sessor shall have power to appoint two deputies for full time; the first deputy shall receive a salary of One Hundred Thirty-five ($135.00) Dollars per month, and the second deputy shall receive a salary not to exceed One Hundred Twenty-five ($125.00) Dollars per month, and the County Assessor shall also be allowed One Thousand ($1000.00) Dollars for additional clerical assistance in making up the tax rolls and other work in connection with the Assessor's office.

The County Assessor, or his deputy, shall receive their expenses while away from the county seat on business in connection with the County Assessor's office; provided, that said expense does not exceed Four ($4.00) Dollars per day for more than one hundred (100) days each year. And all of the above and foregoing salaries and expenses shall be paid monthly in the manner provided by law for the payment of such officers out of the county treasury.

Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 19.

SENATE BILL NO. 31.

County Attorneys.

AN ACT authorizing the county attorney of all counties in the state of Oklahoma having a population of not less than 24,600 and not to exceed 24,750, as shown by the Federal census of 1920, to appoint one assistant county attorney and one stenographer and fixing the salary of each, and declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :

County Attorney-Assistants.

Section 1. In all counties in this State having a population of not less than 24,600 and not more than 24,750, as shown by the Federal census of 1920, the county attorney may appoint one assistant county attorney at a salary of $125.00 per month and one stenographer at a salary not to exceed $125.00 per month, payable monthly. Provided, that the above assistant and stenographer shall be in lieu of all other help now provided by law for such county attorneys. Emergency.

Section 2. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 20.

SENATE BILL NO. 34.

County Officials.

AN ACT providing for the number of deputies, assistants and stenographers for the several county officers and regulating and providing for the salaries of said stenographers in all counties in the state of Oklahoma having a population of not less than 16,669 nor more than 16,689, according to the last preceding Federal Decennial Census, and declaring an emergency.

Section 1. That in all counties in this State having a population of 16,669 and not more than 16,689, as shown by the last preceding Federal Decennial Census, the County Judge, County Attorney, Sheriff, County Clerk, Court Clerk, County Treasurer, County Assessor and County Superintendent shall be allowed the following salaries as herein provided and shall, with the consent of the Board of County Commissioners, be allowed the number of deputies, assistants and stenographers as herein provided and such deputies shall, with the consent of the County Commissioners, receive the salaries as hereinafter provided.

County Judge-Salary.

Section 2. The County Judge in such counties shall receive a salary of Nineteen Hundred Fifty ($1,950.00) Dollars, per annum, payable monthly, and shall be allowed one stenographer who shall receive a salary of One Hundred ($100.00) Dollars, per month, and to retain transcript and case-made fees.

County Attorney-Salary.

Section 3. The County Attorney in such counties shall receive a salary of Nineteen Hundred Fifty ($1,950.00) Dollars, per annum, payable monthly, and shall be allowed to appoint one assistant, if the County Commissioners shall find it necessary, said assistant to receive a salary of not to exceed One Hundred ($100.00) Dollars, per month.

Sheriff-Salary-Undersheriff.

Section 4. The Sheriff in such counties shall receive a salary of Nineteen Hundred Fifty ($1,950.00) Dollars, per annum, payable monthly, and shall be allowed, with the consent of the County Commissioners, to appoint one undersheriff who shall receive a salary of One Hundred Twenty-five ($125.00) Dollars, and one field deputy who shall receive a salary of One Hundred Twenty-five ($125.00) Dollars, per month, and mileage as is now allowed by law.

Court Clerks-Salary.

Section 5. Court Clerks in such counties shall receive a salary of Seventeen Hundred Fifty ($1,750.00) Dollars, per annum, payable monthly, and shall be allowed, with the consent of the County Commissioners, to appoint one deputy at a salary of One Hundred ($100.00) Dollars, per month.

County Clerks-Salary.

Section 6. County Clerks in such counties shall receive a salary

of Seventeen Hundred Fifty ($1,750.00) Dollars, per annum, payable monthly, and shall be allowed, with the consent of the County Commissioners, to appoint two deputies, one who shall receive a salary, with the consent of the County Commissioners, of One Hundred Ten ($110.00) Dollars, per month, and one Ninety ($90.00) Dollars, per month.

County Treasurer-Salary.

Section 7. The County Treasurer in such counties shall receive a salary of Seventeen Hundred Fifty ($1,750.00) Dollars, per annum, payable monthly, and shall be allowed, with the consent of the County Commissioners, to appoint two deputies, one who shall receive a salary, with the consent of the County Commissioners, of One Hundred Ten ($110.00) Dollars, per month, and one Ninety ($90.00) Dollars, per month.

County Assessor-Salary.

Section 8. The County Assessor in such counties shall receive a salary of Seventeen Hundred Fifty ($1,750.00) Dollars, per annum, and be allowed Eight Hundred ($800.00) Dollars, per year, for deputy hire.

County Superintendent-Salary.

Section 9. The County Superintendent shall receive a salary of Seventeen Hundred Fifty ($1,750.00) Dollars, per annum, payable monthly.

Board of Commissioners-Emergency.

