The increase for the Abraham Lincoln was $2,300. The position of superintendent was reallocated in November 1935 and no funds were provided for the increase for 1937. We are asking for those funds to increase the salary, which was formerly $1,200, to $2,000.

Also five laborer positions were reallocated from $720 to $1,080 per annum, without funds having been provided for the increase. The additional sum of $1,800 is needed to provide for the increases during the fiscal year 1938.

COLONIAL NATIONAL HISTORICAL PARK

At Colonial National Historical Park the increase is $4,940. A large part of it, $3,750, is for administration and protection.

We are asking $1,440 for a new position of junior clerk-stenographer to assist in the increased clerical work.

Also, we are asking for a ranger at $1,860 to enforce the regulations, prevent reckless driving, and regulate traffic from Yorktown to Williamsburg.

In the "Maintenance, repair, and operation" item there is an increase of $3,190. We have 40 buildings, 24 of which have been constructed since the establishment of the park. Most of the buildings are restorations and reconstructions of colonial structures, erected on ancient foundations; and the maintenance, workmanship, and materials necessary to keep them in a proper state of repair must be of the highest quality obtainable.

There is a decrease in the equipment item of $2,000.

Mr. SCRUGHAM. Those in general are all fully authorized by law? Mr. DEMARAY. Oh, yes, sir.

Mr. SCRUGHAM. And the increases are rendered necessary by the constantly increasing interest and attendance, I take it?

Mr. DEMARAY. Yes, sir; we don't have our actual records of travel at Lee Mansion, or the number of visitors there, but at Morristown, so far as our records are concerned, there were 53,737 visitors in 1935, and over 550,000 in 1936.

Mr. SCRUGHAM. There is not only an increase, but it shows that the demand is greater.

Mr. DEMARAY. At George Washington's birthplace we are asking less than we had last year by $1,350.

NATIONAL MILITARY PARKS, BATTLEFIELDS, MONUMENTS, AND

CEMETERIES

Mr. SCRUGHAM. The next item covers national military parks, battlefields, monuments, and cemeteries.

Mr. DEMARAY. The following justification is submitted:

The net increase of 27,840 provides additional funds for administration, protection, and maintenance of the national military parks, battlefields, monuments, and cemeteries, as follows:

ANTIETAM BATTLEFIELD SITE, MARYLAND; DECREASE, $570

Administration and protection; increase, $180.-This increase is needed to provide for the full amount of the salary for the position of superintendent which was reclassified in 1936 from grade CAF-4 at $1,800 to grade CAF-5 at $2,000 per annum. A saving of $20 has been effected in the item for furnishing heat, light, power, etc., resulting in a net increase of $180 in the account. Equipment; decrease, $750.

ANTIETAM NATIONAL CEMETERY, MD.; INCREASE, $60

Administration and protection; increase, $360.-The position of superintendent was reclassified under the provisions of the Classification Act of 1923 from grade CU-4 at $1,320 per annum to grade CU-6 at $1,680 during the fiscal year 1936. No funds have been provided for the increase in salary and the additional sum of $360 is recommended for 1938.

Equipment; decrease, $300.

CHALMETTE MONUMENT AND GROUNDS, LA.; DECREASE, $130 IN THE EQUIPMENT CHATTANOOGA NATIONAL CEMETERY, TENN.; INCREASE, $1,430

Maintenance, repair, and operation; increase, $1,200.-Several laborer positions were reclassified under the Classification Act of 1923 for which no provision was made in the allotment for 1937. An additional sum of $1,200 is recommenedd to provide sufficient funds for the payment of full salaries during the 1938 fiscal year.

Equipment; increase, $230.-This increase, plus $70 in the account, will provide $300 for the purchase of two draft mules to replace those now available which are so old and crippled from ringbone that they are no longer able to perform the work required, and for the replacement of old and worn-out small tools and equipment.

