Mr. DODD. Before we leave this item, there is another item that we might discuss. We have pending in the Bureau of the Budget a request for $80,000 for repairs to the Zuni Dam in New Mexico. We had a meeting on that item on Monday of this week, and we hope it will be up for consideration in Congress in a short time.

Mr. O'NEAL. Will you furnish a justification for that, so that we will have all of the information on it?

Mr. DODD. That will be submitted when the estimate comes for consideration.

CARRYING OVER OF APPROPRIATIONS

Mr. DODD. Yes, sir, after the syllable "able", insert the following. Which amount together with the unexpended balances of funds made available under this head in the Interior Department Appropriation Act, fiscal year 1937, shall remain available until June 30, 1939.

That amendment has two purposes. First, it continues the avail ability of any unexpended balances in this appropriation which may remain on hand after June 30. A large part of our work is done by force account. The weather conditions hinder us at times, and it may be necessary to carry over some of the work into the next fiscal year. The second part of the amendment is to extend this appropriation Our appropriation, as we now have it, expires on June 30. for 2 years instead of 1 year. Our appropriations as they now are worded are 1-year appropriations. Perhaps Congress would rather have us come back with continuing text each year. have text making this appropriation available for 2 years, and with a report on the situation to Congress, as we come before you in our hearings, that we can eliminate a lot of difficulty in reappropriating money, or making paper transfers, or the issuance of warrants by the Treasury Department for these unexpended balances that have to be covered back into the Treasury and then reallocated with the new We feel, if we fiscal year.

OF INDIAN IRRIGATION PROJECTS

Mr. DODD. Mr. Chairman, we have prepared a comprehensive statement relating to irrigation projects in the Indian country. tabulation covers a total of 26 pages, but I have folded down about 10 or 12 of them as not being necessarily vital. I would like to offer the rest of this statement for printing in the record, because it shows the total cost of our various projects, and, in addition to that, it shows the land under cultivation, and the amount of reimbursable charges that Congress has authorized to be written off in the past.
