sioners of the county of Philadelphia for such sum or sums as may be necessary or required, if it shall appear reasonable. and that the accounts of said inspectors are properly kept and adjusted, the commissioners of the said county shall draw an order on the treasurer of the county of Philadelphia for such sum or sums as may be neceesary to satisfy such demands.

SECTION 13. Every person who shall after the completion of a term less of said prison, be convicted in any court of criminal jurisdiction than 2 years, in the city or county of Philadelphia, of any crime, the punishimprisonm'nt ment of which would be imprisonment in the gaol and penitenin Philadelp. tiary house of Philadelphia, for a period of time under two years, shall be sentenced by the proper court, to suffer punishment in the Philadelphia county prison, by separate or solitary confinement at hard labor, for and during the term of their sentence, and shall be fed, clothed and treated as is hereinbefore provided for in this act.

SECTION 14. All persons who may be convicted according to the existing laws of this Commonwealth before the mayor, or disorderly recorder or any alderman of the city of Philadelphia, or before person, sen- any alderman or justice of the peace of the county of Philadel phia, as a vagrant or disorderly person shall be sentenced to suffer separate confinement at hard labor in the Philadelphia county prison for the term of one month, and be fed, clothed and treated as convicts in said prison are directed to be fed, clothed and treated: Provided, That the inspectors may discharge persons committed as vagrants and disorderly, or send them to the House of Employment of the Alms House, there to be dealt with according to the provisions of the fourteenth section of the act, passed the fifth March, one thousand eight hundred and twenty-eight, entitled An act for the relief and employment of the poor of the city of Philadelphia, the district of Southwark, and the township of the Northern Liberties.

SECTION 15. SECTION 19. So much of any act or acts of Assembly of this Commonwealth, as is altered or supplied by this act, be and the same is hereby repealed.

A further Supplement

To the act entitled "An act to incorporate the township of Moyamensing, in Philadelphia county."

SECTION 1. Be it enacted by the Senate and House of Representatives of the Commonwealth of Pennsylvania in General Assembly met, and it is hereby enacted by the authority of the Commis'ners same, That the commissioners of the township of Moyamensing, authorized to are hereby authorized to put out as apprentices to some trade put out to or calling, all poor children who may become chargeable, that some trade is children of such poor persons as are dead without leaving any poor children property or any kindred bound by law to maintain them, or who if living are unable to maintain them, or have deserted them; males to the age of twenty-one years, and females to the age of eighteen years; and whereas, it frequently happens that children who have been receiving public support for indefinite pe. riods are claimed by their parents when they arrive at a proper age for being bound out as aforesaid, to prevent such binding therefore, be it enacted that said commissioners are authorized to bind out, as aforesaid, all children that can have or may receive public support in the Alms-house of the said township, although their parents may demand their discharge, unless the expenses incurred in their support be refunded.

of the said commissioners, the case shall be such as to make it expedient, they shall cause to be opened in the books of the Alms house, an account with the person or persons so received, and shall charge him, her or them a fair and moderate price for the maintenance and other articles furnished for their relief, and shall credit such persons with a just and liberal allowance for any work they shall perform or services they may render; and any person who may be sent to the Alms house, and cured of any disease brought on by vicious habits, may be detained in the said Alms house by the said commissioners, and compel led to perform such work and services as the said commissioners may order and direct, until they have compensated by their labour for the expenses incurred on their account, unless dis

charged by special permission of the said commissioners; and it shall be the duty of the said commissioners to furnish such person or persons as aforesaid with sufficient work and employment according to the physical abilities, so as the opportunity of reimbursement may be fully afforded; and for the more complete carrying into effect the provisions of this law, the said commissioners are hereby authorized and empowered to exercise such authority, as may be necessary to compel all persons commiss❜ners ́within the said alms-house, to do and perform all such work, labor and services as may be assigned to them by the said commissioners, provided the same be not inconsistent with the ability or condition of such person.

SECTION 4. It shall and may be lawful for the said commissioners to erect and build, as the state of improvement, and the Authorized to number and convenience of the inhabitants in the neighborhood build market shall require, market houses along Eleventh street, in the said township; and also to make such rules and regulations for the good government of such market houses, and of the markets held therein, or in the said street, as to them shall appear necessary and useful, and as shall not be inconsistent with the existing laws of this commonwealth; and it shall and may be lawful for the said Commissioners for the purpose of carrying this law into effect, to borrow a sufficient sum of money, and for the re- Borrow payment of the same and the interest thereon, to demise, lease money. and let the stalls, stands and places in the said market and market houses, and the rent thereof to receive, take and recover; and the said commissioners are hereby authorized to permit markets to be holden therein at any time before eight o'clock in the morning of the first day of the week, during the months of June, July, August and September in every year. And be it further provided, That the court of Quarter Sessions in and for Court of Q. To pave and lay conduit pipes for the introduction

Proviso.

SECTION 6. It shall and may be lawful for the said commissioners to pave or cause to be paved, the court way of any road, street, lane or alley north of Federal street, in said township, lay or cause to be laid therein the conduit pipes for the introduction of the Schuylkill water, the costs and expenses thereof to be borne by the respective owner or owners, of the ground fronting thereon, agreeably to the existing laws and regulations respecting the assessment, lien and collection thereof: Provided, That such improvement be required by the public good, be petitioned for in writing by at least twenty citizens or property holders of the said township, and if remonstrated against, there shall be a majority of one-third of the whole number of such 2d Proviso. petitioners in favor of the same: And provided, That at least three months legal notice be given to the owner or owners, at whose cost said improvement is to be made, and the said owner or owners shall have neglected or refused to have such courtway or lay the conduit pipe therein: And provided also, That all real estate so improved within the township, shall be subject to the payment of the debts hereafter contracted by the said commissioners for or by reason of any work done or materials furnished in laying the conduit pipe for the introduction of the Schuylkill water in any road, lane, street or alley in front of said real estate before any other lien hereafter created.

SECTION 1. Be it enacted by the Senate and House of Retight of the presentatives of the Commonwealth of Pennsylvania, in General Comm. to the Assembly met, and it is hereby enacted by the authority of the state of the same, That all and singular the real estate lately belonging to Union Acad. the trustees of the Union Academy of the borough of Easton, in the county of Northampton, the charter whereof has become forborough of feited, and all the right, title, claim and interest of said trustees Easton.