CHICKAMAUGA-CHATTANOOGA

NATIONAL MILITARY PARK, GA.; INCREASE, $2,400

Administration and protection; increase, $1,548.-Museum exhibits are being prepared and the museum will have been opened to the public by the fiscal year 1938. An increase of $1,548, plus a saving of $452 in other accounts, will provide for the employment of a junior historian to care for the museum and its exhibits and explain the exhibits to the visiting public.

Maintenance, repair, and operation; increase, $600.-An increase of $200 is required to provide proper maintenance for the new administration museum building, completed recently with Public Works funds, and for adequate repairs to the old structures. An additional sum of $200 is included for the maintenance of the park sewer system which has been extended with Public Works funds to serve the new administration and utility buildings. The sum of $100 will be needed to provide for the maintenance of two new electric water pumps installed in the Lookout Mountain Park, and for repairs to the truck acquired recently. During the 1936 fiscal year, four employees' quarters were wired for electricity, requiring an additional sum of $100 for added electric service, including bulbs, xfuses, etc.

Equipment; increase, $252.-This increase, plus $600 in the account, will provide $852 for the purchase of equipment. The sum of $300 is proposed for the replacement of a motorcycle purchased in 1931 which will be unserviceable by The fiscal year 1938. The sum of $552 will provide for the purchase of a light truck o replace an old vehicle not fit for further use and for the replacement of small ools and equipment such as axes, trash cans, garden hose, lawn mowers, etc.

FORT DONELSON NATIONAL MILITARY PARK, TENN.; INCREASE, $400

Administration and protection; increase, $360.-Under the provisions of the Clasification Act of 1923, the superintendent's position was reallocated from grade CU-4 at $1,320 per annum to grade CU-6 at $1,680. Provisions for the increase were not made for the fiscal year 1937 and an additional sum of $360 is recomnended to provide for the increase for the 1938 fiscal year.

Maintenance, repair, and operation; increase, $40.-This increase is essential to rovide for the purchase of new tires for each of the two trucks operated by the ark.

FORT JEFFERSON NATIONAL MONUMENT, FLA.; INCREASE, $3,200

Administration and protection; increase, $2,200.-Fort Jefferson was declared a national monument in 1935 and has been maintained until recently by the Florida Works Progress Administration. That organization is unable to continue work on the project, and it becomes necessary to provide funds for protection, to prevent commercial fishing in protected waters and the gathering of boat loads of birds' eggs from the bird refuge. The sum of $2,200 is recommended for the establishment of a permanent position of junior historian, who will act as custodian of the monument and perform the administrative work, and for office supplies, communication service, and heat, light, and power.

Equipment: increase, $1,000.-This increase is proposed for the purchase of a field radio, office furniture, and small tools and equipment. The radio is essential for emergency purposes due to the isolation of the monument from the mainland.

FORT M'HENRY NATIONAL PARK, MD.; INCREASE, $1,800

Administration and protection; increase, $1,800.-Since the approval of the 1937 appropriation, 12 museums room in 3 buildings have been equipped with exhibits and are now ready for opening to the public. The development of the museum work necessitates the establishment of a permanent ranger-historian position at $1,800 per annum in lieu of a temporary ranger-historian position, for temporary labor for janitor service in the museum, and for the purchase of leaflets, labels, stationery, and photograph supplies in connection with the museum development. FORT MARION AND FORT MATANZAS NATIONAL MONUMENTS, FLA.; DECREASE $750 IN THE EQUIPMENT ACCOUNT

FORT PULASKI NATIONAL MONUMENT, GA.; INCREASE, $1,200 Administration and protection; increase, $1,620.-This increased sum will be required for the salary of a new perinanent assistant clerk-stenographer. The administrative work for Forts Pulaski, Marion, Matanzas, and Jefferson, and Castle Pinckney is handled by one superintendent who supervises operation, construction, maintenance, museum development and the educational program. Stenographic assistance is essential to handle the correspondence, personnel records, timekeeping, purchasing, billing, etc.

Equipment; decrease, $500.

