We have three new employees' quarters, and this $150 is necessary now to maintain them.

Four hundred dollars is for equipment. We have $700 in this account and we are asking $400 increase, which will make $1,100.

It is proposed to purchase a passenger car at a net cost of $500 to replace a vehicle purchased in 1933, which will have traveled approximately 80,000 miles by the 1938 fiscal year. The sum of $600 will provide for the replacement of a pick-up truck purchased in 1929 and the purchase of new and the replacement of old tools and equipment. Our travel increased from 97,280 in 1935 up to 124,393 in 1936.

NATIONAL MONUMENTS

Mr. SCRUGHAM. Let us now take up this item of national monuments, on page 425 of the bill.

Mr. DEMARAY. The justification for that is as follows:

The net increase of $38,600 provides additional funds for administration and maintenance of the national monuments as follows:

SOUTHWESTERN MONUMENTS, GENERAL ADMINISTRATION, INCREASE $3,560 Administration and protection; increase, $2,790.-The sum of $1,620 is recommended for the employment of a clerk-stenographer to assist in handling the large volume of correspondence necessary in the administration of 25 widely separated monuments. An increase of $1,020 is needed for the employment of a janitor to care for the administration and museum building. The transpor tation of various museum exhibits prepared in Berkeley, Calif., and the greater use of photography in the educational work will require an additional sum of $150.

Maintenance, repair, and operation; increase $150.-The increased amount of $150 is required for the headquarters share of maintenance of the water system at Casa Grande, for repairs to equipment, and for the operation of an additional set of employees' quarters.

Equipment; increase $620.-This increase, together with the sum of $950 in the account, provides $1,570 for equipment. The sum of $570 is proposed for the replacement of a passenger car purchased in 1932. The amount of $80 is proposed for the purchase of a truck to replace a vehicle received after it was discarded as surplus material by the Geological Survey and which is in poor condition. The remaining sum of $200 will provide for office equipment.

ARCHES, UTAH, INCREASE $139

Administration and protection; increase $169.—This increase is recommended to extend the employment of the temporary ranger by one month, making a total of 3 months, and for additional office supplies, gasoline, oil, etc. Equipment-Decrease $30.

AZTEC RUINS, N. MEX., INCREASE $550

This sum is proposed for the purchase of a light truck to replace a 1990 Dodge screen-bodied truck received from the Bureau of Public Roads as dis carded equipment.

BANDELIER, N. MEX., INCREASE $660

Maintenance, repair, and operation; increase $610.—An increase of $500 is urgently recommended for the commencement of stabilization and repair work on the Tuyoni Ruin, containing approximately 200 rooms, and considered the principal one of several hundred prehistoric ruins in the area. The sum of $110 is needed to provide sufficiently for the repair and maintenance of buildings, for repair parts for a tractor and a power-lift scarifier, and for additional supplies for two comfort stations to accommodate the increased number of visitors.

Equipment; increase, $50.—This increase, plus $100 in the account, will provide for the purchase of much-needed museum equipment to display and protect exhibits which are subject to deterioration by insect attack and humidity.

CANYON DE CHELLY, ARIZ.; INCREASE, $450

Administration and protection; increase, $450.-This sum will be needed to provide for an additional seasonal ranger for 3 months to give adequate protection to the three distinct areas of the monument during the travel season. Only two seasonal rangers are provided for at present.

CASA GRANDE, ARIZ.; INCREASE, $550

Equipment; increase, $550.-This increase, plus $50 in the account, is proposed for the purchase of a light delivery truck to replace a wornout 1933 Dodge 2-ton truck received second-hand in July 1935 by transfer from the Geological Survey. The truck was reconditioned at an expenditure of $116 but cannot be continued in operation after the 1937 fiscal year.

