Practice H-4. STRIPCROPPING INCLUDING PROTECTION OF SUMMER Rate of credit-4 acres

FALLOW BY MEANS OF STRIP-FALLOWING.

Specifications.

(a) Applicable on nonirrigated cropland only. (b) Prior approval of county committee is not required.

(c) Strips shall consist of small grains, sorghums, or Sudan grass, broadcast or drilled, and alternated with intertilled crops or summer fallow.

(d) Strips of intertilled crops or fallow must be not more than 6 rods wide, approximately the same width, or 1⁄2, 1⁄2, or 4 the width of the adjacent protective strip.

(e) County committees may require that the strips of intertilled crops be less than 6 rods wide on light soils.

(f) If protective crop is harvested, a stubble sufficiently high to protect the field from wind erosion must be left.

(g) There must be two or more strips of intertilled crops or fallow protected by two or more protective strips.

(h) Strips on fields with a slope of less than 3 percent must be at right angle to the prevailing winds or on the contour.

(i) Strips on fields with a slope of more than 3 percent must be on the contour. (j) Contour strips must not vary more than 1 percent from the true contour. Practice H-5. PROTECTING SUMMER FALLOWED ACREAGE FROM WIND AND WATER EROSION BY CONTOUR LISTING, PIT CULTIVATION, or INCORPORATING STUBBLE AND STRAW INTO THE SURFACE SOIL. NO CREDIT WILL BE GIVEN FOR THIS PRACTICE ON ANY FARM WHEN CARRIED OUT ON LIGHT SANDY SOILS OR ON SOILS IN ANY AREA WHERE DESTRUCTION OF THE VEGETATIVE COVER HAS RESULTED IN THE LAND BECOMING SUBJECT TO SERIOUS WIND EROSION. 1 unit.

Rate of credit-4 acres equal

Specifications.-NOTE: For the purpose of this practice H-5, summer fallow is that cropland upon which the first tillage operation is performed prior to June 1, 1939, and on which the necessary tillage operations are carried out through the summer and the area designated by the operator as summer fallow. (a) Applicable to nonirrigated cropland only.

(b) Listing furrows must be on the contour on slopes in excess of 2 percent. (c) Prior approval of county committee is not required.

(d) This practice is limited to the following counties: Larimer, Boulder, Jefferson, Arapahoe, Adams, Weld, Logan, Morgan, Washington, Yuma, Phillips, Sedgwick, Douglas, Elbert, Lincoln, Kit Carson, Cheyenne, Kiowa, El Paso, Pueblo, Crowley, Otero, Bent, Prowers, Baca, Las Animas, Huerfano, Fremont, Custer, Moffat, Dolores, Montezuma, Routt, La Plata, Teller, Rio Blanco, and Park.

(e) Listing furrows not to be more than 44 inches apart and not less than 4 inches in depth from the ground level.

(f) Listing furrows shall not vary from the true contour by a slope of more than 1 percent, except where basin listed in which case the furrow shall not vary from the true contour by more than 2 percent.

(g) Listing furrows may be worked down after August 1 with implements which leave the soil in a rough cloddy condition.

(h) Dams in listing furrows shall not be further than 16 feet apart.

(i) Pit cultivation shall qualify provided the pits are 4 inches deep below ground surface and constructed so that surface of pit covers at least 25 percent of the ground surface.

(j) Incorporating stubble or straw into surface soil. All tillage implements used for incorporating the straw or trash into the surface soil shall leave the surface rough and shall leave the stubble and trash on or near the surface.

(k) The acreage on which this practice is carried out must have weed or other volunteer growth controlled on it from June 1, 1939, to September 15, 1939, or until this acreage is planted to winter wheat. Weed growth must be controlled to such an extent that the conservation of all possible moisture, which is the main purpose of summer fallow, is accomplished.

Practice I-1. CONTOUR LISTING EXCEPT WHEN CARRIED OUT ON PRO

TECTED SUMMER FALLOWED ACREAGE OR AS A PART OF A SEEDING
OPERATION. (SPECIAL WIND EROSION AREA.)
Rate of credit-6

Specifications. (a) Applicable in counties of Las Animas, Baca, Prowers, Kiowa, Cheyenne, Kit Carson, Lincoln, Crowley, Bent, and Otero.