Section 10. In all cases of emergency the Board of County Commissioners are hereby authorized to permit the county officers enumerated in this Act to appoint additional deputies at a salary to be fixed by the Board of County Commissioners, and not to exceed the salaries herein provided for. Before such county officer shall be authorized to hire any additional help under this Act, he shall file with the Board of County Commissioners a petition setting out the emergency requiring additional help, the number of additional deputies desired and salaries proposed to be paid such additional deputy or deputies, said petition to be published in the official county paper for two issues before being acted upon. On each said petition, the Board of County Commissioners shall have a public hearing and where such emergency exists, County Commissioners may authorize the employment of such additional help at a salary to be fixed by said Board of County Commissioners.

Emergency.

Section 11. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 21.

SENATE BILL NO. 35.

Supreme Court Commissioners.

AN ACT providing for the appointment by the Governor of fifteen Supreme Court Commissioners, same to be divided into five divisions, prescribing their qualifications, defining their salaries, providing for clerical assistance, and declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA :

Supreme Court Commissioners Governor-Appointment.

Section 1. The Governor of the State of Oklahoma, upon the approval of this Act, shall, with the consent and approval of the Supreme Court, appoint and commission fifteen persons as Commissioners of the Supreme Court, having the qualifications required for the office of Justice of the Supreme Court of this State. The Governor shall issue to each a commission, which shall be recorded on the minutes of the Supreme Court. Said Commissioners shall hold office for a term ending December 31, 1926. All vacancies in the office of said Commissioners to be filled in the same manner as is required in the appointment of the Commissioners as hereinbefore provided. Commissioners so appointed shall not be permitted to practice as attorneys before any court in this State during the terms of their office. Said Commissioners shall be divided into five divisions to be known as Supreme Court Commission divisions numbers one, two, three, four and five; the members of each division to be designated by the Supreme Court. Each of the Commissioners shall receive a salary of Five Thousand ($5,000.00) Dollars, per annum, which shall be payable at the same time and in the same manner as is the salary of the Justices of the said Supreme Court. Each Commissioner before entering upon the discharge of his duties of office, shall take and subscribe to the constitutional oath of office prescribed for other state officials.

Same-Duties.

Section 2. It shall be the duty of said Supreme Court Commissioners, under such orders, rules and regulations as the Supreme Court may adopt, to assist the said court in disposing of causes now pending or hereafter brought to said court by appeal or otherwise. Said Commissioners shall hear, consider and determine all questions which may arise in all causes submitted to it, and shall make its findings and opinions in writing to be filed with the Clerk of the Supreme Court, and to have the same force and effect as findings and opinions of the Supreme Court, subject, however, to the jurisdiction of the Supreme Court, to review same in whole or in part, under such rules and regulations as the Court may prescribe.

Stenographers-Offices and Supplies.

Section 3. Each of said Commissioners may appoint one stenographer who shall receive the same compensation as paid for such like service performed for the members of the Supreme Court; and such Commissioners may procure offices, rooms and office furniture, supplies and necessaries for conducting the business required by said Commission, all of which is to be paid for on proper vouchers provided by the Supreme Court; Provided, no compensation shall be

paid to any of the Commissioners until such Commissioner has assumed his duty.

Emergency.

Section 4. It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this Act shall take effect and be in full force from and after its passage and approval.

CHAPTER 22.

SENATE BILL NO. 37.

Warehouse System.

AN ACT providing for the incorporation, organization and operation of a warehouse system for the State of Oklahoma, making appropriation therefor, and declaring an emergency.

BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHCMA:

Warehouse System.

Section 1. A warehouse system for the State of Oklahoma is hereby established as hereinafter provided.

Farmers' Co-operative Association-Definition.

Section 2. For the purposes of this Act the term "Farmers' Co-operative Association," shall be deemed to mean: (1) any corporation organized by fifty or more growers or producers of agricultural products, under the provisions of Chapter 147, of the Session Laws of Oklahoma, 1919; or (2) any corporation organized by fifty or more such persons under the other co-operative laws of the State of Oklahoma, for the purpose of buying, building, maintaining or operating a warehouse or warehouses, cold storage or curing plant or plants, for the storing, handling or marketing of agricultural products; or (3) any subsidiary corporation organized, owned and controlled by any corporation organized as aforesaid. The term “agricultural product or products," as used in this Act, shall be deemed to mean grain, cotton, broom-corn, hay, wool, and any or all other agricultural, livestock or poultry products, and poultry, which may be included by a special ruling of the State Board of Agriculture as being suitable for warehousing or storage. The term "warehouse," as used in this Act, shall be deemed to mean any local or terminal warehouse, cold storage plant or curing plant, owned or operated by a farmers' co-operative association, and used or to be used for the purpose of storing, handling or marketing any agricultural product as defined herein, except as otherwise stated in this Act; provided, that all such warehouses shall be licensed by the State Warehouse Superintendent as a condition to their becoming a part of the State Warehouse System.

State Warehouse Superintendent-Salary.

Section 3. The position of State Warehouse Superintendent is hereby created. Said State Warehouse Superintendent shall be se