CHACO CANYON, N. MEX.; DECREASE, $580 IN THE EQUIPMENT ACCOUNT

CHIRACAHUA, ARIZ.; INCREASE, $200

Administration and protection; increase, $100.-This additional sum is needed for the purchase of gasoline and oil to provide transportation for the custodian for trips to Willcox or Douglas, Ariz., approximately 40 miles distant, for supplies and mail.

Maintenance, repair, and operation; increase, $100.—An increase of $100 is recommended for the maintenance of two comfort stations, a bathroom and washroom at the campground, a contact station and equipment shop, and an employee's residence, constructed by Emergency Conservation Work activities.

EL MORRO, N. MEX.; INCREASE, $190

Administration and protection; increase, $190.—The sum of $750 is necessary to provide for the full-time employment of a custodian in lieu of the 8 months' service now provided for. This employment will obviate the necessity of employing a part-time ranger who receives $560, and this amount plus the increase of $190 will provide the additional amount necessary for the full-time custodian's salary.

HOVEN WEEP, UTAH AND COLO.; INCREASE, $150

Administration and protection; increase, $150.—This increase is recommended to extend the employment of the seasonal ranger from 2 to 3 months, including additional supplies for the added month of service.

MONTEZUMA CASTLE, ARIZ., DECREASE $430 IN THE EQUIPMENT ACCOUNT

NATURAL BRIDGES, UTAH; INCREASE, $250

Administration and protection; increase, $280.-The present arrangement of employing a temporary custodian for 6 months leaves the monument unprotected during at least 2 months of the year when it is readily accessible to travelers. An increase of $280 is recommended to correct this situation by extending the employment of the custodian to 8 months. Equipment.-Decrease, $30.

NAVAJO, ARIZ.; INCREASE, $2,000

Administration and protection; increase $1,550.-The several groups of finely preserved ruins at this monument, constituting one of the most important archeological treasures in the Southwest, are fairly accessible by two roads, making it essential to provide year-round protection. An increase of $1,550 is urgently recommended, therefore, to extend the present 4 months' ranger service to full-time employment and for additional supplies and materials, such as gasoline and oil, for the added period of service.

Equipment; increase $450.-No funds were appropriated for equipment for the 1937 fiscal year. The sum of $450 is recommended for the fiscal year 1938 to provide for the purchase of camping equipment and small tools for the ranger, and for use in bracing the weakened walls of the ancient ruins.

WALNUT CANYON, ARIZ.; INCREASE, $300

Administration and protection; increase $300.-While travel to the monument is lighter during the winter months, visitors reach the area in appreciable numbers throughout the year, and vandalism occurs if the monument is left unprotected. An increase of $300 is urgently recommended to extend the employment of the custodian so that the ancient ruins will not be damaged or destroyed by souvenir hunters and vandals.

WHITE SANDS, N. MEX.; INCREASE, $1,790

Administration and protection; increase $1,740.-The only appointed employee is the custodian, who does not reside at the monument, and receives $384 per annum for his part-time services. Travel to White Sands is constant throughout the year, and proper contact of visitors and control of the area can be accomplished only by the presence of a full-time employee. Acquisition of the Garton property of approximately 1,280 acres and development of the wildfowl refuge have added to the necessity for a full-time position. The sum of $1,740 is recommended to provide for the net salary of a permanent ranger. Equipment; increase, $50.-This increase, plus $50 in the account, will provide $100 for the purchase of cooking and heating stoves for the quarters to be occupied by the full-time ranger recommended under administration and protection."

WUPATKI, ARIZ.; INCREASE, $695

Administration and protection; increase, $500.-This monument, 40 miles from Flagstaff, Ariz., is publicized by that city as a tourist objective, and the combined duties of protection and public contact require the year-round serv ices of a custodian. The increase recommended, plus a saving in other accounts, will provide for full-time employment of a custodian in lieu of the present 8 months' service, and will enable him to administer the Sunset Crater National Monument, located but a few miles from Wupatki, making it unnecessary to employ regular personnel at Sunset Crater.

