30, 1957, and for each succeeding fiscal year a sum not to exceed $5,000,000, for grants to States with State plans for practical nurse training approved pursuant to section 15cc of this title. (As amended Apr. 24, 1961, Pub. L. 87-22, § 2, 75 Stat. 44; Dec. 18, 1963, Pub. L. 88-210, § 11 (a) (1), 77 Stat. 411.)

AMENDMENTS

1963-Pub. L. 88-210 substituted "succeeding fiscal year" for "of the next eight fiscal years."

1961-Pub. L. 87-22 substituted "eight fiscal years" for "four fiscal years", and " for practical nurse training" for "to extend and improve practical nurse training."

EFFECTIVE DATE OF 1961 AMENDMENT Section 6 of Pub. L. 87-22 provided that: "The amendments made by this Act [amending this section and sections 15bb (a), (c), 15cc (a), and 15jj(e) of this title], shall become effective July 1, 1961."

SHORT TITLE

Section 1 of Pub. L. 87-22 provided that Pub. L. 87-22, which amended this section, and sections 15bb (a), (c), 15cc (a), 15jj(e) of this title, and enacted provisions set out as a note under this section, may be cited as "The Practical Nurse Training Extension Act of 1961."

§ 15bb. Grants to States for practical nurse training. (a) Amount of allotment.

From the sum appropriated for any fiscal year pursuant to section 15aa of this title, each State shall be entitled to an allotment of an amount bearing the same ratio to such sums as the total of the amounts apportioned under sections 15i-15m, 15015q, 31-33, and section 34 of this title; to such State for such years bears to the total of the amounts so apportioned to all the States for such year. The allotment to any State under the preceding sentence for a fiscal year which is less than $10,000 (or, in the case of the Virgin Islands or Guam, which is less than $5,000) shall be increased to that amount, the total of the increases thereby required being derived by proportionately reducing the allotments to each of the remaining States under the preceding sentence, but with such adjustments as may be necessary to prevent the allotment of any of such remaining States from being thereby reduced to less than that amount.

(c) Costs.

From each State's allotment under this section for any fiscal year, the Commissioner shall pay to such State a portion of the cost of carrying out the State plan approved under sections 15aa-15jj of this title. To the extent permitted by the State's allotment under subsection (a) of this section for any fiscal year, the portion of the cost of carrying out the State plan paid under this section shall be 75 per centum of such cost in the case of the fiscal year ending June 30, 1957, and the fiscal year end