FREDERICKSBURG AND SPOTTSYLVANIA COUNTY BATTLEFIELDS MEMORIAL NATIONAL MILITARY PARK, VA.; INCREASE, $3,950

Administration and protection; increase $3,600.-The Virginia battlefield parks are rapidly becoming one of the most interesting groups in the system. The present historical staff consists of one junior historian at a salary of $2,000 per annum. An increased sum of $2,000 is needed for the employment of an additional junior historian to meet partially the educational problems. An increase of $800 is included for a portion of the salary of a janitor-boiler tender for duty in the new administration building constructed with Public Works funds. The clerical duties have increased materially and the sum of $800 is recommended to provide temporary clerical service to handle the increased work.

Maintenance, repair, and operation; increase, $350.—This increase will be required for the maintenance, operation, and repair of two passenger-carrying vehicles. No funds have been allotted previously for this purpose.

GETTYSBURG NATIONAL MILITARY PARK, PA.; INCREASE, $2,100

Administration and protection; increase, $2,200.-Two new entrance stations have been erected in the area with Public Works funds and an increase of $1,800 is recommended for the employment of two temporary ranger-historians for a period of 6 months each to provide proper guide service for visitors. Under the provisions of the Classification Act of 1923, the positions of superintendent and chief clerk were reallocated from grade CAF-10 at $3,600 to grade CAF-11 at $3,800, and from grade CAF-4 at $1,800 to grade CAF-5 at $2,000 per annum. respectively. An additional amount of $400 will be needed to provide for these increases during the fiscal year 1938.

Maintenance, repair, and operation; increase, $100.-An increase of $100 is essential to provide for the maintenance of 2 entrance stations, 2 comfort stations, and a utility building constructed recently with Public Works funds.

Equipment; decrease, $200.

GETTYSBURG NATIONAL CEMETERY, PA.; INCREASE, $540

Administration and protection; increase, $540.-Under the provisions of the Classification Act of 1923, the superintendent's position was reallocated from grade CU-4 at $1,320 per annum to grade CU-7 at $1,860. This reallocation will require an additional sum of $540 to provide for the increase during the fiscal year 1938.

KENNESAW MOUNTAIN BATTLEFIELD PARK, GA.; DECREASE, $775 IN THE EQUIPMENT ACCOUNT

KILLDEVIL HILL MONUMENT, N. C.; INCREASE, $2,990

Administration and protection; increase, $2,190.-Under the provisions of the Classification Act of 1923, the position of superintendent was reallocated from grade CU-3 at $1,200 to grade CU-7 at $1,860 per annum, for which no additional funds have been provided. An increase of $990 is urgently recommended to provide for the salary increase of the superintendent during the fiscal year 1938 and for the employment of a temporary clerk for 3 months to assist the superintendent during the travel season. The increased number of visitors, and expanded activities, have added considerably to the administrative work of the monument. The present allotment of funds provides for the services of a guard for a period of 6 months. The increased travel to the area and the opening of the monument 24 hours daily require additional protection services, and an increase of $1,200 is recommended to establish a new permanent position of guard.

Maintenance, repair, and operation; increase, $800.-To prevent the area from reverting to drifting sand, it will be essential to spread approximately 35 tons of fertilizer, costing $30 per ton, over 64 acres of ground to encourage the growth of vegetation. An increase of $800 is urgently recommended to provide for this work.

KINGS MOUNTAIN NATIONAL MILITARY PARK, S. C.; INCREASE, $3,750

Administration and protection; increase, $2,900.-In commemoration of the battle of Kings Mountain which was fought on October 7, 1780, the Kings Mountain Battleground in the State of South Carolina, including such adjacent and contiguous lands as may be useful and proper in carrying out the purposes of the act, was declared a national military park by the act of Congress approved March 3, 1931, and transferred to the National Park Service by Presidential proclamation in October 1933. The administrative work of the park is now performed in the office of the Superintendent of Colonial National Historical Park; however, with the development of the area, it will be necessary to set up an administrative force at the site.