Equipment, increase, $195.—This increase, plus $30 in the account, will provide $225 for the purchase of a typewriter and file cabinet, one study skin case, and one botanical specimen case for displaying and preserving botanical specimens and skins of birds and mammals, and for small tools and equipment.

INDEPENDENT MONUMENTS

BADLANDS, S. DAK., INCREASE $4,000

Administration and protection; increase, $3.239-It is anticipated that prior to July 1, 1957, the privately-owned land within the monument area will be transferred without expense to the United States, that certain highways will have been constructed by the State of South Dakota, and that a Presidential proclamaion will be issued formally dedicating and setting aside this area as a national momment The sum of $3,250 is recommended to provide for the employment of a permanent enstodian at a stiary of $2300 per annum and a temporary ranger for 6 me tbs to assist the enstodian and furnish information to visitors during the travel season

BLACK CANYON OF THE GUNNISON, COLO., INCREASE, $4,200

Administration and protection; increase, $600.--An increase of $600 is recommended to provide for the services of an additional temporary ranger. There are two distinct subdivisions to the monument, the north and south rims, necessitating the employment of two rangers during the travel season to aid the visitors and protect the areas properly.

Maintenance, repair, and operation; increase, $500.-The increased amount of $380 is needed to provide adequate maintenance for the two roads in the area and for the services of a part-time road-maintainer operator. An increase of $120 is included for repairs to the road maintainer proposed for purchase under the equipment account and for necessary repairs to 2 pick-up trucks.

Equipment; increase, $3,100.-This increase is proposed for the purchase of a self-propelled, scarifier-type road maintainer, necessary to maintain the roads in proper condition, and for miscellaneous tools and equipment. The type of maintainer proposed for purchase requires but one operator and insures the most economical method of maintenance of the monument highways.

COLORADO, COLO.; INCREASE, $3,665

Maintenance, repair, and operation; increase, $345.—An increase of $250 is recommended for the maintenance of recently completed sections of the new Scenic Rim Highway being constructed with Public Works and roads and trails allotments. The increased sum of $95 is required for the maintenance and repair of pick-up truck, repairs to the road maintainers, and proper maintenance of the sanitation system.

Equipment; increase, $3,320.-This increase, plus the sum of $280 in the account, is necessary for the purchase of a motorcycle with sidecar for patrolling the completed sections of the new Scenic Rim Highway, a road maintainer for use on the approximately 20 miles of highway to be maintained upon the completion of the construction program, and for office equipment and small tools. CRATERS OF THE MOON, IDAHO; DECREASE, $700 IN THE EQUIPMENT ACCOUNT

DEATH VALLEY, CALIF.; INCREASE, $5,490

Administration and protection; increase, $3.250.-An increase of $2,300 is urgently recommended for the employment of an assistant superintendent. Travel to the monument in 1935 totaled 50,000 visitors, indicating the popularity of the area. The superintendent of Sequoia National Park, with headquarters 400 miles away, retains the general administration of Death Valley, but a competent, responsible officer residing in the monument is essential to represent the superintendent, to coordinate plans and activities, and to handle emergencies and problems as they arise. With an area of 2,510 square miles, over 500 miles of roads, and traveled by such a large number of visitors, additional ranger service is urgently needed. The sum of $950 is proposed for the employment of an additional temporary ranger for 6 months and for additional printing, photography, and supplies, such as gasoline, oil, and first-aid materials.

Maintenance, repair, and operation; increase, $4,270.-The sum of $2.000 is urgently recommended for the maintenance of approximately 300 miles of improved roads and nearly 400 miles of unimproved roads within the area. Only $300 was allotted for the purpose for the 1937 fiscal year. An increase of $250 is required for maintenance and repairs to 20 buildings, valued at $35,000, and constructed with emergency funds. An increased sum of $100 will be required to maintain three generating plants scheduled for purchase during the fiscal year 1937.

A radio set with semiportable sets distributed at vital points in the vast area provides the only means of communication. An increase of $750 is recommended to provide for a repairman during the busy winter months and for emergency service during the remainder of the year.