(b) Applicable to nonirrigated cropland and noncropland subject to wind erosion, with slopes in excess of one-half of 1 percent.

(c) Listing on the contour must be done prior to planting or after harvest. Listing furrows must be not more than 4 feet apart nor less than 8 inches wide or 4 inches in depth from ground surface. Where basin listing is used, the distance between dams in furrows must not exceed 16 feet.

Practice J-1. CONTOUR FARMING INTERTILLED CROPS. Rate of credit-8 acres equal 1 unit.

Specifications. (a) Applicable to cropland having slopes in excess of onehalf of 1 percent.

(b) Prior approval of county committee is not required.

(c) All planting and tillage operations must be done on the contour. The maximum variation from the true contour shall not exceed one-half of 1 percent. The entire field which is contoured qualifies, provided that portion of the field in excess of one-half of 1 percent slope shall have at least 95 percent contouring which varies no more than one-half of 1 percent from the true contour. Any field having 5 percent or more of rough steep land where tillage exceeds above limitations of tolerance shall be restored to a natural vegetative cover or planted broadcast or close-drilled to erosion-resistant crops.

Practice J-2. CONTOUR LISTING EXCEPT WHEN CARRIED OUT ON

PROTECTED SUMMER FALLOWED ACREAGE OR AS A PART OF A SEED

Specifications.-(a) Applicable to land subject to wind erosion.

(b) Applicable to cropland having slopes in excess of one- half of 1 percent. (c) Listing on the contour must be done prior to planting or after harvest. Specifications.-(a) Applicable to cropland in Las Animas, Baca, Prowers, Kiowa, Cheyenne, Kit Carson, Lincoln, Crowley, Bent, and Otero counties. Practice K-1. CONTOUR SEEDING OF SMALL GRAIN CROPS. Rate of credit-10 acres equal 1 unit.

Specifications.—(a) Applicable to cropland.

(b) For seeding of small grains on the contour during 1939, on slopes of 2 percent or more on nonirrigated cropland, drill rows must approximately follow the contour lines. The practice must be carried out according to specifications on 95 percent of the field if the field is to qualify.

Practice K-2. PIT CULTIVATION, PITS TO BE AT LEAST 4 INCHES IN

DEPTH BELOW SURFACE OF SOIL AND CONSTRUCTED SO THAT SURFACE OF PIT COVERS AT LEAST 25 PERCENT OF THE GROUND SURFACE. ΝΟ CREDIT WILL BE GIVEN FOR THIS PRACTICE WHEN CARRIED OUT ON PROTECTED SUMMER FALLOWED ACREAGE OR AS A PART OF A SEEDING

OPERATION. Rate of credit-10 acres equal 1 unit.

Specifications. (a) Applicable to nonirrigated cropland and noncropland in counties other than Las Animas, Baca, Prowers, Kiowa, Cheyenne, Kit Carson, Lincoln, Crowley, Bent, and Otero.

Practice K-3. NATURAL VEGETATIVE COVER OR SMALL GRAIN STUBBLE OF CROPS HARVESTED IN 1939 LEFT ON CROPLAND NOT TILLED AFTER JULY 1, 1939, WHERE IT IS DETERMINED BY THE COUNTY COMMITTEE THAT SUCH COVER IS NECESSARY AS A PROTECTION AGAINST WIND EROSION AND THE OPERATOR'S FARMING PLAN PROVIDES THAT SUCH COVER WILL BE LEFT ON THE LAND UNTIL THE SPRING OF 1940. (APPLICABLE ONLY IN SPECIAL WIND-EROSION AREA). NO CREDIT WILL BE GIVEN FOR THIS PRACTICE ON ANY WIND-EROSION FARM EXCEPT ON LAND ON

WHICH CONTOUR LISTING (PRACTICE (i) (1)) IS CARRIED OUT PRIOR TO MAY 1, 1939, AND A GOOD VEGETATIVE GROWTH IS OBTAINED FOLLOWING THE CARRYING OUT OF SUCH PRACTICE. Rate of credit-10 acres equal 1 unit.

