CHAPTER 259.

SENATE JOINT RESOLUTION NO. 25.

Federal A. & M. College Fund.

▲ JOINT resolution authorizing the A. & M. College to re-imburse the federal A. & M. College funds, making an appropriation therefor, and declaring an emergency.

BE IT RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE STATE OF OKLAHOMA :

Funds-Re-Appropriated.

Section 1. WHEREAS, Nine Thousand Seven Hundred and Fifty ($9.750.00) Dollars, of the appropriation made for the A. &. M. College for the fiscal year ending June 30th, 1922, was not used by the College and was turned back to the State Treasury; and

WHEREAS, the insurance money on the horse barn destroyed by fire, amounting to Ten Thousand Four Hundred and Ninety-one and Three one-hundredths ($10,491.03) Dollars has been turned into the State Treasury; and

WHEREAS, there is due the Dairy Commercial Fund of the College the sum of Six Thousand ($6,000.00) Dollars; and

WHEREAS, there is now in the College Revolving Fund the sum of Two Thousand Five Hundred ($2,500.00) Dollars, which sum was derived from the sale of cattle raised at the College; and

WHEREAS, the Examiner and Inspector finds on an exact audit that the College has used under a prior administration Twenty-eight Thousand Six Hundred ($28,600.00) Dollars of the Federal College Funds and that there is now due the said funds the sum of Twenty-eight Thousand Six Hundred ($28,600.00) Dollars; and WHEREAS, there are no available funds of the College to reimburse these funds:

BE IT THEREFORE RESOLVED, that the President of the A. & M. College is hereby ordered and directed to cover into the State Treasury as collected on or before June 30th, 1923, the sum of Five Thousand Eight Hundred Fifty-eight and Ninetyseven one-hundreths ($5,858.97) Dollars, now due the Dairy Commercial Fund and the sum of Two Thousand Five Hundred ($2,500.00) Dollars, now in the Revolving Fund of the College; and

WHEREAS, the money already covered into the State Treasury, added to that ordered herein to be covered into the Treasury by the College, equals the amount now owing the Federal College Funds;

BE IT FURTHER RESOLVED, that there is hereby appropriated out of any funds in the State Treasury, not otherwise appropriated, the sum of Twenty-eight Thousand Six Hundred ($28,600.00) Dollars, or so much thereof necessary to reimburse the Federal College Fund, and the State Auditor is hereby directed to pay claims made payable to the Federal College Funds when said claims are properly audited and approved by the President and Secretary of the State Board of Agriculture.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby

declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 260.

SENATE JOINT RESOLUTION NO. 29.

Oklahoma Historical Society.

A RESOLUTION authorizing the Board of Directors of the Oklahoma Historical Society to transfer the sum of Eleven Hundred ($1,100.00) Dollars from the contingent fund of the appropriation for the support of that Society for the remainder of the year ending June 30, 1923, to the fund for the payment of salaries and wages for the fiscal year ending June 30, 1923, and declaring an emergency.

Transfer of Funds.

Section 1. BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, that the Board of Directors of the Oklahoma Historical Society is hereby authorized and empowered to transfer from the funds appropriated for the contingent expenses of the Oklahoma Historical Society during the current fiscal year ending June 30, 1923, to the fund for the payment of salaries and wages for the current fiscal year of June 30, 1923, the sum of Eleven Hundred ($1,100.00) Dollars, which said sum is re-appropriated for the payment of salaries and wages for the fiscal year ending June 30, 1923.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this resolution shall take effect and be in full force from and after its passage and approval.

CHAPTER 261.

SENATE JOINT RESOLUTION NO. 30.

Transfer of Land.

A RESOLUTION authorizing the proper officials in the City of Wilburton, in Latimer County, Oklahoma, to transfer certain monies from the Sewer Fund to the Water Fund, and declaring an emergency.

WHEREAS, there is at this time, the sum of Twelve Thousand ($12,000.00) Dollars, belonging to the Sewer Fund in the City of Wilburton, in Latimer County, Oklahoma, which represents an un

used residue of a certain bond issue heretofore had for sewer purposes in said city; and

WHEREAS, the said Twelve Thousand ($12,000.00) Dollars is not needed for the use and benefit of said Sewer Fund, as all the improvements contemplated in the extension of sewers in said city have been completed; and

WHEREAS, a portion of these monies can well be used in the extension of the water system of said city; and

WHEREAS, the citizens and officials of the City of Wilburton are without authority of law to transfer any of the monies belonging to the Sewer Fund, to the Water Fund thereof, and that they desire therefor the sum of Nine Thousand ($9,000.00) Dollars of said Sewer Fund transferred to said Water Fund:

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE NINTH LEGISLATURE:

City Officials-Transfer of Funds.

