Authorizing a temporary loan for the use of the Commonwealth.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That the Governor is hereby authorized to negotiate a

SECTION 3. The commissioners of Lancaster county be and they are hereby authorized to pay to William Kirkpatrick, his heirs, executors, administrators or assigns, the purchase money . certain lot in for a lot of ground in the city of Lancaster, purchased from him by the directors of the first section of the second school district in said city, and to take a conveyance for the same, and hold the same for the use of the directors of the first section of the second school district, in the city of Lancaster aforesaid, so long as the building erected on said lot of ground shall be used by the said directors for the purposes of education; and when the same shall cease to be so used, the said lot of ground and buildings thereon erected, shall be vested in the commissioners of the county of Lancaster for the use of the said county.

Relating to the courts of Armstrong county, and to authorize the courts of Quarter Sessions of Washington and Allegheny counties to nams and to change the names of townships..

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the same, That from and after the passage of this act the June and December terms of the court of Common Pleas and Quarter Sessions of Armstrong county, shall commence on the second Monday of June and December and continue two weeks, unless otherwise ordered by the court at the preceding term: Provi ded, That when the court shall be of opinion that two weeks, as aforesaid, are unnecessary, said court shall commence on the third Mondays of June and December as heretofore.

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the sume, That the select and common councils of the city of Pitts- Select and burg may whenever they deem it necessary confer upon the com.councils Mayor and Alderman of said city, the jurisdiction, power and may confer authority to recover summarily or by penal action, as the case power upon may be, any fines and forfeitures inflicted for the violation of the mayor and provisions of any ordinances which have been or may hereafter recover fines, be enacted and ordained by said councils for the government of &c. said city: Provided, Said fines and forfeitures do not exceed Proviso. one hundred dollars: And provided further, That in all sum- 2d Proviso. mary convictions under ordinances where fines, forfeitures or imprisonment are inflicted the person or persons convicted may appeal to the next term of the Mayor's court of said city within ten days after conviction, on entering security approved by the Mayor or Alderman before whom the conviction has been entered.

SECTION 2. SECTION 3. It shall be the duty of the president and managers of said company to cause the second, third and fourth sections of this act to be published in at least three times in two of the newspapers in Allegheny county, at the expense of the com pany, the first publication to be at least fifteen days before the said company can enforce the provisions of this act.

SECTION 4. The time allowed in the act, entitled An act authorizing the Governor to incorporate the Washington and Pittsburg turnpike road company, passed twenty-fifth day of March, one thousand eight hundred and seventeen, for the com pletion of the said road, be and the same is hereby extended for one year beyond the time allowed in the said recited act, and the charter of the said company and the several laws relative thereto, or in any manner concerning the said turnpike road company which are now in force, shall be and remain in as full force as though the time in this act extended had been al lowed in the original act.

SECTION 5. The ninth section of the act, entitled An act for erecting the county board, and concerning the commissioners and auditors of the county of Philadelphia, and for other purpo ses, passed the tenth day of April, Anno Domini, one thousand eight hundred and thirty-four, relating to jurors and viewers appointed by the court of Quarter Sessions for the county of Phil adelphia, be and the same is hereby repealed: Provided, That in all cases the fees now provided by law for road jurors in the city and incorporated districts of Philadelphia county, shall be considered as in lieu of all costs or charges on the county for entertainment for said viewers.

SECTION 6. The president and directors of the Pittsburg and Coal Hill turnpike road company, be and they are hereby authorized to extend said road from the point designated in their charter, near to William Arthers, Esquire, in the county of Allegheny, to some point on the Pittsburg and Greensburg turn pike road, as best to suit public convenience, and to lay out and construct the same, and to enlarge the stock of said company for that purpose, as fully and effectually, as if it had been in their original charter, agreeably to the provisions of the act, passed the eighth day of April, one thousand eight hundred and thirtythree.