It is proposed to establish a new (permanent) position of superintendent at a salary of $2,600 per annum, and the sum of $300 will be required for office supplies, fuel for the office building, travel expenses of the superintendent, freight, and electricity. The appointment of a superintendent is essential to plan the development work and supervise operations, maintenance, construction and educational and research activities.

Maintenance, repair, and operation; increase, $100.-This increase is recommended to provide for the maintenance, repair, and operation of a passenger vehicle proposed for purchase in 1938.

Equipment; increase, $750.-This increase is proposed for the purchase of a passenger car for use of the superintendent. The availability of such a vehicle is essential for the administration, contact, and development work of the area.

MARKER AT COLUMBUS, GA.; INCREASE, $1,000

The sum of $1,000 is recommended to carry out the provisions of the act approved April 10, 1936 (Public, No. 499, 74th Cong.), which authorizes an appropriation of that amount for the erection in Columbus, Ga., of a suitable marker or markers to commemorate the site of the engagement of Columbus fought in that city on April 16, 1865.

MERIWETHER LEWIS NATIONAL MONUMENT, TENN.; INCREASE, $100

Maintenance, repair, and operation; increase, $100.-The monument reservation comprises an area of 300 acres and the one permanent laborer is unable to maintain the grounds properly. An additional sum of $100 is recommended for the employment of temporary labor to assist in keeping the grounds in proper condition.

MOORES CREEK NATIONAL MILITARY PARK, N. C.; INCREASE, $175 Maintenance, repair, and operation; increase, §125.-Practically all of the buildings in the area were erected about 1907 and, due to the age of the structures, considerable repairs are necessary to preserve them in proper condition. An increase of $100 is included for miscellaneous labor and materials to allow proper repairs. The Chevrolet truck operated in the park was purchased in July 1934. Repair work increases with age and by the fiscal year 1938 an additional sum of $25 will be needed to maintain the vehicle in proper condition.

Equipment; increase, $50.—This increase, plus $125 in the account, will provide $175 for the purchase of a power mower and office equipment. The present method of using horse-drawn mowers for cutting grass is unsatisfactory.

PETERSBURG NATIONAL MILITARY PARK, VA.; INCREASE, $1,640

Administration and protection; increase, $1,640.-With the increase in the num ber of visitors and the expansion of activities, it is impracticable for the superintendent to perform also the clerical duties incident to the administration of the park, and an increase of $1,440 is urgently recommended for the employment of a junior clerk-stenographer. An additional sum of $200 will be required for fur nishing heat, light, and power to the Crater Building acquired July 30, 1936, for which funds were not made available previously.

SHILOH NATIONAL MILITARY PARK, TENN.; INCREASE, $350

Equipment; increase, $350.– This increase, plus $100 in the account, will provide $150 for the purchase of equipment. The sum of $350 is proposed for te purchase of a motorcycle for use of the guard in patrol work, and an amount of $100 will be needed for the purchase of flags, and miscellaneous tools and equipment.

SHILOH NATIONAL CEMETERY, TENN.; INCREASE, $190

Administration and protection; increase, $320,--Under the provisions of the Classification Act of 1923, the position of superintendent was reallocated from grade CU 4 at $1,320 to grade CU 6 at $1.650 per annum, for which no alitional funds were made available. An increase of $360 will be required to provide for the increased salary during the 1958 fiscal year.

Equipment; decrease, $170.

STATUE OF LIBERTY, N. Y.; INCREASE, $200

Administration and protection; increase, $200.—This increase is urgently recommended for the establishment of a permanent position of junior historian at a salary of $2,000 per annum in lieu of the present ranger-historian position at $1,500 per annum. This change is essential to provide proper educational service for the large number of visitors to the statue which occupies such a prominent location in the port of New York.

STONES RIVER NATIONAL MILITARY PARK AND CEMETERY, TENN.; INCREASE, $540 Equipment; increase, $5.40.—This increase, plus $130 in the account, will provide $670 for the purchase of a truck to replace a 1929 model Chevrolet wich Will be unserviceable by the 1938 fiscal year.