Specifications.

(a) Applicable on cropland in Las Animas, Baca, Prowers, Kiowa, Cheyenne, Kit Carson, Lincoln, Crowley, Bent, and Otero counties. (b) Prior approval of county committee is required.

(c) Approval must be given by the county committee only after inspection shows that not less than 6 inches of stubble or a sufficient weed growth to offer adequate protection against wind erosion has been left.

(d) This practice is designed to discourage fall plowing where such cultivation is apt to cause erosion if the land were bare during the winter. The practice is not intended for summer-fallow areas where it is the custom to leave the crop residue on the land until the following summer as a part of normal farming operation, but should serve as an additional incentive not to plant wheat in the fall of 1939 in winter-wheat areas where wheat and fallow are not usually alternated. (e) The county committee may require cutting tops from weeds 6 to 12 inches above ground, if they consider it necessary to hold the weeds on the land.

Practice K-4. CONTOUR CULTIVATION WITH A SHALLOW FURROWING OR SHOVEL-TYPE IMPLEMENT FOLLOWING SMALL-GRAIN CROP HARVEST IN 1939, FURROWS BEING NOT MORE THAN 20 INCHES APART. (APPLICABLE ONLY IN THE SPECIAL WIND-EROSION AREA). Rate of credit-10 acres equal 1 unit.

Specifications. (a) Applicable on cropland only in Las Animas, Baca, Prowers, Kiowa, Cheyenne, Kit Carson, Lincoln, Crowley, Bent, and Otero counties. (b) Purpose of this practice is the control of weeds and conservation of moisture following harvest of a small-grain crop.

Section 8. PAYMENT FOR FULL PERFORMANCE

Payment will be made with respect to any farm for not exceeding soil-depleting acreage allotments, and for achieving soil-building and restoration land goals in an amount which shall be the sum of the following:

(a) and (b) Not applicable.

(c) Wheat.-17 cents per bushel of the normal yield per acre of wheat for the farm for each acre in the wheat acreage allotment; or, if the acreage planted to wheat is less than 80 percent of the wheatacreage allotment, payment will be computed on the normal yield of an acreage equal to 125 percent of the acreage planted to wheat unless the county committee finds that failure to plant 80 percent of such wheat-acreage allotment was due to flood or drought.

(d) Not applicable.

(e) Potatoes.-3 cents per bushel of the normal yield per acre of potatoes for the farm for each acre in the potato acreage allotment; or, if the acreage planted to potatoes is less than 80 percent of the potato

acreage allotment, payment will be computed on the normal yield of an acreage equal to 125 percent of the acreage planted to potatoes unless the county committee finds that failure to plant 80 percent of such potato-acreage allotment was due to flood or drought.

(f) and (g) Not applicable.

(h) Commercial vegetables.-$1.50 for each acre in the commercial vegetable acreage allotment established for the farm; or, if the acreage of land planted to commercial vegetables is less than 80 percent of the commercial vegetable acreage allotment payment will be computed on an acreage equal to 125 percent of the acreage of land planted to commercial vegetables unless the county committee finds that failure to plant 80 percent of such commercial vegetable acreage allotment was due to flood or drought.

(i) General soil-depleting crops.-(Farms in area A except nongeneral allotment farms.) $1.10 per acre adjusted for productivity for each acre in the total soil-depleting acreage allotment established for the farm in excess of the sum of (1) the acreages used in computing payments with respect to the special crop and commercial vegetable acreage allotments established for the farm; and (2) the acreage of sugar beets for sugar planted on the farm in 1939.

(j) Restoration land goal.-50 cents per acre for each acre of restoration land established for the farm.

(k) Payments in connection with soil-building practices.--(1) 50 cents per acre of cropland in the farm in excess of the total soildepleting acreage allotment for the farm (applicable only to farms in area A).

(2) $2 per acre of commercial orchards on the farm January 1, 1939.

(3) (i) Not applicable.

