(1) The Accounting Section exercises USGS internal responsibility for fund accounting, project cost accounting, general accounting, debt management, and financial management reporting. These functions are uniquely integrated within one highly automated financial management accounting and reporting system. Determines, through a staff of professional accountants, appropriate entries to be made into the system based upon supporting evidence and generally accepted accounting principles.

(2) The Commercial Payments Section is responsible for receiving, auditing, certifying

and scheduling for payment all claims submitted by creditors of the USGS. Claims are for all goods and services procured anywhere by USGS employees. Included are all contractual items, charge sales, utility bills, training orders, and billings submitted by other Government agencies.

(3) The Travel and Transportation Section is responsible for reviewing, auditing, certifying, and scheduling for payment all travel vouchers of USGS employees, Government Transportation Requests, Government Bills of Lading, monthly or quarterly payments to contracted river and stream guage readers, airline and transportation vouchers, and gasoline credit cards.

C. The Branch of Personnel-Personnel Officer directs the personnel management program for the USGS; advises and assists management in the development and administration of an effective and efficient personnel management program that will meet the specialized needs of the Bureau. Serves as the Conflict of Interest Officer (excluding financial matters).

(1) The Office of Program Planning and Evaluation administers the USGS personnel management evaluation program which is conducted to assess how well personnel management activities are contributing to mission accomplishment, productivity, and overall organizational effectiveness, and whether they are being carried out in compliance with law, regulations, and other public policies. Based upon evaluation of the effectiveness of personnel management programs in both the Bureau's personnel offices as well as in the program divisions, develops recommendations to improve human resources utilization. internal control reviews related to personnel management. Serves as focal point for review, appraisal, and analysis of Office of Personnel Management (OPM) or Department of the Interior evaluation of USGS installations.

(2) The Recruitment and Placement Section administers the recruitment and placement program for the Bureau. Provides policy, procedural guidance and information to management, employees, and the public regarding Bureau staffing programs. Prepares documentation relating to executive recruitment and placement for actions requiring departmental/OPM approval. Provides direct services to Bureau organizations in support of their personnel staffing requirements and in effecting work force adjustments resulting from functional realignment, reorganization, office closures, and Productivity Improvement Program actions. Implements public policy initiatives and special employment programs, including the Federal Equal Employment Opportunity Program; Affirmative Action programs for the employment of women, minorities, handicapped and disabled veterans; the Stayin-School and Federal Junior Fellowship programs; and student/summer programs.

(3) The Employee/Labor Management Relations Section provides policy and procedural guidance to management officials, employees, and field personnel staffs on problems of employee conduct, discipline, grievances and appeals, morale, productivity, work scheduling, leave administration, etc. Provides policy guidance and administers a variety of employee benefits and service programs, including health benefits, life insurance, retirement, counseling, workers' compensation, occupational health services (including the Bureau Employee Counseling Services Program), charitable fund collection, and blood donations. Implements, monitors, and makes recommendations for improvement of

employee performance appraisal (including Senior Executive Service Members), merit pay for senior level (GM-13 through GM-15) managers and supervisors, and incentive awards programs. Provides technical assistance and serves as the focal point for labormanagement relations matters, Bureauwide, including unit determinations, negotiated grievance procedures, unfair labor practice complaints, third party actions, and contract negotiations. Has operating responsibility for the labor relations program for organizations serviced by the Headquarters Personnel Office.

(4) The Employee Development Section administers a comprehensive program of employee development and training for the Bureau. Provides guidance and assistance to management in the development, execution, and evaluation of training activities. Coordinates training programs for Senior Executive Service, Senior Executive Candidate Development Program, and Departmental Manager Development Program participants. Conducts supervisory training, determines other administrative management and clerical training needs, and arranges for participation in training offered in Government agencies or with education installations and other nonGovernment sources. Monitors the Volunteer Program for the Bureau.

(5) The Classification and Position Management Section administers the classification and wage administration program; develops classification standards and/or guides for USGS positions; allocates positions within delegated authority; conducts classification maintenance surveys; and administers the classification appeals program. Provides staff advice and guidance to field personnel offices. Prepares evaluations and supporting materials for all positions requiring departmental and/or OPM approval. Provides advice and assistance to management regarding classification issues;

reviews proposed reorganizations and recommends appropriate action regarding position management and related personnel implications. Conducts classification training and/or workshops as needed. Conducts reviews and indepth analyses of regulatory issuances and new or revised classification standards proposed by OPM.

(6) The Personnel Management Systems and Processing Section provides technical assistance and advice to Headquarters and Regional Personnel Offices on the processing of personnel actions, including regulatory interpretation and establishment of policies and procedures. As the Bureau's personnel representative for the Departmental Payroll and Personnel System, provides Bureau input into system changes and issues operational guidance to Bureau users. Conducts feasibility studies, performs systems analysis, and develops functional specifications for Automated Data Processing (ADP) personnel systems needed to support the Bureau's mission. Conducts audits of both manual and automated personnel systems to determine operational effectiveness. Provides technical assistance and advice to Bureau personnel offices on ADP systems and/or equipment. On behalf of the Personnel Officer, approves all SF 50's for employees serviced by the Headquarters Personnel Office and serves as custodian of their manual personnel records. Serves as custodian of automated records of all Bureau employees. Prepares recurring and one-time special reports on personnel management. Serves as Forms Management Officer for USGS personnel offices.

(7) The Atlanta Personnel Office provides the full range of personnel management services and activities (e.g., position classification and pay management, recruitment and staffing, labor relations, employee relations and services, employee development, performance ap

praisal and merit pay, processing of personnel actions, and maintenance of official employee records) for employees through grades GS/GM-13 within assigned geographic areas.

D. The Branch of Administrative Services is responsible for providing staff advice, direction, and guidance in the areas of space and facilities management, property management, safety management, supply management, paperwork management, and other administrative services. Formulates policies and procedures within these areas to be implemented on a Bureauwide basis. Provides general staff advice and management analysis services to the Assistant Director for Administration.

(1) The Property Management Section is responsible for planning, directing, coordinating, and administering a comprehensive and fully developed administrative services program with respect to the acquisition, utilization, and disposal of USGS personal and real property; maintains property accountability records; and reviews the acquisition and utilization of USGS-owned and leased vehicles.

(2) The Facilities Management Section is responsible for building operations; the technical evaluation and development of design specifications for modifications and new construction projects, and the monitoring and acceptance of these projects, including optimum utilization of space; operations, maintenance, and scheduling of Survey-owned building equipment; scheduling of conference room and auditorium activities; coordinating ridesharing and issuing parking permits; and monitoring facilities costs, including overtime services, for the National Center and other Survey facilities within the Washington Metropolitan area. The Section also provides technical assistance and guidance to field activities in facilities management.
