An increase of $100 is included to provide for the care of additional campgrounds to accommodate the greatly increased number of visitors. Equipment; increase, $1,050.-The sum of $600 is recommended to provide for the replacement of a 1932 Ford sedan in poor condition and which has traveled 70.000 miles. The sum of $450 is recommended for the purchase of a one-half ton pick-up truck to assist in the maintenance and sanitation work of the park. Mr. SCRUGHAM. An increase of $2,570 is requested on this item. What is the necessity for that increase? Mr. DEMARAY. This item is broken down as follows: We are asking $640 for administration and protection. This increase is recommended to provide additional temporary services of a rangernaturalist and a ranger during the heavy travel season. Eight hundred and eighty dollars of this increase is for maintenance and operation, and there is an increase of $1,050 for the equip ment item. INCREASED TRAVEL IN PARK Mr. SCRUGHAM. What was the increase in travel in this park? I would like to have that on all of these, as you go through these items. Mr. DEMARAY. In 1935 the travel was 116,739; in 1936 it was 148,568. GLACIER NATIONAL PARK, MONT. Mr. SCRUGHAM. The next item is Glacier National Park, Mont. Mr. DEMARAY. The justification in support of this item, Mr. Chairman, is as follows: Amount included in the Budget, fiscal year 1938. Appropriation, fiscal year 1937--- Net increase, 1938 over 1937. $189.120 175,000 14,120 The net increase of $14,120 is recommended to provide as follows: Administration and protection; increase, $1,670.-The sum of $1,670 is rec ommended to provide for the employment of a junior naturalist for 6 months, for additional temporary ranger services, and for travel expenses, printing, and photographing, etc. The recommended increase is necessary due to expanded activities resulting from the greatly increased number of visitors. Maintenance, repair, and operation; increase, $9,850.-An increase of $1.000 is recommended to provide for maintenance of 55 new buildings constructed during the past 3 years, and for repairs necessary on old buildings. The sum of $3,500 is included for maintenance of 35 miles of new roads within the park and 20 miles of the Blackfeet Highway, outside the park, including the Kennedy Creek Cut-Off, and the road from United States Highway No. 2 to the Belton Entrance at headquarters, for which no maintenance funds have been provided previously. An additional sum of $500 is recommended for the maintenance of 175 miles of trails added to the park system during the past year. Many pieces of machinery and equipment have been in use for more than 10 years, and an increase of $1,000 is recommended to make necessary repairs. An increase of $2,000 is included for labor and supplies to provide adequate sanitation facilities to safeguard the health of the vastly increased number of visitors and for the maintenance of the additional incinerator in the new Sprague Creek campground to be operated during 1938. The hydroelectric plant no win use is inadequate to supply the total electricity demand for park use and an additional $600 is recommended to provide for the operation of an auxiliary gasoline light plant. An increase of $250 is recommended for maintenance and repairs for the 25 sewage and 46 water systems. In addition to the maintenance of the new sewer system at headquarters, more frequent flushings are required due to the added use of conveniences by an increased number of visitors. The additional sum of $600 is included for the maintenance of three new passenger vehicles, one acquired in 1937 for which no funds were allotted for operation, and two proposed for acquisition in 1938. There is an increased number of game animals to be fed during the winter months due to natural increase of the deer herds and the fact that the natural range for mountain sheep and other game animals was almost completely destroyed by the Heavens Peak fire in Swift Current Valley. The sum of $300 is recommended to provide an additional supply of feed for 1938. An additional sum of $100 is recommended for the operation of five new sets of quarters during the fiscal year 1938. Equipment; increase, $2,600.-The sum of $11.800 is included for equipment for 1938, an increase of $2,600 over the sum of $9,200 appropriated for 1937. It is proposed to purchase two passenger cars for use of the chief ranger and the naturalist to provide more suitable transportation than that afforded by the light-delivery trucks now used. The remaining equipment proposed for purchase includes trucks for replacement purposes, two underground storage tanks, furniture and furnishings, office equipment, and miscellaneous small tools and equipment. An increase of $675 is recommended for 5 months of additional temporary ranger services during the summer season to take care of the increased number of visitors. An additional sum of $660 is recommended for temporary janitor service for the new community building containing 8,500 square feet of floor space, constructed with Public Works funds. Maintenance, repair, and operation; increase, $3,100.