(ii) 3 cents per acre of noncrop open pasture land plus 75 cents for each animal unit of grazing capacity (on a 12-month basis) of such pasture, in the counties of Jackson, Lake, Boulder, Weld, Adams, Denver, Elbert, Delta, Dolores, Hinsdale, La Plata, Mesa, Montrose, Costilla, Saguache, Bent, Crowley, Fremont, Huerfano, Las Animas, and Pueblo. The following rates per acre of noncrop open_pasture land: 5 cents in the counties of Moffat, Arapahoe, Cheyenne, El Paso, Kiowa, Kit Carson, Lincoln, Washington, Archuleta, Montezuma, Baca, Otero, and Prowers: 6 cents in the counties of Chaffee, Clear Creek, Eagle, Gilpin, Grand, Gunnison, Park, Pitkin, Rio Blanco, Routt, Summit, Teller, Jefferson, Larimer, Logan, Morgan, Sedgwick, Douglas, Phillips, Yuma, Garfield, San Juan, San Miguel, Alamosa, Conejos, Mineral, and Custer, and 7 cents in the counties of Ouray and Rio Grande.

(iii) and (iv) Not applicable.

(4) 70 cents per acre of cropland in excess of the sum of (1) the acreages used in computing payments with respect to special-crop acreage allotments established for the farm, and (2) the acreage of sugar beets for sugar planted on the farm in 1939 (applicable only to farms in area B).

(5) 70 cents for each acre in the commercial vegetable acreage allotment established for the farm (applicable only to farms in commercial vegetable-producing areas in area A).

(6) $1.10 per acre, adjusted for productivity, for each acre in the total soil-depleting acreage allotment established for the farm in

excess of the sum of (1) the acreages used in computing payments with respect to the special crop and commercial vegetable acreage allotments established for the farm, and (2) the acreage of sugar beets for sugar planted on the farm in 1939 (applicable only to nongeneral-allotment farms in area A).

Section 9. PAYMENT FOR PARTIAL PERFORMANCE

Payments computed for any farm under the provisions of section 8 shall be subject to all the following deductions which are applicable to the farm.

(a) and (b) Not applicable.

(c) Wheat.-(i) 50 cents per bushel of the normal yield for the farm for each acre planted to wheat in excess of the wheat-acreage allotment or, if the farm is a nonwheat-allotment farm, for each acre of wheat classified as soil-depleting acreage under section 2 (d) (4) (xix) and (xx) in excess of 8 acres.

(ii) Not applicable.

(d) Not applicable.

(e) Potatoes.-(i) (Farms for which potato-acreage allotments are established) 30 cents per bushel of the normal yield for the farm for each acre planted to potatoes in excess of the potato-acreage allotment.

(ii) (Farms for which potato-acreage allotments are not established in commercial potato-producing areas which are not also commercialvegetable-producing areas) 30 cents per bushel of the normal yield for the farm for each acre planted to potatoes for market in excess of 3 acres.

(f) and (g) Not applicable.

(h) Commercial vegetables. (Farms in commercial-vegetableproducing areas) $20 per acre for each acre of land planted to commercial vegetables in excess of the larger of the commercial-vegetableacreage allotment established for the farm or 3 acres.

(i) General soil-depleting crops.-(i) (Farms in area A, except nongeneral-allotment farms) $8 per acre, adjusted for productivity, for each acre of the soil-depleting acreage in excess of the total soil-depletingacreage allotment established for the farm plus the acreages with respect to which deductions are computed under paragraphs (a) to (h), inclusive, of this section 9.

(ii) (Non-general-allotment farms in area A) $8 per acre adjusted for productivity for each acre of the soil-depleting acreage in excess of the sum of (1) 20 acres, (2) not applicable, and (3) the acreages with respect to which deductions are computed under paragraphs (a) to (h), inclusive, of this section 9.

(iii) (Farms in area B for which a total soil-depleting-acreage allotment is established) $5 for each acre classified as soil-depleting in excess of the larger of (1) the total soil-depleting-acreage allotment established for the farm plus the acreages with respect to which deductions are computed under paragraphs (a) to (h), inclusive, of this section 9, or (2) 20 acres.

(j) Soil-building goal. $1.50 for each unit by which the soilbuilding goal is not reached.

(k) Restoration land goal.-$1 for each acre of restoration land on which there are not carried out in 1939 conservation measures
