DESCRIPTION AND SOURCES OF DATA IN EXHIBIT A

1. Population:

1940 (includes military personnel), “1950 Population Census," volume 1, number of inhabitants, Bureau of the Census, Department of Commerce. 1948 (includes military personnel) estimates of population of States: 1900 to 1948, "Current Population Reports," series P-25, No. 139, Bureau of the Census.

1958 (civilian population only) estimates of population by age groups for States: July 1, 1957, "Current Population Reports," series P-25, No. 194, Bureau of the Census.

2. Passenger car registrations and truck registrations: Includes only privately registered passenger cars and trucks. Buses are included with trucks in some States in some years. Taken from appropriate annual issues of "Automobile Facts and Figures," Automobile Manufacturers Association, Washington, D.C. 3. Gasoline consumption: Includes both highway and nonhighway consumption of gasoline. Other motor fuels excluded where possible. 4. 5. Common carrier equipment units, class I: Includes trucks, tractors, and trailers, both owned and leased, operated by class I motor common carriers, regular and irregular routes in intercity service.

6. Truck-miles operated and tons of revenue freight: For same carriers and same operations as common carrier equipment units.

7. Bus-miles operated and number of revenue passengers: For class I regular route intercity service, carriers classified as intercity, with owned, leased and contracted equipment.

8. Freight train car-miles operated: Freight car-miles in freight train service including empty cars, class I carriers.

9. Ton-miles of revenue freight: Total revenue ton-miles for class I carriers. 10. Passenger train car-miles: Passenger train car-miles in passenger service, including head-end cars, class I carriers.

11. Revenue passenger-miles: Total passenger miles, including commutation, for class I carriers.
