PREFACE. THE importance of the study of the Science, of Government in a country where every one has an influence in the affairs of government, does not need to be argued. Books suitable for its study in our educational institutions should be furnished. This volume is designed as a textbook for our higher institutions. It contains, in a compact form, the facts and principles which every American citizen ought to know.
