722. All advertisements, notices and documents whatever, of notices, &c. which are required to be published, are published in the Quebec Official Gazette, unless any other mode of publication is prescribed by law. 31 V., c. 13, s. 3.

723. PRINTING AND OFFICIAL GAZETTE.

§ 1.-Queen's Printer.

725. The Lieutenant-Governor in Council appoints by commission a Queen's printer for the Province. 31 V., c. 13, s. 1; 49-50 V., c. 100, s. 8.

726. The Queen's printer and his employees are attached to the department of the Provincial Secretary.

They form a branch thereof called the "Office of the Queen's Printer." 40 V., c. 9, s. 1; 49-50 V., c. 100, s. 9.

§ 2. Duties of Queen's Printer.

727. The Queen's printer prints and publishes, or causes to be printed and published, for the Government:

1. The statutes of the Province;

2. An official gazette, known as the "Quebec Official Gazette;" 3. Such documents and announcements as the LieutenantGovernor in Council may require to be printed or published. 31 V., c. 13, s. 2.; 49-50 V., c. 100, s. 10.

729. 730. SECTION I.

Management of Treasury

732. The Provincial Treasurer has the management and direction of the Treasury Department. B. N. A. Act, 1867, Department. ss. 134 and 135; 31 V., c. 9; 49-50 V., c. 101, s. 1.

733. His attributions are the following:

1. He advises the Crown in financial matters, and specially upon the receipts and expenditure of the Government;

2. He is charged with the preparation of the budget and the proposing of ways and means. 49-50 V., c. 101, s. 2.

He has the functions, duties and powers which, at the time of the Union, were by law vested in or imposed upon the Minister of Finance and Receiver-General of the late Province of Canada, respectively, in so far as they are compatible with the division of powers established by the British North America Act, 1867, between the Government of Canada and that of this Province, and have not been since modified or affected. 31 V., c. 9, s. 19; 49-50 V., c. 101, s. 3.

3. He has the control and direction of the general deposit office of the Province. 35 V., c. 5; 49-50 V., c. 101, s. 3.

4. He is charged with superintending the execution of the laws respecting mutual fire insurance companies; and he has the control and direction of the inspection of insurance companies. 45 V., cc. 49 and 51; 49-50 V., c. 101, s. 3.

5. He has further the other functions, duties and powers, not repugnant to any law of the Province, which may be, from time to time, assigned to him by the Lieutenant-Governor in Council. 31 V., c. 9, s. 19; 49-50 V., c. 101, s. 3.

741. The consolidated revenue fund is likewise charged with all loans and other debts heretofore contracted or which may be contracted under any act of the Legislature by the Government of the Province, by means of the issue of provincial debentures or otherwise, as also with the interest on such debentures, loans or debts, and with the sinking funds established for their extinction. 40 V., c. 5, s. 1; 49-50 V., c. 101, s. 10.

742. The Lieutenant-Governor in Council may, from time such portion to time, if such course be deemed advisable, direct the Treasurer to invest, in public securities of the Government of Canada, any portion of the consolidated revenue fund, not presently required for expenditure, and may afterwards, whenever requisite to meet expenditure, direct him to dispose thereof to that end, in such manner, on such terms and to such amount as may be deemed most for the public advantage. 31 V., c. 9, s. 27; 49-50 V., c. 101, s. 11.

743. The Lieutenant-Governor in Council may, from time. to time, in case of exigency arising out of failure of the revenue from unforeseen causes, direct the Treasurer to effect any needed temporary loans, chargeable to the consolidated revenue fund, in such manner and form, in such amounts, payable at such periods and bearing such rates of interest, not exceeding six per cent per annum, as the Lieutenant-Governor in Council may authorize; but such loans shall not exceed the amount of the deficiencies in the consolidated revenue fund to meet the charges placed thereon by law, and shall not be applied to any other purpose whatever. 31 V., c. 9, s. 27 ; 49-50 V., c. 101, s. 12.

§ 2. Collection of the Revenue.

744. The words " revenue officer" mean any person emwords "reve- ployed in collecting, managing or accounting for revenue, or in carrying into effect any laws relating thereto or in preventing any contravention of such laws; and, so far as regards accounting for and paying over such revenue, such words include any person who has received or been entrusted with any public money, whether such person was or was not regularly employed for such purpose. 31 V., c. 9, s. 2, 49-50 V., c. 101, s. 13.

745. The Lieutenant-Governor in Council determines what revenue officers it is necessary to employ, and assigns their names of office, fixes their salaries or emoluments, and appoints the time and manner in which the same shall be paid; but no such officer shall receive a higher salary than is allowed in a similar case by any act, nor shall any such salary be paid unless voted. 31 V., c. 9, s. 6; 49-50 V., c. 101, s. 14.