The maintenance of new sewage and water systems installed during the past several years with emergency funds will require an additional amount of $250. An increase of $270 is essential for the proper repair of trucks, machinery, and equipment, and the additional sum of $250 will be required to provide proper sanitation conveniences to safeguard the health of the large number of visitors. The increased sum of $400 is required for the operation of six additional sets

of quarters completed with Public Works funds and for two additional sets contemplated for construction during the present fiscal year.

Equipment. Decrease, $2,030.

DEVILS TOWER, WYO.; DECREASE, $750 IN THE EQUIPMENT ACCOUNT

LEHMAN CAVES, NEV.; DECREASE, $700 IN THE EQUIPMENT ACCOUNT

MOUNT OLYMPUS, WASH.; INCREASE, $5,720

Administration and protection; increase, $4,520.-An increase of $800 is recommended for the establishment of the position of superintendent at a salary of $3,200 per annum in lieu of the present position of custodian at $2,400 per annum. With the development of the area an additional sum of $1,000 will be required to provide sufficient supplies, such as gasoline, oil, fuel, and sundry supplies, travel expenses, rent of headquarters offices at Port Angeles, and for transportation charges. The sum of $2,720 is needed for the employment of an additional permanent ranger, a temporary ranger for 6 months, and for miscellaneous per-diem help, such as packers and laborers.

Maintenance, repair, and operation; increase, $600.-This increase is essential for the proper maintenance of approximately 115 miles of trails winding through rough country and subject to earth and rock slides, and for the maintenance, repair, and operation of a passenger vehicle transferred recently from Mount Rainier National Park.

Equipment; increase, $600.—This increase is proposed for the purchase of a one-half ton pick-up truck necessary for the maintenance work of the area.

MUIR WOODS, CALIF.; DECREASE, $580 IN THE EQUIPMENT ACCOUNT

OREGON CAVES, OREG.; DECREASE, $200 IN THE EQUIPMENT ACCOUNT

PETRIFIED FOREST, ARIZ.; INCREASE, $6,706

Administration and protection; increase, $4,306.—An increase of $1,656 (net) is recommended for the employment of a permanent clerk. This area comprises over 92,000 acres, with travel amounting to approximately 200,000 persons annually, and no provision has yet been made for clerical services.

With the proposed museum development and other activities in the recently acquired Painted Desert area, the present museum and educational work will be more than doubled. To meet this situation an increase of $1,400 is necessary for the employment of a ranger-naturalist for 6 months, for fuel and museum and educational supplies, and for the establishment of the position of assistant naturalist in lieu of the present position of junior naturalist. An additional sum of $1,250 is included to provide additional temporary ranger service, for ranger supplies, such as gasoline, oil, and first-aid supplies, and fuel for a new ranger station.

Maintenance, repair, and operation; increase, $1,850.-The increased sum of $1,000 is urgently recommended to provide for the maintenance of 25 miles of newly paved highway, constructed with Public Works funds. Other increases required are: $100 for the adequate maintenance and repair of buildings: $100 for extensive repairs necessary for two electric generators; $75 for the maintenance of 19 miles of telephone line and two sewer systems constructed by Emergency Conservation Works activities; $125 for the general overhauling of machinery and equipment and for extensive repairs necessary for two 11⁄2-ton and five 2-ton trucks, due to increased age; and $50 to provide additional sanitation facilities due to the increased number of visitors and development of the Painted Desert area.

With the development of the water system in the Painted Desert area and the greater need for water at headquarters, due to increased travel, an additional sum of $200 is roeded for the proper maintenance and supply of this important utility. An increase of $200 is included to provide fuel for heating and cooking, electricity, and refrigeration for the additional personnel recon mended for employment.

Equipment; Increase, $550.-This increase is proposed for the purchase of a passenger car to replace a 1930 Ford sedan which will have passed the stage of economical operation by the 1938 fiscal year.