—An increase of $1.200 will provide for an additional laborer position to assist the sanitary inspector in the operation of the sewage treatment plant. The maintenance of additional telephone lines constructed with emergency funds and additional maintenance needed for the electric and telephone systems will require an increase of $500. The additional sum of $400 is required for the water system to provide proper maintenance of new extensions thereto constructed with emergency funds. Most of the heavy machinery is old and needs extensive repairs for which the additional sum of $250 will be required. An increase of $750 will be necessary for the operation of 41 additional housekeeping quarters constructed during the last fiscal year for which no funds have been provided for operation. The next item is for "Grand Teton National Park, Wyo." Mr. DEMARAY. Past allotments for the work have been insufficient, resulting in a negligible amount of repair work, and additional trails have been constructed with Public Works funds at a cost of $25.000. An increase of $400 is needed for the maintenance and operation of an electric plant at Jenny Lake campground and for the maintenance of the new sewage disposal, water, and sanitation systems at Beaver Dick Lake campground. Additional sums of $70 for repairs to trucks, machinery, and equipment; $50 for the operation and repair of three passenger cars; and $100 for the proper operation of quarters, including two new sets for the superintendent and chief ranger are recommended. The travel there increased from 100,000 in 1935 to 125,000 in 1936. GREAT SMOKY MOUNTAINS NATIONAL PARK, N. C. AND TENN. Mr. SCRUGHAM. The next item is "Great Smoky Mountains National Park, N. C. and Tenn." Mr. DEMARAY. Congress has accepted Federal jurisdiction over the area and has authorized the employment of a United States commissioner. At the present time park regulations are being violated continuously, and the presence of this employee would result not only in speedily dispensing with cases but in reducing the number of violations. An increase of $1,620 is required for the employment of a clerkwarehouseman to maintain warehouse records and keep a careful check of equipment and tools valued at approximately $250,000. The increased amount of $400 is recommended to provide sufficient janitor service and for additional stationery, office, medical, and sundry supplies, travel expenses, transportation of things, and printing and photographing incident to the growth of the administrative staff. The park is famous as a botanist's paradise, and an increase of $840 is recommended for the employment of two temporary ranger-naturalists for 3 months each to explain the flora, fauna, and geology in which the hundreds of thousands of tourists are interested. An increase of $300 is needed for mounting paper, chemicals, museum and educational supplies, taxidermy, the preparation of museum exhibits, and for travel expenses of the naturalist in attending scientific meetings held by various societies in North Carolina and Tennessee. Due to increased activities, the numerous inspection trips within such a large park and conferences with officials in outside cities, an additional $150 will be required for travel expenses of the park engineer. Maintenance, repair, and operation; increase, $11,290.-Of this increase, the sum of $8,000 is recommended for the maintenance of 56 miles of high-standard highways within the park in the States of North Carolina and Tennessee, heretofore maintained by the States before reconstruction at Federal expense. The construction with emergency funds of 424 miles of class A, 125 miles of class B, and 250 miles of class C trails will be completed by the fiscal year 1938 and an increase of $750 will be required to provide for proper maintenance. An increased sum of $400 is included for the maintenance of 16 miles of telephone lines installed by Emergency Conservation Work activities and for maintenance and repairs to the 57.5 miles of old lines. The additional sum of $800 will be needed for repairs to trucks, machinery, and equipment, including two snow plows, one concrete mixer, one friction hoist, and one 8-ton trailer proposed for purchase in 1938. That is, to provide additional personnel to take care of the visitors, and the maintenance and repair item is increased $11,290. An increase of $110 is required to provide for necessary communication service between park headquarters and the Haleakala section of the Island of Maui, where a ranger is now stationed. The sum of $1.860 is recommended for the employment of an additional ranger to assist in the patrol and inspection of trails within the interior of the 26-square-mile crater on the newly opened Haleakala section. An increase of $140 is necessary to provide for additional supplies and materials, communication service, etc., required in the administration and development of the new Haleakala area. |