Section 1. The Mayor and Councilmen in the City of Wilburton are hereby authorized and empowered to transfer the sum of Nine Thousand ($9,000.00) Dollars, now belonging to the Sewer Fund of said City, from said Sewer Fund to the Water Fund of said City, to be used for the improvement of the water department thereof.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 262.

SENATE JOINT RESOLUTION NO. 31.

Rewards.

A RESOLUTION authorizing the Board of County Commissioners of Tulsa County, State of Oklahoma, to pay to certain persons rewards for the arrest and conviction of persons charged with the crime of Highway Robbery within the County of Tulsa, excluding the City of Tulsa, and declaring an emergency.

WHEREAS, on the 17th day of October, 1921, the Board of County Commissioners of Tulsa County, Oklahoma, by action authorized and offered a reward in the sum of One Thousand ($1,000.00) Dollars for the arrest and conviction of each and every Hi-Jacker apprehended and convicted for the offense of robbery committed in Tulsa County outside of the City limits of the City of Tulsa; and

WHEREAS, it appears at a meeting of said Board of County Commissioners held on the 26th day of February, 1923, at the of

fice of said Commissioners in the City of Tulsa, in said County, that said Commissioners adopted a resolution and, by the terms of · which, said Commissioners did then and there declare that under and by virtue of said motion above referred to, the following private individuals were entitled to rewards as provided by the terms of said motion, to-wit:

J. Rea Owen, Carl A. Double, F. B. George, A. T. Twist, and Ed Twist, claimed for the capture and conviction of Tom Cook in the District Court of Pawnee County, Oklahoma, after change of venue from Tulsa County-.

J. Rea Owen, Carl A. Double, F. B. George, A. T. Twist, and Ed Twist, claimed for the capture and conviction of Alvis Fears in the District Court of Pawnee County, Oklahoma, after change of venue from Tulsa County___

AND WHEREAS, said Board of County Commissioners are without authority of law to pay said rewards; and

WHEREAS, said Board of County Commissioners have recommended and petitioned the Ninth Legislative Assembly of the State of Oklahoma, by proper action, to authorize said Board of County Commissioners to pay to the persons above named, the rewards as set out, out of the General Fund of Tulsa County, Oklahoma; therefore,

BE IT RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES OF THE NINTH LEGISLATURE OF THE STATE OF OKLAHOMA:

Board of County Commissioners-Rewards.

Section 1. That the Board of County Commissioners of Tulsa County, in the State of Oklahoma, be, and they are hereby authorized and empowered to pay to the following named persons as rewards for the arrest and conviction of certain persons charged with the crime of highway robbery within the County of Tulsa, excluding the City of Tulsa, as follows:

CHAPTER 263.

SENATE JOINT RESOLUTION NO. 39.

Commission To International Exhibition.

A JOINT resolution authorizing the appointment of a commission to arrange for an International Exhibition to be held in Philadelphia in the year One Thousand Nine Hundred Twenty-six in celebration of the One Hundred and Fiftieth Anniversity of American Independence.

Governor-Commission.

Section 1. BE IT RESOLVED BY THE SENATE AND HOUSE OF REPRESENTATIVES of the Commonwealth of Oklahoma, in general assembly met, that the Governor shall appoint a commission to be known as the "Independence Celebration Commission." The Commission shall consist of five (5) persons, citizens of the Commonwealth. Among the members of said Commission shall be the Governor, two (2) members of the Senate and two (2) members of the House of Representatives.

Organization.

Section 2. The Commission shall organize by the election from among their number of a chairman and secretary. The members of the commission shall not receive any compensation as such, but shall be allowed their actual expenses. The commission is authorized to appoint a clerk who may, or may not be a member of said commission.

Duty.

Section 3. The Commission shall work in conjunction with the Congress of the United States, the Council of the City of Philadelphia, the Legislatures of the several States and the Governments of foreign nations, toward conducting an International exhibition to celebrate in Philadelphia, in the year One Thousand, Nine Hundred Twenty-six, the One Hundred, Fiftieth Anniversary of American Independence.

Appropriation.

Section 4. The sum of Eight Thousand ($8,000.00) Dollars, or so much thereof as may be necessary, is hereby specifically appropriated for the use of the Commission for the two fiscal years beginning June first One Thousand Nine Hundred Twenty-three. Pay
